Two Men Arrested on Weapons Charges After Running a Red Light 10-29-2018

Narrative: 

The Dover Police Department arrested two people on drug and weapons offenses following a traffic stop early Monday morning.  Patrol officers observed Arthur Darden Jr. (24) run a red light at West Division Street and South New Street.  Darden had two passengers in the vehicle at the time. Officers conducted a traffic stop.  The officers removed three men from the vehicle due to observing 14.1 grams of marijuana in the car in plain sight. The front seat passenger (later identified as Phillip Waters (47)), fled on foot as officers had the men exit.  Waters was apprehended by nearby officers and found with a loaded handgun and 2 grams of crack cocaine packaged for sale.  Darden was found to have a loaded handgun and a large hunting knife under the driver seat of the vehicle.  A further search of the vehicle led tot he discovery of a 12 gauge shotgun and a.45 ACP carbine pistol/rifle combo in the trunk of the car.  Officers also located several masks, knives, and a machete inside of the car.  The rear passenger was not charged in the incident.

-Possession of Marijuana
-Carry Concealed Deadly Weapon
-Possession of Firearm by Person Prohibited (3x)
-Gang Affiliation
-Failure to Stop at Red Light

Phillip Waters (Dover, DE), is being charged with the following offenses (bond not available):
-Possession with Intent to Deliver Crack Cocaine
-Carry Concealed Deadly Weapon
-Resisting Arrest
-Possession of Firearm During Commission of Felony
-Possession of Firearm by Person Prohibited
-Gang Affiliation
