Woman Shot in Arm at Reed Street and New Street on Tuesday Evening 8-22-2018

Narrative: 

The Dover Police Department is investigating a shooting that occurred on Tuesday evening.  At approximately 9:38PM, a 45-year-old female was with a group of people in the area of Reed and New Streets when an unknown person began firing a gun in the area.  As the subjects fled, the female was struck in the left arm.  The victim was transported to Bayhealth Kent General Hospital by an unknown person, where she was being treated for a non-life threatening injury.  An unoccupied vehicle that was parked in the area was also struck by a single shot.

The investigation is ongoing and anyone with information is asked to contact the Dover Police Department at (302)736-7130. Callers may remain anonymous. Frederica Man Arrested on Numerous Drug Charges at Dover Hotel 8-22-2018

Narrative: 

The Dover Police Department and Delaware Probation and Parole arrested 45-year-old Willie Hale on numerous drug charges on Tuesday afternoon.  Officers contacted Hale at a room in the Red Roof Inn at 4:55PM on Tuesday, August 21st.  During the search of that room, officers located the following items:
-222 grams of MDMA
-56.7 grams of Crack Cocaine
-Morphine Pills
-Oxycodone Pills
-Drug Paraphernalia
-3.4 grams of Marijuana
-$9,405 in Drug Proceeds

As a result, Hale was committed to JTVCC in default of $80,200 bond on the following offenses:
-Possession with Intent to Deliver MDMA
-Possession with Intent to Deliver Crack-Cocaine
-Possession of MDMA (Tier 5)
-Possession of Crack-Coaine (Tier 5)
-Possession of a Controlled Substance (2x)
-Drug Paraphernalia
-Possession of Marijuana

Dover Man Charged with Hate Crime After Assault at Delaware Pride Day 8-21-2018

Narrative: 

The Dover Police Department has charged a Dover man with a Hate Crime offense and several other charges stemming from an incident at the Delaware Pride Festival on August 11th, 2018.

At approximately 3:30 on August 11th, officers responded to the Delaware Pride Festival being held on Legislative Mall, for what had been called in as a fight.  Upon arrival, officers were flagged down by several people.  Responding officers contacted a 62-year-old male victim who was bleeding from the mouth.  It was quickly learned that Sean Wiley (31) was the suspect.  When officers asked Wiley about the incident, Wiley was shouting homosexual slurs at the victim and others at the festival and openly stated that he punched the victim in the face.  Wiley was showing obvious signs of alcohol intoxication at the time.

During the officers investigation, it was also learned that Wiley had grabbed private body parts of a 46-year-old female victim and a 31-year-old male victim who were also attending the festival.

While officers were attempting to get an identification from Wiley, Wiley swung at a Dover Police officer.  Wiley was taken to the ground where he continued to resist.  Officers placed Wiley in a patrol vehicle and transported him back to the Dover Police Department.

Wiley was initially charged with Offensive Touching (3 counts), Assault 3rd Degree, Menacing, Disorderly Conduct, Public Intoxication, Trespass 3rd Degree, and Resisting Arrest (felony).  Wiley received a $3,900 secured bond on those charges.

As the post-incident investigation progressed, a warrant was obtained for the charge of Hate Crime for Wiley. On August 16th, 2018, Wiley turned himself in to the Dover Police Department and was processed and arraigned on the Hate Crime charge.

Wiley did receive a $500 secured bond on the Hate Crime charge and was committed to JTVCC, but has since been released on bond.

Traffic Offense Leads to Drug Charges for Townsend Man 8-21-2018

Narrative: 

The Dover Police Department arrested Nathan Probst (19) on drug charges following a traffic stop on Monday evening.  Officers observed Probst operating a silver BMW with expired tags.  When they stopped Probst for the violation, the odor of marijuana was coming from the vehicle.  A search of the vehicle led to the discovery of 10 grams of marijuana, 20 hydroxyzine pills, 12 cyclobenzadrine pills, 15 alprzolam pills, 4.5 morphine pills, and 6 amphetamine pills.  Probst was arrested without incident and released on $8,900 unsecured bond on the following charges:
-Possession with Intent to Deliver (5x)
-Possession of Marijuana
-Traffic Offense

Two Arrested on Drugs and Weapons Offenses Following Search Warrant 8-21-2018

Narrative: 

The Dover Police Department conducted a search warrant at a residence in the Unit Block of Saulsbury Road on Monday morning.  As a result of the search, Eric McDonald (20) was arrested without incident on weapons and drug charges.  During the search, officers discovered a 12 gauge shotgun with an obliterated serial number, .45 caliber revolver, 1.2 grams of marijuana, and paraphernalia (small baggies/digital scale).  A second resident of the home, Patrice Anderson (28), later turned herself in to the Dover Police Department and was charged with a single count of Possession of Drug Paraphernalia.

Eric McDonald was committed to JTVCC in default of $14,000 secured bond on the following charges:
-Possession of a Firearm with Obliterated Serial Number
-Possession of a Firearm by Person Prohibited
-Possession of Marijuana
-Drug Paraphernalia

Public Comments Welcomed for Edward Byrne Memorial Justice Assistance Grant 8-21-2018

On July 20th, the US Department of Justice, Bureau of Justice Assistance, released the approved funding allocations for the annual formula based Edward Byrne Memorial Justice Assistance Grant (JAG) Program for the FY2018 Local Solicitation.  The Dover Police Department was listed as a disparate entity along with the Smyrna Police Department and Kent County, Delaware.  The total amount awarded this year is $61,504.00

As a result, the Dover Police Department will submit a joint application for the funds with the Smyrna Police Department and Kent County.  However, because the Kent County structure does not contain a law enforcement agency, the whole amount will be available for use by the Dover and Smyrna Police Departments.

Traffic Stop Results in Drug Arrest 8-20-18

Narrative: 

The Dover Police Department seized $2,910 in drug proceeds, 398.7 grams of marijuana, and drug paraphernalia on a traffic stop on Friday evening.  At approximately 6:18PM, a patrol officer stopped Shawn Valentine (24) in the area of Bay Road and Transportation Circle for a traffic violation.  When the officer contacted Valentine, a strong odor of marijuana was coming from the vehicle.  A search of the vehicle resulted in the discovery of the above mentioned items.  

Valentine was taken into custody without incident and released on $4,000 unsecured bond on the following charges:
-Possession with Intent to Deliver Marijuana
-Possession of Controlled Substance (Tier 1)
-Drug Paraphernalia
-Various Traffic Violations
