Suspect Arrested in Delaware Law Enforcement Memorial Vandalism

UPDATE:
The Dover Police Department has charged Kyle Bullock (42) for damaging the Delaware Law Enforcement Memorial.  When Dover Police officers arrived on scene, one of the items they located was a cell phone.  Officers were able to determine the phone belonged to Bullock.  While on scene, Bullock came back and asked the officers if they had seen a cell phone, claiming that he lost it in the area while participating in prior protest activity.  Bullock quickly left the scene at that time and officers obtained warrants for his arrest.  Officers were later able to obtain video evidence of the incident.

The Delaware State Police arrested Bullock at his residence on Friday evening without incident.

Prior to this incident, Bullock had been observed in the area of protest activity in Dover and at the Dover Police Department becoming disorderly towards law enforcement officials and civilian employees he encountered.  While he was often seen in the area of protest activity, Bullock was not a part of the group of organized persons that have conducted protest activity in the Dover area since May 31st, 2020.  Several members of the protest group advised law enforcement throughout their demonstrations that Bullock was not with their group and asked law enforcement to be aware of him as well.

Bullock was committed to SCI on a $5,100 cash bond on a single count of Felony level Criminal Mischief Over $5,000.

Date/Time:  Wednesday, June 10th, 2020 at 9:45PM

Location:  Kennedy Road and Bradley Road, Dover, DE

Officer Releasing Information:   M/Cpl. Mark Hoffman, Public Information Officer

Narrative:

The Dover Police Department responded to an incident on Wednesday evening that involved multiple stabbings in the area of Bradley Road and Kennedy Road.  Officers initially responded to a home in the 200 block of Bradley Road and located a 66-year-old male victim with knife wounds.  While tending to the victim, officers were contacted by a subject who advised there were multiple victims at a home in the 1200 Block of Kennedy Road.  Those victims included a 73-year-old female, an 11-year-old male, and a 37-year-old female.

The subject who injured the victims was found deceased inside the home in the 1200 Block of Kennedy Road.

The investigation has revealed the following details at this time:  A 29-year-old male subject had been suffering from increasingly severe symptoms of mental illness, including auditory delusions.  He was inside his residence in the 200 Block of Bradley Road when he began to experience a severe episode.  During this incident, the subject’s family attempted to contain him in the home, but were unsuccessful as the subject was extremely combative.

The male subject then fled his residence and entered another home in the 200 Block of Bradley Road, where he took a large kitchen knife and fled.  The male subject then knocked on the door of another home in the 200 Block of Bradley Road.  When the occupant (66-year-old male) answered the door, the subject stabbed and cut her.

The subject then fled that residence and ran inside of a residence in the 1200 Block of Kennedy Road.  Once inside, he attacked a 73-year-old woman who was sitting in a chair, stabbing her twice in the head.  The subject then attacked other members in the home, including the 11-year-old male and 37-year-old female.  Two family members also suffered bite wounds from the subject during the struggle.

The subject was found deceased inside of the home in the 1200 Block of Kennedy Road as a result of injuries that occurred during the incident.  The exact cause of death has yet to be determined and is pending autopsy results by the Medical Examiner.

The victims of the incident were treated at a nearby hospital with none of the injuries believed to be life-threatening.

Due to the nature of the incident, names of those involved are not being released.
