Narrative:

The Dover Police Department arrested Brandon Sammons (24) on drug and firearms charges during a traffic stop on Tuesday morning. Officers stopped Sammons at approximately 1:50 a.m. for a traffic violation that was observed in the area of North DuPont Highway and Division Street. When officers approached the vehicle, they detected a strong odor of marijuana. It was determined that Sammons was also driving with a suspended license. During a search of the vehicle, officers located 700 grams of marijuana, a loaded 9mm handgun, and a fixed blade knife in the center console. Sammons was committed to SCI on a $31,300 secured bond on the following offenses:
-Possession of Firearm During Commission of Felony
-Possession of Firearm by Person Prohibited
-Carry Concealed Deadly Weapon (2x)
-Possession with Intent to Deliver Marijuana
-Possession of Marijuana
-Drug Paraphernalia
-Traffic Violations

Wilmington Man Arrested on Gun Charges on South New Street

Narrative:

The Dover Police Department arrested Jaden Jenkins (19) on weapons charges on Monday afternoon. At approximately 2:55 p.m., officers contacted Jenkins on the Unit Block of South New Street after he was observed with a firearm in his waistband by officers. Jenkins fled from the officers as they approached but was apprehended a short time later without incident. Officers recovered the handgun after Jenkins dropped it during the foot pursuit.

Jenkins was committed to SCI on an $11,000 cash bond on the following offenses:
-Possession of Firearm/Ammo by Person Prohibited (2x)
-Carry Concealed Deadly Weapon
-Resisting Arrest

Seaford Woman Arrested on Drug and Firearm Charges

Narrative:

The Dover Police Department arrested a Seaford woman on drug and firearms offenses during a traffic stop for a stop sign violation on Friday evening.  Officers stopped Kylie Smack (25), who was operating a black sedan, for running a stop sign and failing to signal at approximately 8:20 p.m. on November 19th.  During the stop, officers observed marijuana in plain view in the center console of the vehicle.  Officers took Smack into custody without incident and located a black safe inside of the vehicle.  Three grams of fentanyl in the form of counterfeit Percocet pills, a 9mm handgun, and two magazines were found inside of the safe.

Smack was released on an O.R. bond on the following offenses:
-Possession of a Firearm by Person Prohibited (Drug Possession)
-Possession of Marijuana
-Possession of Fentanyl
-Traffic Violations

Dover Man Wanted After Fleeing from Officers

Narrative:

The Dover Police Department is seeking a suspect that fled after running over a police officer’s foot with their vehicle on Saturday morning.  At approximately 2:48 a.m, officers stopped a vehicle being operated by Robert Lofland (34) for a minor traffic violation.  During the stop, Lofland put the car in drive and fled, running over an officer’s foot before crossing a median and leading officers on a brief chase.  Lofland and an unknown passenger fled from the vehicle in an alleyway in the Capital Green neighborhood.  When officers searched the vehicle, they located $4,725 in cash and a loaded handgun magazine.  The suspects were unable to be found by officers who searched the area.  The officer did not sustain any serious injuries.

Warrants were obtained for Robert Lofland for the following offenses:
-Reckless Endangering 2nd Degree
-Possession of Ammunition by Person Prohibited
-Resisting Arrest
-Disregard Police Officer’s Signal

Home Invasion/Shooting at Dover East Mobile Home Park

Narrative:

The Dover Police Department arrested two men and have warrants for a third in connection with a shooting incident that occurred on November 18th.  At approximately 2:28 p.m., officers responded to the Dover East Mobile Home Park at 1061 S. Little Creek Road for a report of a shooting.  Upon arrival, officers observed Robert Stecher (20) running in the area of the main entrance to the park.  Officers contacted and detained Stecher at that time.  While continuing to search the area, officers also contacted Tanagon Sripongsai (22) and detained him upon speaking with him about the incident.  A short time later, Divine Watkins (22) in the area of Ladybug Drive with a gunshot wound to his neck.  Watkins was transported to Bayhealth Kent Campus and is in stable condition. 

Based on the investigation that followed it was determined that Stecher and Watkins attempted to force entry into Sripongsai’s residence in Dover East Mobile Home Park.  During a struggle at the entrance, Stecher pulled out a revolver and pulled the trigger, however the gun did not fire.  Sripongsai then retrieved his own handgun and fired twice at Stecher and Watkins, striking Watkins in the neck.  Both Watkins and Stecher fled the area on foot.  

A search warrant was obtained for Sripongsai’s residence and the firearm  was located in addition to 806 grams of marijuana.

Stecher was committed to SCI on a $103,000 cash bond on the following offenses:
-Burglary 1st Degree/Home Invasion
-Possession of Firearm by Person Prohibited
-Possession of Firearm During Commission of Felony
-Conspiracy 2nd Degree
-Attempted Theft Under $1,500

Sripongsai was committed to SCI on a $7,500 cash bond on the following offenses:
-Possession of Firearm by Person Prohibited
-Possession with Intent to Deliver Marijuana

Watkins remains hospitalized but is wanted for the following offenses:
-Burglary 1st/Home Invasion

Arrest Made in November 8th Attempted Rape

 

UPDATE (NOVEMBER 18th, 2021: The Dover Police Department has arrested a suspect involved in the attempted rape of a woman on November 8th near the Dover Public Library.  Junius Brooks (29, Dover) was identified as the suspect during the investigation and warrants were obtained for his arrest.  Brooks was arrested after being seen at approximately 11:50 a.m. on November 18th at the Water Street bus station.  

Brooks was committed to SCI in a $101,000 cash bind after being charged with the following offenses:
-Attempted Rape 1st Degree
-Assault 3rd Degree
-Terroristic Threatening

Narrative:

The Dover Police Department is investigating an attempted rape that occurred early Monday morning on the property of the Dover Library located at 35 Loockerman Plaza.  A 45-year-old woman was in the area of the library when she was approached by an unknown black male suspect.  The suspect struck the victim multiple times and threw her to the ground and began to remove her clothing.  As the victim was screaming for help, two men in the area ran to the victim to assist and confronted the suspect.  The suspect then fled on foot.  The victim was transported to a local hospital for treatment of her injuries.

Narrative:

The Dover Police Department has issued a Gold Alert for Joy Chandler (15).  Chandler has a condition that can impact her health and safety if not properly monitored and treated.  Chandler was last seen at approximately 9:00 p.m., leaving her residence in the 700 Block of North New Street.  Chandler is a black female, 4’11-5’1″, 125 pounds, with black hair and brown eyes.  Chandler was last seen wearing a orange Under Armour sweatshirt, blue jeans, and “fluffy” socks with gray sandals.
