Narrative:

The Dover Police Department arrested Craig Walker (40, Dover) on DUI and several other charges after crashing into an unoccupied residence on Saturday night. At approximately 10:27 p.m. on December 25th, Walker crashed into an apartment in the Liberty Court neighborhood. The investigation determined that Walker was under the influence of alcohol and/or drugs at the time of the crash. When the vehicle was towed from inside of the residence, the following was located inside:
-9mm handgun
-117.7 grams of PCP
-1.7 grams of marijuana
-drug paraphernalia

Walker was charged with the following offenses:
-Possession of Firearm During Commission of Felony
-Possession of PCP
-Possession of Firearm While Under the Influence
-Possession of Firearm/Ammo by Person Prohibited (2x)
-Possession of Deadly Weapon by Person Prohibited (Drug Possession)
-DUI
-Reckless Driving
-Possession of Marijuana
-Drug Paraphernalia

Suspect Arrested in Lowe’s Burglary

Narrative:

The Dover Police Department arrested a burglary suspect inside of Lowe’s on the morning of December 25th. Officers responded to the store for an alarm at 10:20 a.m. and located an open door and began to clear the building, which was closed to the public at the time. While checking inside the business, officers located Christopher Honaker (44). Honaker was taken into custody without incident. During the investigation, officers learned that Honaker had entered the business through the garden section and used a shovel to pry open a set of glass doors. Honaker then made multiple trips, pushing carts of merchandise to an apartment in the Cedar Chase apartment complex. All of the merchandise was recovered and returned to Lowe’s. Honaker was charged with the following offenses:
-Burglary 3rd Degree
-Theft over $1500
-Criminal Mischief
-Resisting Arrest

Robbery at Red Roof Inn

Narrative:

The Dover Police Department is investigating a robbery that occurred at the Red Roof Inn on December 24th. At approximately 11:12 a.m., an unknown black female suspect approached the check-in counter and requested a deposit be returned for her room. The employee told the suspect that they could not give her the deposit because her name was not on the room registration. The woman then jumped the counter, assaulted the employee, and stole cash before fleeing. The suspect fled in a silver/gray Chevrolet Malibu with Delaware Temporary registration. The suspect was wearing a pink jumpsuit and had braided hair. The employee was not seriously injured.

Three Arrested on Firearms and Drug Offenses

Narrative:

The Dover Police Department and the United States Marshals First State Fugitive Task Force arrested three subjects on gun and drug charges on Monday afternoon. Officers were conducting surveillance on a vehicle that was occupied by Joshua Smith (30), who was wanted by the Delaware State Police. Officers were able to stop the vehicle in the parking lot of WAWA in Camden, Delaware at approximately 4:20 p.m. The vehicle was occupied by two children and four adults. During a search of the vehicle, officers located a handgun with a 50 round drum magazine with an obliterated serial number.

Jasmin Smith (24) was in possession of 100 doses of MDMA and 3.5 grams of marijuana.

Daeonna Chauka (24) gave officers a false name because she had an active capias for her arrest and was charged accordingly.

Smith (Camden, DE) was charged with the following offenses:
-Possession of Firearm by Person Prohibited
-Possession of Firearm During Commission of Felony
-Possession of Firearm with Obliterated Serial Number
-Illegal Gang Participation
-Conspiracy 2nd Degree

Smith (Dover, DE) was charged with the following offenses:
-Possession with Intent to Deliver MDMA
-Possession of MDMA
-Possession of Marijuana
-Endanger Welfare of a Child
-Drug Paraphernalia

Chauka (Felton,DE) was charged with the following offenses:
-Possession of Firearm with Obliterated Serial Number
-Criminal Impersonation
-Conspiracy 2nd Degree
-Endanger Welfare of a Child
-Drug Paraphernalia

Employee Arrested for Attempted Burglary at Local Restaurant

Narrative:

The Dover Police Department arrested Recardo Weatherspoon (55) on burglary charges on Sunday following an incident at Frazier’s Restaurant. Officers responded to the restaurant for a reported burglary at 10:17 a.m. on Sunday, December 19th. During the investigation it was learned that Weatherspoon entered the business through a kitchen door while employees were still inside. Weatherspoon then hid inside the walk-in refrigerator until the restaurant was closed and all employees left. Weatherspoon was also an employee of Frazier’s. Weatherspoon broke a door to the management office and attempted to break into a safe containing cash but was unsuccessful. Weatherspoon then fled the area on foot. Officers located Weatherspoon on Sunday afternoon and arrested him without incident.

Weatherspoon was released on a $2,750 unsecured bond on the following charges:
-Attempted Burglary 3rd Degree
-Possession of Burglar Tools
-Attempted Theft
-Criminal Mischief

Traffic Stop Leads to Firearm and Drug Arrest on Spruance Road

Narrative:

The Dover Police Department arrested Darrell Hopkins (21) on drug and firearm offenses during a traffic stop on Sunday morning. Hopkins was stopped while operating a vehicle in the area of East Division Street and Spruance Road on December 19th. During the stop, officers observed a bag of marijuana on the rear floor of the vehicle. Hopkins was detained without incident. As officers checked the vehicle further, they located a loaded 9mm handgun as well. Hopkins was charged with the following offenses:
-Possession of Firearm by Person Prohibited
-Possession of Marijuana
-Tampering with Physical Evidence

Dover Police Detective Wins Crime Stoppers Officer of the Year Award

Dover – Dover Police Detective Logan Spicer received the Robert J. Seinsoth Memorial Award as the 2021 Delaware Crime Stoppers Law Enforcement Officer of the Year, at a Chiefs of Police Council ceremony held on Tuesday, December 14th. Detective Spicer is a five year veteran of the Dover Police Department, currently serving as a task force officer with the United States Marshalls Service First State Fugitive Task Force. Detective Spicer was also the recipient of the City of Dover Police Department’s Officer of the Year Award in 2018.

Detective Spicer was nominated for his work in numerous cases including the arrest of multiple subjects on firearms charges in April of 2021 which also included the arrest of a suspect involved in a 2020 homicide. These cases resulted in the seizure of seven firearms in a 24-hour period. In addition to these cases, Detective Spicer conducted many drug, firearms, and gang investigations that resulted in the arrest of 63 suspects and the seizure of 15 firearms, 88 grams of cocaine, 1,699 grams of marijuana, 2,499 bags of heroin, 56 grams of PCP, and 19 grams of ecstasy.
