Two Robbed At Gunpoint After Online Sales Meet 8-30-2016

Narrative:

The Dover Police Department is seeking William Loper (24), following a robbery in front of Pine Grove Apartments E Building on Monday evening.  At approximately 6:45PM, two victims met Loper in front of the building with the intent on purchasing a phone.  They connected through an online re-sale app.  Upon arrival, Loper pointed a handgun at one of the victims and demanded their belongings.  The victims gave cash, watches, and a cell phone to Loper, who then fled.  Loper is currently wanted on the following charges:
-Robbery 1st Degree
-Possession of Deadly Weapon During Commission of a Felony
-Possession of Firearm by Person Prohibited
-Terroristic Threatening (2x)


 

The Dover Police Department would like to remind people that the department allows the use of the parking lot, front entrance, and surrounding areas of the police department for online sales meets.  Buyers and sellers may also utilize the porch area of the front entrance to the police department under the overhang, but must not hinder the anyone’s ability to enter or exit the department.  Please keep in mind that the department nor any of its employees will act as a witness to a sale or be involved in any agreements or civil matters involving sales once completed.  The Dover Police Department is simply allowing a safe haven for sales to take place without interrupting police operations or access to police services.  The Dover Police Department is also sharing the following tips for those who choose not to use the designated department locations:

  • Insist on a public meeting place like a cafe, shopping center parking lot, etc.
  • Do not meet in a secluded place, or invite strangers into your home.
  • Be especially careful buying/selling high value items.
  • Consider making high-value exchanges at your local police station.
  • Tell a friend or family member where you’re going or when you’re having a buyer/seller in your home.
  • Take your cell phone along if you have one.
  • Consider having a friend accompany you.
  • Trust your instincts.

UPDATE: Fatal Shooting on Queen Street 8-19-16

UPDATE:

Quashaun Christy, 22, has been charged in connection with the fatal shooting on Queen Street that occurred on the night of August 18th.  Christy, along with other unknown suspects, illegally entered the apartment of the victim, Emmitt Brown at approximately 9:34PM on Thursday, August 18th with the intent to commit a robbery.  Once inside, multiple gunshots were exchanged between the suspects and the occupants in the home.  During this exchange, Brown was mistakenly struck by gunfire and later died from his injuries.  Quashaun Christy is currently being held in Pennsylvania after being taken into custody by the Philadelphia Police Department at the request of the Dover Police Department on August 23rd.  Once Christy is extradited to Delaware, he will face the following charges:
-Home Invasion
-Robbery 1st Degree
-Conspiracy 1st Degree
-Reckless Endangering*
-Possession of Firearm During Commission of Felony*
*Pending Separate Indictment

Narrative:

The Dover Police Department is investigating the fatal shooting of a 25-year-old man on Thursday night.  Police responded to a home in the 100 Block of S. Queen Street for a report of a subject shot.  When police arrived, Emmitt Brown, was found with a gunshot wound to his torso.  Officers immediately provided first aid until Brown was transported to Bayhealth Kent General Hospital, where he was pronounced dead from his injuries.  The investigation is ongoing at this time.  More details will be released as they become available.

Dover Police Department to Receive NAACP President’s Award 8-26-16

The Dover Police Department is pleased to announce that they are the recipient of the NAACP Central Branch President’s Award as a Champion of Change in the community.  The award will be presented at the Central Delaware Branch of the
National Association for the Advancement of Colored People (NAACP) 2016 Freedom Fund Banquet to be held on Saturday, September 10, 2016 at 6:30 p.m.

The organization will award Chief Paul M. Bernat and the Dover Police Department for its continuous efforts to build bridges of trust and partnerships between law enforcement and the African-American Community.

“I am extremely proud of the commitment and compassion the Dover Police Department has shown in protecting the people of Dover. Under Chief Paul Bernat, our police department sets a unity and public safety example for others to follow” said La Mar T. Gunn, President-Central Delaware NAACP.

Woman Arrested After Hitting Boyfriend with Vehicle 8-25-16

Narrative:

The Dover Police Department arrested a 25-year-old woman after she struck her boyfriend with a vehicle on Tuesday afternoon.  Jacqueline Kennedy, of Dover, saw her boyfriend in the parking lot of Dunkin Donuts at 470 S. DuPont Highway on Tuesday, August 23rd at 4:05PM and pulled along side of him as he was walking.  The two began to argue when the boyfriend told Kennedy to leave.  Kennedy drove away, but turned around and drove toward the victim, striking him with the front driver side of the vehicle.  The victim (31), was being treated for internal injuries and wounds from the incident at Bayhealth Kent General Hospital and was in stable condition.

Kennedy was released on $22,050 unsecured bond on the following charges:

-Leaving the Scene of a Collision Resulting in Injury
-Driving While Suspended

Home Shot in Village of Westover 8-23-16

Narrative:

The Dover Police Department is investigating a shooting of a residence in the Village of Westover development that occurred on Sunday night.  At approximately 11:45PM, officers responded to the 300 Block of Charring Cross Drive for a shots fired call.  When they arrived, they observed that a residence in that area was struck by a shotgun round.  The home was occupied at the time, but no injuries resulted from the shooting.

Traffic Stop Leads to Heroin Arrest 8-19-16

Narrative:

The Dover Police Department arrested two men following a traffic stop when it was discovered they were in possession of 47 bags of heroin.  Juwan Guy (19) and Marvin Farlow (21) were stopped for an equipment violation in the 1300 Block of Forrest Avenue on Thursday.  Officers could smell marijuana in the vehicle during the stop and utilized K9 Britt to conduct a sniff search of the vehicle.  K9 Britt alerted on the vehicle and officers discovered 47 bags of heroin inside.  Both Juwan Guy and Marvin Farlow were released on $10,000 unsecured bond on the following charges:
-Possession with Intent to Deliver Heroin
-Conspiracy 2nd Degree
-Possession of Drug Paraphernalia
