Narrative:
The Dover Police Department and Delaware Probation and Parole arrested 58-year-old Shirley McNeal on drug charges following a drug dealing investigation. On Tuesday, October 30th at 10:56AM, officers conducted a search of McNeal’s home and discovered 75.8 grams of marijuana and 2 grams of cocaine. McNeal was charged with the following offenses and committed to Baylor Women’s Correctional Center on a Violation of Probation:
-Possession with Intent to Deliver Marijuana
-Possession of Cocaine
-Drug Paraphernalia

Narrative:
The Dover Police Department and Delaware Probation and Parole arrested 19-year-old Anthony Clark on drug charges during a home visit on Monday morning. Officers assisted Delaware Probation and Parole during a home visit in the 400 Block of East Water Street. During the visit, officers smelled marijuana in the home. Delaware Probation and Parole officers conducted an administrative search and located approximately 1 gram of MDMA, 162.7 grams of marijuana, and $915 in drug proceeds. Clark was taken into custody without incident.
Clark was committed to SCI in default of $3,500 cash bond and a Violation of Probation on the following charges:
-Possession with Intent to Deliver Marijuana
-Possession of Marijuana
-Possession of MDMA
-Possession of Drug Paraphernalia
-Endangering the Welfare of a Child

Narrative:
The Dover Police Department and Delaware Probation and Parole arrested Zachariah Gilbert (25) on drug and weapons charges, as well as being a wanted probationer. Officers took Gilbert into custody after locating him on the front porch of a home in the Unit Block of S. Queen Street. Gilbert was found in possession of crack cocaine and marijuana that was packaged for sale. A further investigation led to the discovery of two handguns inside of the home.
Gilbert was committed to SCI on $25,250 cash bond on the following offenses:

-Possession of Marijuana
-Possession of Cocaine
-Drug Paraphernalia
-Possession of Firearm/Ammo by Person Prohibited (4x)

Narrative:
The Dover Police Department is investigating a residential burglary that occurred on Thursday, October 25th in the 300 Block of Oakmont Drive. Between 8:00AM-4:08PM, an unknown suspect(s) forced entry into the home by prying open a front door. Once inside, a jewelry box was stolen and the suspect fled in an unknown direction.

Narrative:
The Dover Police Department arrested two people on drug and weapons offenses following a traffic stop early Monday morning. Patrol officers observed Arthur Darden Jr. (24) run a red light at West Division Street and South New Street. Darden had two passengers in the vehicle at the time. Officers conducted a traffic stop. The officers removed three men from the vehicle due to observing 14.1 grams of marijuana in the car in plain sight. The front seat passenger (later identified as Phillip Waters (47)), fled on foot as officers had the men exit. Waters was apprehended by nearby officers and found with a loaded handgun and 2 grams of crack cocaine packaged for sale. Darden was found to have a loaded handgun and a large hunting knife under the driver seat of the vehicle. A further search of the vehicle led tot he discovery of a 12 gauge shotgun and a.45 ACP carbine pistol/rifle combo in the trunk of the car. Officers also located several masks, knives, and a machete inside of the car. The rear passenger was not charged in the incident.

Narrative:
The Dover Police Department is investigating a robbery that occurred on Wednesday night in the Unit Block of Stevenson Drive, in the Manchester Square neighborhood. At approximately 9:50PM, an 18-yr-old male victim was unloading a vehicle when he was approached by two black male suspects and demanded property. The victim initially refused and a suspect displayed a handgun and demanded property. The suspects then demanded a ride and entered the back of the victim’s vehicle. The victim was told to travel east of White Oak Road near Acorn Lane. The suspect’s then stole the victim’s phone, a back pack, and cash before fleeing.
The suspects were described as being black males, both wearing dark clothing, and one with a t-shirt wrapped around his face.

Narrative:
The Dover Police Department and Delaware Probation and Parole arrested two people following a drug investigation on Tuesday afternoon. At approximately 1:34PM, officers observed Damir Hughes-Warren and Louella Cooper leaving a home in the 400 Block of East Water Street in a vehicle as they were preparing to execute a search warrant at the home. Officers conducted a vehicle stop and took both occupants into custody. Cooper resisted with officers and became disorderly during the incident. Following the stop, officers proceeded with the search warrant and located a stolen handgun, approximately 111.3 grams of marijuana, and drug paraphernalia.
Damir Hughes-Warren was committed to SCI in default of $71,500 cash bond on the following charges:
