Second Suspect in Bubba’s Shooting Arrested 2-20-15

Update: Agmere Matthews, wanted in connection with the shooting at Bubba’s was arrested shortly after noon on February 20th by the Dover Police Department SAFE Streets Unit working with the Delaware State Police Governor’s Task Force, and The US Marshall’s Fugitive Task Force.  Matthews was taken into custody without incident.  Bond information is pending his arraignment later this afternoon.

Narrative:

On Sunday February 8, 2015 the Dover Police Department responded to the Bubba’s night club for a large crowd gathering as the club was closing.  While officers were on scene they heard several gun shots fired in the parking lot.  Officers immediately responded to the area where they heard the gun shots and located numerous spent shell casings. Witnesses at the scene told the officers that Naquan Ingram and Agmere Matthews got into a verbal altercation with the male victim inside of Bubba’s night club that eventually led outside.  Once outside Matthews, Ingram and several others not identified at this time assaulted the male victim, who was eventually able to get away and got into his car.  After the victim and his girlfriend got into their car Ingram and Matthews, who were in possession of handguns, shot at the victims several times.  Officers located the victims and their vehicle, which had numerous bullet holes in it. However, neither part inside of the car was struck by any rounds that were fired.  The male victim was taken to Kent General Hospital where he was treated for minor injuries and released.

While at the scene officers were able to obtain a description of the vehicle that Ingram and Matthews fled in.  Later in the morning officers located the suspect vehicle and stopped it in the area of Capital Green and contacted Ingram inside.  Officers searched the vehicle and found a .40 caliber handgun that had been stolen from Salisbury, MD.

Naquan Ingram was arrested and committed to the James T. Vaughn Correctional Center in default of a $29,100.00 cash bond.  Agmere Matthews is currently wanted by the Dover Police Department for crimes relating to this incident.  The investigation is still ongoing and anyone with information is asked to contact the Dover Police Department at (302)736-7111.  Callers may remain anonymous.  Tips can also be submitted to law enforcement through tip lines maintained by Delaware Crime Stoppers at 1-800-TIP-3333 or on-line at www.tipsubmit.com.

Weekly Shoplifter Arrests 2/12/15-2/19/15

The Dover Police Department responded to 16  shoplifting calls between Noon on February 12th and Noon on February 19th.  Of those 16 shoplifting complaints, one was unfounded,  five are still under investigation, one store declined prosecution, and arrests were made/warrants obtained in 9 cases. A total of 10 adults were arrested or are wanted for shoplifting during this period.

LATEST WINTER STORM UPDATE:

The National Weather Service in Mt. Holly, New Jersey has issued a Winter Storm Watch beginning Monday and lasting through Tuesday morning.  Dangerously cold single digit temperatures and wind chills in the 15-20 degrees below zero range are predicted along with 4″-8″ of snow accumulation possible.

CITY OF DOVER CITIZENS:

  • The City of Dover Police Department will continue normal patrol operations throughout the duration of the storm and has a fleet of 4×4 vehicles prepared to continue to serve the City of Dover.
  • The following streets must be cleared of parked vehicles within 1 hour of the first snowfall: Division Street, Water Street, Governors Avenue, and State Street. Vehicles not moved are subject to ticketing and towing at the owners expense by the City of Dover Police Department.snowsign
  • City of Dover residents must clear their sidewalks of snow within 24 hours after final snowfall. This code is strictly enforced by City of Dover Inspections/Code Enforcement.
  • The City is requesting that residents NOT leave trash cans and other items on the curb/sidewalks to allow room for the plows to clear the roadways without obstacles.
    If possible, do not park on any roadsides to allow plows the ability to properly clear roadways.

 

TRAVEL:

The City of Dover Police Department strongly urges motorists to avoid any unnecessary travel once the snow begins to fall. Driving only puts you and public safety workers at risk. This also allows the plow drivers plenty of room on our roadways to properly clear the roads of accumulating snow. If you must travel, please follow the following recommendations:

If it is too cold outside for you, it’s probably too cold outside for your pets. If you must leave your pets outside, it is required they have adequate shelter, consisting of three sides and a roof, and fresh (unfrozen) water at all times. Wood chips are an excellent idea for bedding and allow for adequate drainage/drying. Blankets/towels will absorb moisture and can worsen the situation for the animal. A plastic covering or an unused thick door mat covering the doghouse entrance works excellent to keep the wind out if you need a makeshift door. Dover Police Animal Control will be conducting checks on animals in the City of Dover to ensure adequate shelter or water laws are followed and seizing animals if violations are found. Animal Cruelty in the City of Dover fines can range up to $100.00 per dog with stiffer penalties for violations of state laws. Stolen Firearm and Drugs located During a Search of a Residence in Dover

Complaint#:  50-15-3568     Date/Time:  Tuesday, February 10, 2015 at 1:07 PM

Location: Unit block of Stevenson Drive (Manchester Square Development), Dover, DE

Narrative:  On February 10, 2015 at 1:07 pm City of Dover Police Officers from the Operation Safe Streets Unit conducted an administrative search of a residence in the Unit Block of Stevenson Drive in Manchester Square Development in Dover, DE. As a result of the administrative search officers located a .25 caliber Colt semi-automatic handgun, 143 bags of heroin, and 9 ecstasy pills in the possession of defendant Jahmelle Taylor (22). The check on the .25 caliber handgun revealed the gun was stolen during a previous complaint investigated by the Delaware State Police Troop 4 jurisdiction. Defendant Keith Cubbage (37) was also arrested during the incident due to an active warrant and violation of probation. Defendant Jahmelle Taylor was arrested and then arraigned at JP#7. Defendant Taylor was committed to James T. Vaughn Correctional Center in Smyrna in default of $104.500.00 cash bond. Defendant Keith Cubbage was arrested and arraigned at JP#7. Defendant Cubbage was committed to James T. Vaughn Correctional Center in Default of $5,000.00 cash bond.

Dover Police Graduate Three from Delaware State Police Academy 2-9-2015

The Dover Police Department is proud to announce the graduation of three recruits from the Delaware State Police Academy after completing six months of training.  The new officers, who were officially sworn in by Dover Mayor Robin Christiansen on Monday, will begin in-house(Phase II) training at the Dover Police Department.  The secondary training is designed to teach the new officers policies and procedures specific to the City of Dover Police Department.  Upon completion, the new officers will begin a 10-week Field Training program where each will work with experienced officers during that time.  Once each officer has satisfied their respective training requirements, they will be released to their designated patrol units.
