A Dover Police Officer was hospitalized following an accident early Friday morning. The motorcycle officer was assisting in the escort of a large procession that was traveling to Wilmington from Dover for the funeral of Cpl. Stephen Ballard of the Delaware State Police. At approximately 5:00AM, the procession merged onto Delaware Route 1 near exit 104. As the Cpl. Jason Pfeiffer attempted to pass the procession on the left in order to get to the front, another officer operating a Dodge Charger police cruiser, swerved into the same lane. Cpl. Pfeiffer struck the rear of the vehicle, ejecting him from the motorcycle. Cpl. Pfeiffer, who is an 11-year veteran of the Dover Police Department, was hospitalized with a broken leg, facial laceration, and other non-life threatening injuries. The accident remains under investigation by the Dover Police Department’s Accident Reconstruction Unit.

This comes on the cusp of the retirement of former Police Chief Paul Bernat who announced his retirement on December 20, 2016. After the announced retirement of Chief Bernat, Mayor Robin R. Christiansen was adamant on following the process that the Dover City Council put in place. A committee was formed and started meeting, accepted 34 applications from across the country, six individuals were interviewed and by majority vote of the committee Mailey prevailed. We followed through on the hiring process exactly as laid out. “I am pleased that we have come to the end of the process that we followed in good faith and were able to agree that Deputy Chief Marvin Mailey will make an outstanding chief and continue to lead Dover in the right direction. I look forward to swearing him in as Dover’s 14th Police Chief.” stated Mayor Robin R. Christiansen.
Deputy Chief Marvin Mailey hails from New York and came to Delaware in 1989 where he began working as a correctional officer.Mailey has been with Dover Police Department for almost 24 years and stated, “I am honored that Mayor Robin R. Christiansen, the Dover City Council and the hiring committee have faith in me. I know we have a lot of work to do, but I am ready to take on this challenge.”

Narrative:
The Dover Police Department is investigating a shooting that occurred on Tuesday night at approximately 10:02PM. The incident occurred when a 41-year-old female was traveling southbound on S. New Street in her vehicle. While driving, the victim heard multiple gunshots and her driver side window shattered as a result of being struck by a bullet. The victim did not see who committed the act. Officers responded quickly and searched the area extensively, but were unsuccessful in locating the suspect. The victim did not suffer any injuries.

The Dover Police Department has arrested one suspect and is seeking a second in a string of residential burglaries that occurred between April 5th and April 11th. Detectives developed the two men, who are brothers, as suspects when pawn shop inquiries revealed that they had sold several items belonging to victims to local pawn shops for cash.
Kevin Kosky (34, Dover) was charged with five counts of Second Degree Burglary, five counts of Theft, and three counts of Criminal Mischief. Kosky was committed to JTVCC in default of $35,000 Cash Bond.
Andre Kosky (31, Clayton) is currently wanted by the Dover Police Department for five counts of Second Degree Burglary, five counts of Theft, five counts of Conspiracy Second Degree, and three counts of Criminal Mischief.

The incidents occurred at a home in the 100 Block of Linden Court and a home in the 100 Block of Teak Court between 8:00AM and 6:35PM. In both incidents, the suspect(s) gained entry to the homes by forcing open rear doors to the vacant homes. The suspect stole jewelry, video games, and a laptop computer from the home on Teak Court and jewelry from the Linden Court home before fleeing.
