Complaint#:  50-15-2117     Date/Time:  Sunday, January 25th at 10:29AM
Location:  Railroad Tracks South of Walker Road, Near City of Dover Warehouse

Narrative:  On Sunday, January 25th at approximately 10:29AM, the Dover Police Department received a call from a witness stating they discovered a body lying next to the railroad tracks at the above mentioned location.  Upon arrival, police discovered the body of 18-year-old Jordan M. Peck, of Dover.  The Dover Police Department’s Criminal Investigations Unit is investigating the death as being suspicious.  The Dover Police Department will release further details at a later time, but has questioned at least one person of interest in the case.  Persons with any information about the case are asked to contact the Criminal Investigations Unit at 302-736-7111.

In conjunction with the Psi Iota Chapter of the Omega Psi Phi Fraternity, The Dover Police Department, along with the Social Justice Committee of Whatcoat United Methodist Church, the Social Actions Committee of the Interdenominational Ministerial Alliance of Dover, the Delaware Chapter of NOBLEE (National Organization Of Black Law Enforcement Executives), and members of the New Castle County, Wilmington, and Delaware State Police Departments will hold an open community forum to address relations between the police and the community. The purpose of the forum is to foster dialogue and challenge those who attend to create solutions to a variety of issues in various communities and develop ways to improve the relationship between police and the public they serve.

Goals of the forum include to teach attendees how to best handle situations involving the police, challenge attendees to take active roles in their communities to resolve issues by cooperating with police investigation, forming/joining neighborhood watch programs, youth groups, and more. There will be a panel of experts that includes community leaders, students, and law enforcement professionals to answer questions from multiple perspectives.

Other questions the forum intends to address include, but are not limited to:

• What barriers exist between police and the community, and how can they be eliminated?
• What issues are youth facing? How can the police and the community target youth with prevention programs and gain their cooperation?

The forum is scheduled to take place on Friday, February 6th from 6:30PM-8:30PM at the Whatcoat United Methodist Church, located at 341 Saulsbury Road, Dover, DE 19904 and is open to the general public.

LATEST WINTER STORM UPDATE:

While there is still uncertainty regarding the amounts of snow the Dover area will see beginning Monday and throughout Tuesday, there is little doubt that a winter storm is on the way. Early predictions range in expected snow accumulation of 4-10″ inches for the Dover/Kent County Region with sustained winds of 15-25 mph and gusts up to 40 mph.  Blowing/drifting snow will make efforts to clear roadways more difficult.  A winter storm watch has been issued by the National Weather Service from 6:00PM Monday, January 26th through Noon on Tuesday, January 27th.  Updated weather reports can be found here: National Weather Service-Dover, DE

CITY OF DOVER CITIZENS:

• The City of Dover Police Department will continue normal patrol operations throughout the duration of the storm and has a fleet of 4×4 vehicles prepared to continue to serve the City of Dover.

• The following streets must be cleared of parked vehicles within 1 hour of the first snowfall: Division Street, Water Street, Governors Avenue, and State Street. Vehicles not moved are subject to ticketing and towing at the owners expense by the City of Dover Police Department.
  

• City of Dover residents must clear their sidewalks of snow within 24 hours after final snowfall. This code is strictly enforced by City of Dover Inspections/Code Enforcement.

• The City is requesting that residents NOT leave trash cans and other items on the curb/sidewalks to allow room for the plows to clear the roadways without obstacles.
  If possible, do not park on any roadsides to allow plows the ability to properly clear roadways.

TRAVEL:

The City of Dover Police Department strongly urges motorists to avoid any unnecessary travel once the snow begins to fall. Driving only puts you and public safety workers at risk. This also allows the plow drivers plenty of room on our roadways to properly clear the roads of accumulating snow. If you must travel, please follow the following recommendations:

The American Red Cross recommends the following preparations for winter storms:

Water—at least a 3-day supply; one gallon per person per day
Food—at least a 3-day supply of non-perishable, easy-to-prepare food
Flashlight
Battery-powered or hand-crank radio (NOAA Weather Radio, if possible)

First aid kit
Medications (7-day supply) and medical items
Sanitation and personal hygiene items
Cell phone with chargers
Family and emergency contact information
Extra cash
Baby supplies (bottles, formula, baby food, diapers)
Pet supplies (collar, leash, ID, food, carrier, bowl)
Tools/supplies for securing your home
Sand, rock salt or non-clumping kitty litter to make walkways and steps less slippery
Warm coats, gloves or mittens, hats, boots and extra blankets and warm clothing for all household members
Ample alternate heating methods such as fireplaces or wood or coal-burning stoves

***A Message from the Dover Police Animal Control Unit***
With temperatures below freezing, please remember to bring your pets inside in the cold weather, snow, and ice. Animal Cruelty is a crime in Delaware. If it is too cold outside for you, it’s probably too cold outside for your pets. If you must leave your pets outside, it is required they have adequate shelter, consisting of three sides and a roof, and fresh (unfrozen) water at all times. Wood chips are an excellent idea for bedding and allow for adequate drainage/drying.  Blankets/towels will absorb moisture and can worsen the situation for the animal. A plastic covering or an unused thick door mat covering the doghouse entrance works excellent to keep the wind out if you need a makeshift door. Dover Police Animal Control will be conducting checks on animals in the City of Dover to ensure adequate shelter or water laws are followed and seizing animals if violations are found. Animal Cruelty in the City of Dover fines can range up to $100.00 per dog with stiffer penalties for violations of state laws. Please report any animal cruelty to the Dover Police Department 302-736-7111.

The Dover Police Department responded to 22 shoplifting calls between Noon on January 15th and Noon on January 22nd.  Of those 22 shoplifting complaints, one was unfounded,  14 are still under investigation, and arrests were made/warrants obtained in 7 cases. A total of 4 adults and 3 juveniles were arrested or are wanted for shoplifting during this period.  Due to the death of the 4th adult, the Dover Police Department did not post their image.

Incident #: 50-15-1551       Date/Time: Monday, January 19th, 0035 hours

Location:        N. Kirkwood Street south of Mary Street,  Dover, DE

Narrative:

On Monday January 19th at 0035 hours the City of Dover Police Department received a complaint of shots fired on North Kirkwood Street just South of Mary Street in Dover. Responding police units quickly realized that shots were fired into an occupied vehicle where two females were seated. The two females were not injured. Two bullet holes were located in the driver’s side of the victims vehicle causing damage. Responding Units observed a vehicle leaving the scene in a hurry and attempted to stop it. The operator of the 2000 gold Lincoln failed to stop for police and a vehicle pursuit ensued. The suspect vehicle fled down Weston Dr. where the vehicle crashed into a large mulch pile. Both suspects fled from the vehicle and were apprehended a short distance away with the assistance of a police K-9.  The Defendants were found to be in possession of two handguns, four rounds of . 45 caliber ammunition, $1889.00 in united states currency, 39 bags of heroin and bullet proof  body armor. Defendant Thomas Gordon (27) and defendant Brandon McDonald (25) were arrested on a series of charges. The defendants were processed and then arraigned at JP#7. Defendant Gordon was committed to James T. Vaughn Correctional Center in default of $ 119,008.00 cash bail. Defendant McDonald was also committed to James T. Vaughn Correctional Center in default of $ 118,000.00 cash bail.
