Narrative: 

The Dover Police Department is investigating the burglary of a Domino’s Pizza Restaurant that occurred early Friday morning.  At approximately 3:00AM, suspects pried open the rear door of the business.  Once inside, the suspects attempted to gain access to a safe, but were unsuccessful.  After failing to locate cash, the suspects fled in an unknown direction.

Two Arrested on Drug Charges During Search Warrant 9-19-2018

Narrative:  

The Dover Police Department arrested two people on several drug related charges following a search warrant on Tuesday morning.  Officers conducted the search warrant at a home in the 800 Block of West North Street in Dover.  During the search, officers located crack cocaine and heroin inside of the home where six children ranging from newborn to 7-years-old were staying.  Dwahn Hooks (27) and Keyana Lewis (27) were both arrested without incident.  All six children were placed with another family member.

Hooks was committed to SCI in default of $7,500 secured bond on the following offenses:
-Possession with Intent to Deliver Crack Cocaine
-Conspiracy 2nd Degree
-Endangering Welfare of a Child (6x)
-Possession of Heroin
-Drug Paraphernalia

Lewis was released on $7,500 unsecured bond on the following charges:
-Maintaining a Drug Property
-Conspiracy 2nd Degree

Three Arrested on Drug and Weapons Charges by Dover Police and Delaware Probation and Parole 9-18-2018

Narrative:  

The Dover Police Department and Delaware Probation and Parole arrested three subjects on various drug and gun charges on Monday afternoon.  Dover officers, assisting Delaware Probation and Parole officers, contacted Thomas Bolden (19) in the downtown area for a Violation of Probation.  Officers then conducted an administrative search of a room at the Dover Inn where Bolden was staying.  Upon entry, officers located Derrick Wilcox (25) inside the room.  A search of the room led to the discovery of a 9mm handgun, 45 caliber handgun, 103.9 grams of marijuana and a magazine loaded with .223 ammunition.  During the search, Bobby Pitts (24), arrived at the hotel and was taken into custody.

Thomas Bolden was committed to SCI in default of bond on the following charges:
-Violation of Probation
-Possession of Firearm During Commission of Felony (2x)
-Possession of Firearm/Ammunition by Person Prohibited (4x)
-Possession with Intent to Deliver Marijuana
-Drug Paraphernalia

Derrick Wilcox was released after being charged with Possession of Marijuana.

Bobby Pitts was released on $42,500 unsecured bond on the following charges:
-Possession of FIrearm by Person Prohibited
-Possession of Firearm During Commission of Felony
-Conspiracy 2nd Degree
-Possession with Intent to Deliver Marijuana

Dover Woman Arrested After Attempting to Strike Another Woman with Vehicle 9-18-2018

Location:   Greenway Square, Dover, DE (Country Club Apartments)

Narrative: 

The Dover Police Department arrested 45-year-old Keyon Smith after she attempted to strike another woman with her vehicle multiple times in the parking lot of Country Club Apartments.  Officers responded to the area at approximately 1:32PM and contacted a 41-year-old female victim who advised that Smith attempted to back into her with her vehicle, missing and striking a curb.  The victim then stated that Smith continued to attempt to strike her with the car multiple times.  An independent witness corroborated the incident, stating that Smith then fled in an unknown direction.  

Smith later turned herself in at the Dover Police Department and was charged with Aggravated Menacing and Possession of a Deadly Weapon During Commission of Felony (vehicle).  Smith was released on $12,500 unsecured bond.

Bicyclist Dies As a Result of Friday Morning Collision on US Route 13 9-17-2018

Location:   US Route 13 Southbound, north of College Road, Dover, DE

Narrative: 

The Dover Police Department is investigating a fatal collision that occurred on Friday, September 14th.  At approximately 9:26AM, Emmanuel Collazo (41) was operating a bicycle in the southbound bike lane of US Route 13, just north of College Road in a southbound direction.  At that time a 2003 VW Jetta was crossing into the right turn lane from the right travel lane and struck the rear of the victim’s bicycle.  The force of the collision caused Collazo to be ejected from the bicycle and onto the hood of the vehicle, causing major injuries.  Collazo was admitted to Bayhealth Kent General Hospital for treatment and succumbed to his injuries on Sunday, September 16th.

Alcohol is not considered a factor in this incident.  Potential charges are pending further investigation of the incident.

 

Fugitive Arrested After Brief Vehicle Chase 9-17-2018

Narrative: 

The Dover Police Department arrested Shakur Peck (21) following a brief vehicle pursuit on Saturday afternoon.  Officers on patrol observed Peck operating a white Lexus in the area of New Street and Cecil Street at approximately 2:31PM on Saturday, September 15th.  Officers ran a computer check and determined that Peck was wanted for Possession of a Firearm by Person Prohibited, Theft of a Firearm, Theft Under $1,500, Failure to Re-Register as a Sex Offender, and multiple capias’.  Officers attempted to stop the vehicle, but Peck fled.  After a short pursuit, Peck stopped and was taken into custody without incident.  Three other occupants were briefly detained but not charged in the incident.

Peck was charged with the following offenses in addition to his outstanding warrants:
-Disregard Police Officer Signal
-Resisting Arrest
-Driving While Suspended (DE License)
-Reckless Driving
-Multiple Traffic Violations

Peck was committed to Sussex Correctional Institution (SCI).

Man Wanted In Rape of Woman in Dover 9-16-2018

Narrative: 

The Dover Police Department is seeking a suspect in the rape of a female victim that occurred on Sunday morning.  Isaac Pierce (33), is wanted by the Dover Police Department for the incident.  Pierce was with the victim when they stopped in the area of the basketball courts at Delaware Technical and Community College (Terry Campus).  At that time, Pierce physically assaulted the woman and eventually forced her to drive to a parking lot in the 600 Block of Ridgely Street.  While there, the suspect forced the victim to engage in sexual acts, strangled, and threatened the victim.

The Dover Police Department is not disclosing the condition or location of medical treatment of the victim.

Pierce and the victim are known to each other, but their relationship is not being disclosed in order to protect the identity of the victim.

Isaac Pierce is known to reside in the Dover area, but may also be in the State of Maryland at this time.  Pierce is wanted on the following charges:
-Rape 1st (2 counts)
-Kidnap 2nd
-Strangulation
-Assault 2nd
-Terroristic Threatening
