Man Wanted for Fleeing From Police, Injuring Officer 6-26-15

Narrative:

Dover Police are seeking John E. Pauley (25), of Milford, after fleeing from an officer on Friday morning.  At approximately 9:32AM, a Dover Police officer stopped Pauley for running a stop sign in the area of Independence Boulevard and Lamplighter Lane.  After stopping, the officer learned that Pauley was wanted numerous times by Superior Court, including a Violation of Probation.  As officers attempted to arrest Pauley, he fled in his vehicle striking one officers hand, and continued northbound on Independence Boulevard.  The officer suffered minor injuries to his hand as a result of the incident.  Pauley was last seen operating a Gray 2001 Chevrolet 2500 truck that was unregistered.

Two Michigan Men Arrested with Large Amount of Drugs at Firefly Campground 6-22-15

Narrative:

Two Michigan men were arrested with a variety of illegal narcotics at the Firefly Music Festival campground.  Officers from the Dover Police Department Drugs, Vice, and Organized Crime Unit (DVOC), made an undercover purchase of a substance them two men claimed to be “Molly” or MDMA.  The substance tested positive for the presence of Mephedrone, which is also known as “Flakka” or “Bath salts.”  Police then arrested Daniel Wood (31) of Jackson, MI and Dion McPherson (39) of Ann Arbor, MI.  Upon arrest, the men were found to be in possession of 44.1 grams of Mephedrone, 58.8 grams of Psilocybin Mushrooms, 225 doses of LSD, and 30.5 grams of marijuana.  In addition to these items, officers seized $3,397.00 in cash (suspected drug proceeds).

Both men were committed to JTVCC in default of $100,000 cash bond on the following charges:
-Possession of Tier 5 Qty of  Mephedrone
-Possession of Tier 5 Qty of Psilocybin Mushrooms
-Possession of Tier 3 Qty of LSD
-Possession with intent to deliver marijuana
-Delivery of Mephedrone
-Conspiracy 2nd Degree

1,391 Bags of Heroin Seized During Traffic Stop 6-16-15

Narrative:

A Dover man and woman were arrested today for heroin possession during a traffic stop.  The stop occurred at 10:33AM in the area of Barrister Place and South Little Creek Road for a broken windshield.  A further investigation by the officer, and his K9 partner, led to the discovery of 1,391 bags of heroin, for a total weight of 20.865 grams.  Both the driver (Gary Stanley II)and passenger (Ontara Stanley) were taken into custody without incident.  Both suspects were charged with the following offenses:
-Possession of Heroin-Tier 5 Qty
-Possession with intent to deliver heroin w/ aggravating factor
-Conspiracy 2nd Degree
-Possession of drug paraphernalia

Bond and commitment information was not available at the time of release.  A booking photo for Ontara Stanley was not available at the time of this release and will be added upon processing.

Dover Police Seek Public Comment/Questions for Grant Application 6-16-15

On May 12th, the US Department of Justice, Bureau of Justice Assistance, released the approved funding allocations for the annual formula based Edward Byrne Memorial Justice Assistance Grant (JAG) Program for the FY2015 Local Solicitation. The Dover Police Department was listed as a disparate entity along with Kent County, Delaware. The total amount awarded this year is $51,549.00

As a result, the Dover Police Department will submit a joint application for the funds with Kent County. However, because the Kent County structure does not contain a law enforcement agency, the whole amount will be available for use by the Dover Police Department. The department plans to use the funds for technology upgrades which will include upgrading and replacing vehicle computer and video systems and replacement shotguns and scopes for their Specialized Operation Response Team (SORT).

The deadline for the joint application is June 26th and will be submitted through the Bureau of Justice Assistance, Office of Justice Program’s Grants Management System electronically on-line.

Narrative:

On Friday, June 12th, the Dover Police Department Drugs, Vice, and Organized Crime Unit in conjunction with the Delaware State Police Drug Unit and the DEA, concluded an investigation of a package containing heroin, being mailed to an undisclosed location in Dover.  The investigation revealed that Julio Fuentes (24), attempted to receive a package containing over 1000 grams of heroin, which was shipped from an undisclosed West Coast location.  The estimated street value of the heroin is $250,000.  Fuentes was taken into custody without incident.  Fuentes was committed to JTVCC in default of $70,000 cash bond on the following charges:
-Possession of Heroin (Tier 5 Qty)
-Possession with intent to deliver Heroin

Weekly Shoplifting Notifications 6/4/15-6/11/15

The Dover Police Department responded to 23 shoplifting calls between Noon on June 4th  and Noon on June 11th.  Of those 23 shoplifting complaints, 7 are still under investigation, four were unfounded, one store declined prosecution, and 10 arrests/warrants obtained were made in 10 cases.  A total of 9 adults and 1 juvenile were arrested during this period.
