Man Wanted After Search Yields 1,300 Bags of Heroin 1-28-2020

Narrative: 

The Dover Police Department and Delaware Probation and Parole conducted a home visit at an apartment in the 100 Block of Haman Drive on Thursday, January 23rd.  At the time, officers located approximately 1,300 bags of heroin, .7 grams of marijuana, and $2,500 in cash (drug proceeds) belonging to Michael Benson (45), who was not at the residence at the time.  Donita Miller (47), who was present at the home, was issued a civil violation for Possession of Marijuana.

Michael Benson remains wanted on the following charges:
-Possession with Intent to Deliver Heroin
-Possession of Heroin
-Endangering the Welfare of a Child
-Drug Paraphernalia
-Violation of Probation

Seven Arrested In Dover Police Led Operation on Collins Drive 1-28-2020

Location:  400 Block of Collins Drive, Dover, DE

Narrative: 

The Dover Police Department conducted a multi-agency operation into illegal activity at a residence in the 400 Block of Collins Drive on Monday that resulted in seven arrests.  Assisting agencies included Delaware Department of Correction Probation and Parole, U.S. Marshals First State Fugitive Task Force, Delaware State Police, and the ATF Task Force.  

Anthony Hart (27) was contacted on a traffic stop leaving a residence in the 400 Block of Collins Drive.  During that stop, it was discovered that Hart was in possession of a .45 caliber handgun that was reported stolen out of New Jersey and 1.8 grams of marijuana.  

Hart was charged with the following offenses:
-Possession of a Firearm During Commission of Felony
-Possession of Firearm by Person Prohibited
-Possession of Ammunition by Person Prohibited
-Possession of Firearm with a Controlled Substance
-Carrying a Concealed Deadly Weapon
-Possession of Marijuana

Amber Plum (35) and Joseph Chapek (33) were contacted on a traffic stop leaving Collins Drive as well.  During the stop, they were found to be in possession of 16 bags of heroin, .2 grams of crack cocaine, and 30 doses of Oxycodone pills.  

Plum was charged with the following offenses:
-Possession with Intent to Deliver Oxycodone
-Possession of Heroin
-Conspiracy 3rd Degree
-Drug Paraphernalia
-Traffic Violations

Chapek was charged with the following offenses:
-Resisting Arrest
-Possession of Crack Cocaine
-Possession of Heroin
-Conspiracy 3rd Degree
-Drug Paraphernalia
-Violation of Probation

David Johnson (46) was contacted on a traffic stop, also leaving the same residence on Collins Drive.  Johnson was found to be in possession of .7 grams of crack cocaine.  Johnson was also wanted for a Violation of Probation.  Johnson was committed to SCI on the Violation of Probation.

In addition to the Violation of Probation, Johnson was also charged with:
-Possession of Crack Cocaine
-Drug Paraphernalia

Jermaine Brown Jr. (19) and Arshawan Brown (19) were then contacted on another traffic stop, leaving the same residence on Collins Drive.  Both suspects were wanted in connection with a December 4th, 2019 shooting in Capital Green.  Both suspects were wanted on the following charges stemming from that incident:
-Robbery 1st Degree
-Assault 1st Degree
-Possession of Firearm During Commission of Felony
-Conspiracy 2nd Degree
-Criminal Mischief

During the arrest, Jermaine Brown was found to be in possession of a 9mm handgun in his waistband.  As a result, Brown was also charged with the following offenses:
-Possession of Firearm/Ammo by Person Prohibited (2x)
-Carrying a Concealed Deadly Weapon

Following the four traffic stops of persons leaving the home on Collins Drive, officers executed a search warrant at the residence.  During that search warrant, Dashiane Johnson (21) was taken into custody.  Officers also located 91.4 grams of marijuana packaged for sale inside of the home.  Johnson was charged with the following offenses:
-Possession with Intent to Deliver Marijuana
-Drug Paraphernalia
-Local Fugitive

Dover Police Department Accepting Applications for Police Officers 1-27-2020

2020 Dover Police Community Survey Now Online

The Dover Police Department is seeking feedback from the community it serves by offering citizens the opportunity to complete an online survey.  The survey allows citizens who respond to remain anonymous, while providing honest feedback about the Dover Police Department.  The Dover Police Department has conducted these surveys before, with this being the third time it is being offered online.  The 2020 survey can be found at the following link:

Dover Police Investigating Homicide at Country Club Apartments 1-24-2020

Narrative: 

The Dover Police Department’s Criminal Investigations Unit is investigating the shooting death of a 19-year-old male from the Dover area that occurred early Friday morning.  At approximately 2:55AM, officers responded to Country Club Apartments off of Forrest Avenue for a report of shots fired.  Officers were advised that there was a person lying in an area near Q Building of the apartment complex.  Officers located Jamil Green, who had been shot multiple times.  Green was unconscious at the time he was located and pronounced deceased on scene by medical personnel who responded to provide aid.

Three Arrested on Drug and Firearms Charges on Revolutionary Boulevard 1-22-2020

Narrative: 

The Dover Police Department arrested three suspects on drug and firearms charges on Tuesday afternoon.  At approximately 3:09PM, officers were conducting an investigation into a home in the 100 Block of Revolutionary Boulevard regarding illegal drug sales.  During surveillance, Shawn Wright (32)  leave the residence.  Officers conducted a vehicle stop on Wright, after he discarded 29.2 grams of marijuana from the vehicle.  Wright was then taken into custody without incident.  It was also determined that Wright was in possession of 5 grams of crack cocaine.

During the vehicle stop, officers observing the home also observed Aaron Wilson (25) exit the residence and place several bags inside of a vehicle parked in front of the home.  Officers then took Wilson and Candice Williams (21) into custody without incident and obtained a search warrant for the home and the vehicle.  A search of the residence led to the discovery of 20 grams of marijuana, digital scales, packaging material, and $1,343 in cash (drug proceeds).   Officers also searched the vehicle and located 419.3 grams of marijuana and a handgun.  In all, 468.5 grams (1.032 pounds) of marijuana was seized.

Shawn Wright was committed to SCI on a $45,500 secured bond on the following charges:
-Possession of Firearm During Commission of Felony
-Possession with Intent to Deliver Marijuana (2x)
-Possession of Marijuana
-Possession with Intent to Deliver Crack Cocaine

Shots Fired at Home on Alonzo Drive 1-22-2020

Narrative: 

Dover Police are investigating a shooting that occurred on Wednesday morning at 12:11AM.  The incident occurred in the 100 Block of Alonzo Drive when a suspect knocked on the door to the residence and proceeded to fire a handgun multiple times at the residence.  The suspect then fled in a dark-colored 4-door sedan.  No injuries resulted from this incident, but the home was damaged.
