The Dover Police Department has issued a Gold Alert for Joy Chandler (15). Chandler has a condition that can impact her health and safety if not properly monitored and treated. Chandler was last seen at approximately 9:00 p.m., leaving her residence in the 700 Block of North New Street. Chandler is a black female, 4’11-5’1″, 125 pounds, with black hair and brown eyes. Chandler was last seen wearing a orange Under Armour sweatshirt, blue jeans, and “fluffy” socks with gray sandals.

The Dover Police Department is scheduled to undergo a virtual site-based assessment as part of a program to achieve national accreditation by verifying it meets a set of established professional standards.
Administered by the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA), the accreditation program requires agencies to comply with state-of-the-art standards in four basic areas: policy and procedures, administration, operations and support services.
As part of the assessment, agency employees and members of the community are invited to offer comments by calling (302) 736-4203 on Tuesday, November 30, 2021 from 1:00 to 3:00 pm. Calls will be transferred directly to a member of the Assessment Team.
Agency employees and the public are also invited to offer comments at a public information session on Tuesday, November 30, 2021 from 6:00 to 7:00 pm. The session will be conducted via teleconferencing. Attendees must register in advance atwww.doverpolice.org/comment.
Telephone comments as well as appearances at the public information session are limited to 10 minutes and must address the agency’s ability to comply with CALEA’s standards. The Dover Police Department arrested five suspects on gun and drug charges following an investigation into drug sales from a residence in the 400 Block of Barrister Place. Asa result of the investigation, officers executed a search warrant at 1:11 p.m. on Wednesday, November 10th at a residence in the 400 Block of Barrister Place. During the search warrant the following suspects were taken into custody without incident:

Male Juvenile #1 (15)
Male Juvenile #2 (16)
Male Juvenile #3 (16)
During a search of the residence, officers located three handguns, 9 MDMA pills, 1.5 grams of powdered MDMA, 127.9 grams of marijuana, and drug paraphernalia.
Daquan Watson (21) was committed to SCI on a $25,000 secured bond on the following offenses: -Illegal Gang Participation -Possession of Firearm by Person Prohibited (2x) -Carry Concealed Deadly Weapon
Jamia Brooks (20) was released on an O.R. bond on the following offenses: -Possession with Intent to Deliver Marijuana -Drug Paraphernalia
Male Juvenile #1 (15) was committed to a juvenile detention center on a $17,500 secured bond on the following offenses: -Illegal Gang Participation -Possession of Firearm by Person Prohibited (2x) -Carry Concealed Deadly Weapon
Male Juvenile #2 (16) was committed to a juvenile detention center on a $15,500 secured bond on the following offenses: -Illegal Gang Participation -Possession of Firearm by Person Prohibited -Carry Concealed Deadly Weapon -Resisting Arrest

UPDATE (11-13-2021): The Gold Alert for Joseph Smith has been cancelled. Smith was located by police and transported to a nearby hospital for an evaluation before being returned to his parents.

Narrative:
The Dover Police Department is investigating a shooting that left a 21-year-old male with a gunshot wound to his foot on Thursday night. Officers responded to the area of South New Street and West Reed Street for a report of shots fired. As officers arrived, they located the victim and provided aid until medics arrived and transported him to Bayhealth Kent Campus for treatment.
While the victim has been uncooperative with the investigation, officers have been able to determine that a black male suspect exited a dark colored sedan parked at South Governors Avenue and Division Street and approached the area on foot. The suspect opened fire at a group of subjects that were in the area of South New Street and West Reed Street and then fled on foot, entering the parked vehicle and fleeing.

Narrative:
The Dover Police Department is investigating an armed robbery that occurred at the Dover Express convenience store. At approximately 7:33 p.m., an unknown black male suspect entered the business as an employee was closing it. The suspect displayed a firearm and forced the employee behind the counter and took an undisclosed amount of cash from two register tills before shoving the employee and fleeing.
The suspect is described as a black male, wearing a black knit hat with a dreadlock wig, black glasses, a tan Dickies jacket, tan pants, and tan work boots. The suspect was also riding a blue bicycle. The bicycle, tan jacket, and hat/wig were located nearby as officers searched for the suspect.
The 40-year-old male victim was transported to Bayhealth Kent Campus for treatment of minor injuries.
