Dover Police Barricade Incident at Cedar Chase Apartments 9-29-2018

Narrative: 

The Dover Police Department responded to Building B in Cedar Chase Apartments at approximately 11:02AM on Saturday, September 29th for a domestic related incident.  Officers contacted a female victim who advised that her boyfriend had held a knife to her and made threats to kill her.  The victim was able to flee the apartment and notify police.  When officers attempted to contact the boyfriend, Kaaba Chambers (41) inside the apartment, it was learned that the main door was heavily barricaded.  The Dover Police Special Operations Team and Crisis Negotiation Team were called to the scene.  For approximately 3 hours, officers attempted to contact Chambers utilizing several methods including a loud speaker, a tactical phone that was deployed inside the apartment, through social media, and through family members.  The Delaware State Police also assisted by deploying robots into the home to assist Dover officers in seeing the home via remote camera. Most of the home was able to be checked using that device with the exception of a bathroom. At approximately 2:53PM, officers began making entry into the apartment.  After complications caused by the barricaded entryways, officers made entry and discovered Chambers deceased in a bathroom.  Chambers death was the result of an apparent suicide, however the official cause of death will be determined by the State of Delaware Office of the Medical Examiner.

Man Assaulted and Robbed in WAWA Parking Lot 9-28-2018

Narrative: 

The Dover Police Department is investigating a robbery that left a 56-year-old man with injuries.  The incident occurred at approximately 3:00PM when the male victim was approached by three juveniles.  Two of the juveniles suspects struck the victim in the face/head as the 3rd watched.  The actions of the suspects caused the victim to briefly lose consciousness.  The suspects stole the victim’s backpack which contained miscellaneous items.  The suspects were then observed fleeing on foot toward the area of Capital Green.  The suspects were all described as black males between the ages of 15-18.  One suspect was wearing tan pants with a gray sweatshirt, the second suspect was wearing black shorts and a black t-shirt, and the third suspect was wearing black/blue faded jeans with a black sweatshirt.  The 2nd suspect also had black hair with blonde tips/highlights.

The victim was treated and released for multiple injuries to his head and face at  Kent General Hospital.

Dover Police Exercise at Bayhealth Kent General Hospital 9-28-2018

The Dover Police Department will be participating in an emergency response exercise at Bayhealth Kent General Hospital on October 3rd, 2018 from 6:00AM-10:00AM.  These exercises are designed to test the capabilities of the Dover Police Department, Bayhealth, and several other participating agencies in the event of a true emergency.  The exercise also allows participants to become more educated about the resources that each individual agency and participant can provide in a true emergency and discuss ways to improve responses to such incidents.  

This incident is not expected to disrupt area traffic.  There will be a large gathering of emergency vehicles, equipment, and personnel on site but the public should not be alarmed as this is only a training exercise.

Welfare Check Leads to Gun Arrest 9-25-2018

Narrative: 

The Dover Police Department arrested 20-year-old Mykel Martin on gun and marijuana charges on Tuesday morning.  Officers responded to a welfare check at 12:27AM in the unit block of Greenway Lane for a man sleeping/passed out in his vehicle.  Officers contacted Martin and smelled a strong odor of marijuana.  A search of the vehicle led to the discovery of 2 grams of marijuana, a loaded handgun, and a box of ammunition.  

Martin was arrested without incident and charged with the following offenses:
-Possession of Marijuana
-Possession of Firearm by Person Prohibited
-Carry Concealed Deadly Weapon

Martin was released on $7,500 unsecured bond.

Attempted Burglary at Check-N-Go 9-24-2018

Narrative: 

The Dover Police Department is investigating an attempted burglary of Check-N-Go on Monday morning.  At approximately 1:44AM, officers responded to the business in reference to an attempted burglary.  Officers learned that two suspects described as two tall and thin males who were wearing all black broke the front door and crawled inside.  Once inside the business, the suspects attempted to open a safe but were unsuccessful before fleeing in the direction of White Oak Condos.

Rape Suspect, Isaac Pierce, Arrested 9-22-2018

UPDATE:
Isaac Pierce was arrested in Thursday, September 20th, 2018 by the United States Marshals Capital Area Regional Fugitive Task Force and the First State Fugitive Task Force.  Pierce was found living out of his vehicle on a farm in Princess Anne County, Maryland.  Pierce remains in custody of Maryland officials until he conclusion of his pending extradition hearing.

Narrative: 

The Dover Police Department is seeking a suspect in the rape of a female victim that occurred on Sunday morning.  Isaac Pierce (33), is wanted by the Dover Police Department for the incident.  Pierce was with the victim when they stopped in the area of the basketball courts at Delaware Technical and Community College (Terry Campus).  At that time, Pierce physically assaulted the woman and eventually forced her to drive to a parking lot in the 600 Block of Ridgely Street.  While there, the suspect forced the victim to engage in sexual acts, strangled, and threatened the victim.

The Dover Police Department is not disclosing the condition or location of medical treatment of the victim.

Pierce and the victim are known to each other, but their relationship is not being disclosed in order to protect the identity of the victim.

Isaac Pierce is known to reside in the Dover area, but may also be in the State of Maryland at this time.  Pierce is wanted on the following charges:
-Rape 1st (2 counts)
-Kidnap 2nd
-Strangulation
-Assault 2nd
-Terroristic Threatening

Two Arrested on Drug Charges Following Investigation 9-22-2018

Narrative: 

The Dover Police Department arrested Ernest Washington (42) and Teresa Bowers (31) on several drug charges on Friday, September 21st.  Officers conducted search warrants at a residence in the 400 Block of East Water Street and at Saint Jones Mini-Storage at 666 S. DuPont Highway in Dover as the result of a drug investigation.  Prior to executing the search warrants, Washington, a target in the investigation, was stopped in a vehicle in the area of Minima Street and West North Street.  During that stop, Washington was found to have 4.8 grams of crack cocaine and 503. grams of marijuana in his possession.  During the following search warrants, officers located a total of 405.2 grams of cocaine, 331.7 grams of marijuana, $2,211 in drug proceeds, and seized a 2011 Kia Forte that Washington was operating.  Teresa Bowers was taken into custody at the residence without incident.
