Incident Number: 50-20-16215
Date/Time: Monday, June 29th, 2020 at 12:27PM
Location: Cedar Chase Apartments, 1700 N. DuPont Highway, Dover, DE

Narrative:
The Dover Police Department arrested 22-year-old Antwoine Price on firearm charges on Monday afternoon, following an incident at Cedar Chase Apartments. Officers responded to the area at approximately 12:27PM for a report of two subjects pointing guns at each other. As officers arrived, witnesses advised that one of the suspects (Price) was seen leaving in a white Toyota Avalon. Officers located the vehicle and stopped Price. Price was in possession of a loaded handgun and 9 grams of marijuana. Officers were unable to locate the second subject at the time.
Price was released on an O.R. bond on the following charges:
-Carry Concealed Deadly Weapon
-Possession of Firearm by Person Prohibited
-Possession of Marijuana

Narrative:
The Dover Police Department arrested Benjamin Glanden (35) of Dover, for arson and other related charges on Monday afternoon. At approximately 6:29AM, officers responded to Liberty Court Apartments for a report of a white male setting a fire. Upon arrival, officers located a bottle on fire and were able to extinguish it. Witnesses advised officers that Glanden seemed irate and threw the bottle on the roof of one of the buildings, causing damage to the roof, siding, and gutters.
During the investigation, officers located damaged gas meters on one of the buildings and a damaged golf cart nearby. The gas meters were damaged by Glanden with a sledgehammer. It was later determined that the golf cart was one that had been previously reported as stolen by Bayhealth. When the golf cart became disabled, Glanden left, and later returned in a dark SUV seen in the images below.
Dover Police Crime Scene Investigation Detectives were able to obtain fingerprints from evidence located at the scene and were able to get a match. On Monday afternoon, the Dover Police Department and the First State Fugitive Task Force took Glanden into custody at his home without incident. Glanden was also still wearing the same clothing as he was in the images from the Liberty Court incident on Monday morning.
Benjamin Glanden was committed to SCI on a $32,100 secured bond on the following offenses:

-Attempted Arson 1st Degree
-Receiving Stolen Property
-Criminal Mischief (2x)

Narrative:
The Dover Police Department is conducting an investigation into a shooting that left a 32-year-old female with a leg injury on Monday morning. Officers responded to the 100 Block of S. New Street at approximately 12:43AM for a report of shots fired. Upon arrival, officers located shell casings in the area. It was also learned that two unknown male subjects were involved in an altercation in the area which resulted in one of the subjects firing a gun multiple times.
As officers were clearing the scene, they were notified that the female victim had arrived at Kent General Hospital with a wound to her leg. It was later determined that the injury was the result of debris striking her leg after a bullet had struck the asphalt. The victim’s vehicle was also struck by single round to the driver side door.

Narrative:
The Dover Police Department is conducting an investigation into a burglary at a child care center that occurred on Saturday, June 20th. Between 4:39PM-4:46PM, an unknown male suspect gained entry into the building through a rear window. Once inside, the suspect stole various items and fled on foot from the main entrance door. The suspect was seen on surveillance video and is described as a light-complected male, average height and build, wearing a black hat, dark shirt with stripes on the sleeves, orange and yellow traffic safety vest, dark jeans, and black shoes.

Over the next few weeks, City of Dover residents may notice a change in the daily uniforms worn by our officers.
The change in duty uniforms for our agency became a need after the Dover Police uniform supplier closed their business in 2019, resulting in an inability to easily obtain the traditional gray and blue uniforms we have worn. Similar styles were available, but differed in color and were significantly more expensive.
A uniform committee determined changes to uniforms and placement of required duty equipment will enhance the health and safety of our officers and will result in cost savings for our agency and in turn, the citizens of Dover.
The new uniforms will have our officers wearing navy blue, but the most noticeable part of the transition will be the outer-worn ballistic resistant vests (commonly referred to as load-bearing vests) and placement of standard equipment. These are not SWAT style uniforms.
These vests are worn on the exterior and not under the uniform shirt. Much of the duty gear previously worn on the belt will be moved up and worn in specially designed pouches and holsters attached to the vest.
Traditional duty belts can weigh as much as 25 pounds. Studies show that long-term consequences of carrying this much weight around the waist can result in hip and back problems. Back injuries are one of the most common work-related injuries suffered by law enforcement officers, resulting in exorbitant treatment costs.
The most notable study conducted by a University of Wisconsin-Eau Claire research team determined that load-bearing vests are a safer and healthier alternative to the traditional duty belt, proving that load bearing vests help better distribute the weight of all of the tools officer carry, and the tools will no longer push up against pressure points on officers’ backs.
Researchers also determined that the vests do not limit the officers’ range of motion or create other issues that would be problematic for the officers from a safety standpoint.
Research has shown outer-worn vests cause a more moderate impact on the officers’ body temperature than vests worn under the uniform. Vests worn under the uniform result in dangerous core temperatures during times of physical exertion and prolonged exposure to the high temperatures we often see in Delaware during the summer months.
The outer-worn vests, in conjunction with the uniforms made of the cooler material blend, will result in a reduction of officers’ exposure to dangerously high body temperatures. More importantly, the outer-worn vests can be quickly removed if officers need to enter a body of water or if the officer requires lifesaving medical care due to trauma.
Uniforms will continue to clearly display “DOVER POLICE”, have City of Dover Police patches on the shoulder, and a badge on the left chest. The officer’s name will be displayed on the right chest as always. The uniform shirts will come in long and short sleeve configurations.
The new uniforms are less expensive than the current duty uniforms at initial purchase and the improved material blend is more durable than the traditional uniforms, which frequently require expensive replacement. The new uniforms should also help to reduce dry-cleaning costs for the department.
The health and safety of the officers’ of the Dover Police Department is the biggest priority, but the cost savings resulting from lower uniform cost, reduced back injuries and lost time due to injuries will benefit the City of Dover as a whole. A lot of time and research went into this by officers and staff members who volunteered to be on a Uniform Research Committee for six months prior to a decision being made. This included a trial period of testing various uniforms and accessories to determine the best combination for our officers’ health and safety, as well as cost savings for the agency.
The traditional gray and blue uniform will still be worn for certain assignments, court appearances, and ceremonies. However, the majority of the agency will be wearing the new navy blue “utility uniform” for normal duties.

UPDATE:
The Dover Police Department has identified the identity of a woman who was found deceased in a shed on June 7th, 2020. The woman was positively identified as Kathy Noble (59), originally from the Florida/Georgia area. Next of kin was able to be notified. The death is not considered suspicious.

Narrative:
The Dover Police Department is conducting a death investigation after a body was found in a shed at 511 Maple Parkway in Dover. On Sunday, June 7th, officers reported to the address after an employee smelled an odor coming from a shed. Officers arrived and located the body of an unknown female inside of the shed. Based on the officers observations, it appears the woman was homeless and has been living in the shed for some time. The identity of the woman and cause of death is unknown at this time, but foul play is not suspected.

Narrative:
The Dover Police Department is investigating a shooting incident that occurred in the area of S. New Street at Reed Street on Friday night. Officers responded to the are at approximately 10:34PM for a report of a shooting. Upon arrival, officers contacted a 43-year-old male victim who advised that a male suspect approached him and asked “where is my $20?” The victim stated he walked away and was shot at multiple times, but was not injured. The victim described the suspect as a large build black male who was wearing a white t-shirt and black shorts.
