Dover Police Issue Gold Alert for 84-Year-Old Man

Narrative:

The Dover Police Department is issuing a Gold Alert for a missing 84-year-old man who suffers from dementia and other medical conditions. Francis P. Moore Sr. was supposed to be picked up at the Modern Maturity Center by his son-in-law between 2:30 and 3:00PM.  It was believed that his son took him to the Modern Maturity Center earlier that day.  During the investigation, police learned that the son may have taken Moore to a residence in the 200 block of North Kirkwood Street, however police have been unable to contact anyone in the residence in person or by phone, therefore officers have not been able to confirm the well-being of Moore.  Moore is described a  black male, 5’3″, 140 lbs, dark skin, gray hair, and was last seen wearing a blue jogging suit with black sneakers and a black jacket.  Anyone with any information should contact the Dover Police Department at 302-736-7111.

FINAL UPDATE: Lost Child Reunited with Father

Final Update:
At approximately 8:00AM on April 6th, 2015, the Dover Police Department responded to the area of Colony Drive, where a resident located a 2-year-old child named Keegan walking through the area alone.  The unnamed resident took Keegan inside their residence and contacted the Dover Police Department who responded immediately.  Officers contacted the resident and Keegan and were unable to determine the names of Keegan’s parents or his residence and decided to transport him to the Dover Police Department.  While officers worked to identify Keegan’s parents, he spend time in the department family room watching television and playing games with department employees.  The department issued a press release on its website and social media accounts with an image of the child to help identify the family.  Approximately one hour after the incident was reported, the father contacted the Dover Police Department.  Upon further investigation it was learned that the father had worked a night shift at his place of employment and had fallen asleep while his children were still asleep.  Despite securing the doors to the residence, the child woke up and exited the residence without waking his father or the rest of his siblings.  Based on the findings of the investigation, the Dover Police Department will not be filing charges against the father and will therefore not reveal the last name of the child or the parents names.  The Dover Police Department wishes to thank the public and media for sharing the original post so quickly, enabling us to quickly contact the parent and bring a successful resolution to this case.

The Dover Police Department has located the father of the found child (Keegan) at 9:34AM.  The father and child are expected to reunite shortly.  Officers continue to investigate how this incident occurred and will provide an update later today on http://www.doverpolice.org.  The Dover Police Department wishes to thank the public and media for sharing the original post so quickly, enabling us to quickly contact the parent.

As Temperature Increase, Police Warn of Increasing Noise Violations 4-6-15

As warmer temperatures arrive this spring, the City of Dover Police Department will begin to receive a high number calls for excessively loud music/noise coming from vehicles and loud parties.  The department is reminding the public that audible music and bass outside of 50 feet is illegal and can result in fines ranging from $50-$107.  If a person is renting a residence and receives 2 or more noise violations within a 12 month period, they are subject to mandatory eviction as well.  Members of the Community Policing/Quality of Life Unit will proactively enforce these violations, especially in the downtown college, residential, and shopping districts in an effort to educate the public and improve the quality of life for the citizens in those areas.  We ask that while you enjoy the season, be mindful of others on the road and the neighbors surrounding you.

Delaware State Law:

  • Title 21, Section 4306 (c) No person operating or occupying a motor vehicle on any street, highway, alley, or parking lot shall operate or permit the operation of any music amplification system, including, but not limited to, any radio, tape player, compact disc player, or any other electrical device used for the amplification of music in or on the motor vehicle so that the sound is plainly audible at a distance of 50 or more feet from the vehicle. For the purpose of this subsection, “plainly audible” means any sound which clearly can be heard by unaided hearing faculties, however, words or phrases need not be discernible and bass reverberation alone shall be sufficient to so constitute.

Dover City Ordinance:

Sec. 42-2. – Noise.

 (a)Generally. It shall be unlawful for any person to make or continue, or cause to be made or continued, any excessive, unreasonable or unusually loud noise or any noise which either annoys, disturbs, injures or endangers the comfort, repose, health, peace or safety of others, or creates the risk thereof, within the limits of the city.

(b)Prohibited acts. The following acts, among others, are declared to be loud, disturbing and unreasonable noises in violation of this section, but said enumeration shall not be deemed to be exclusive:

(1)Horns, signaling devices, etc. The sounding of any horn or signaling device on any automobile, motorcycle, street car or other vehicle on any street or public place of the city, except as a danger warning; the creation by means of any such signaling device of any unreasonably loud or harsh sound; the sounding of any such device for an unreasonable period of time; the use of any signaling device, except one operated by hand or electricity; the use of any horn, whistle or other device operated by engine exhaust; and the use of any such signaling device when traffic is for any reason held up.

(2)Radios, phonographs, etc. The playing, using or operating of, or permitting to be played, used or operated, any radio receiving set, musical instrument, phonograph, or other machine or device for the producing or reproducing of sound in such a manner as to disturb the peace, quiet and comfort of the neighboring inhabitants or at any time with louder volume than is necessary for convenient hearing for the person or persons who are in the room, vehicle or chamber in which such machine or device is operated and who are voluntary listeners thereto. The operation of any such set, instrument, phonograph, machine or device in such a manner as to be plainly audible at a distance of 50 feet from the building, structure or vehicle in which it is located shall be prima facie evidence of a violation of this subsection.

(3)Loudspeakers, amplifiers for advertising. The playing, using or operating of, or permitting to be played, used, or operated, any radio receiving set, musical instrument, phonograph, loudspeaker, sound amplifier, or other machine or device for the producing or reproducing of sound which is cast upon the public streets for the purpose of commercial advertising or attracting the attention of the public to any building or structure unless authorized by a permit.

Residential Burglary at Country Village Apartments 4-6-15

Incident #: 50-15-8652  Date/Time:  B/T April 5, 2015 at 8:15PM-April 6 at 12:10AM

Location:  Country Village Apartments (433 Building), Dover, Delaware

Narrative:
The Dover Police Department is investigating a residential burglary at Country Village Apartments off of South Little Creek Road that occurred between Sunday at 8:15PM and Monday morning at 12:10AM.  The suspect entered the victims residence through an unsecured window and removed a Toshiba television, HP laptop, and a variety of jewelry items.  The suspect then fled out of the sliding glass door and fled the area.

Dover Police Investigate Residential Burglary on North Kirkwood Street 4-6-15

Incident #: 50-15-8450  Date/Time:  Friday, April 3, 2015 at 8:15PM

Location:  100 Block of North Kirkwood Street, Dover, Delaware

Narrative:
The Dover Police Department is investigating a residential burglary that occurred on Friday night just after 8:00PM.  An unknown black male suspect was seen fleeing the residence in the 100 block of North Kirkwood Street carrying a 43″ Samsung television from the victim’s residence and through a backyard in the same block.  The suspect placed the television in the back of a white sedan which was occupied by two other unknown black males.  The vehicle fled the are with witnesses unable to get a registration number.
