Narrative:

The Dover Police Department arrested three men on firearms and other charges on Tuesday.  Officers were conducting surveillance for a firearms investigation at 30 S. New Street (New Hope Apartments) when they observed Shaquan Shields (19) leave the area as a passenger in a vehicle.  Shields was wanted on Family Court capiases and officers contacted him when the vehicle stopped in the parking lot of a convenience store in the 200 Block of S. DuPont Highway in Dover at approximately 2:02 p.m.  During the stop, officers located 50.1 grams of marijuana in plain view, next to Shields.  Shields was taken into custody without incident and found to be in possession of a loaded 9mm handgun and 21 bags of heroin.

At approximately 3:50 p.m., officers attempted to contact Devon Randall (19) outside of 30 S. New Street after being observed with a handgun.  When officers approached, Randall fled into the building and into an apartment.  Officers located a loaded 9mm handgun in the path where Randall fled from officers.  Officers then applied for a search warrant for the apartment and were able to take Devon Randall and Zyaier Payne (18) into custody prior to executing the search warrant.  During the search, officers located a loaded .40 caliber handgun and 87.5 grams of marijuana. 

Shaquan Shields was committed to SCI on a $30,700 cash bond on the following offenses:
-Possession of Firearm/Ammo by Person Prohibited (3x)
-Carry Concealed Deadly Weapon
-Possession of Heroin
-Possession of Marijuana
-Drug Paraphernalia

Devon Randall was committed to SCI on a $113,200 cash bond on the following offenses:
-Possession of Firearm/Ammo by Person Prohibited (2x)
-Possession of Firearm During Commission of Felony
-Carry Concealed Deadly Weapon
-Possession of Marijuana
-Drug Paraphernalia
-Resisting Arrest
-Conspiracy 2nd Degree

Zyaier Payne  was committed to SCI on a $102,200 cash bond on the following offenses:
-Possession of Firearm/Ammo by Person Prohibited (2x)
-Possession of Firearm During Commission of Felony
-Possession of Marijuana
-Drug Paraphernalia
-Conspiracy 2nd Degree

17-Year-Old Arrested on Gun Charges After Fleeing from Police

Narrative:

The Dover Police Department arrested a 17-year-old male following a foot pursuit on Monday afternoon.  Officers were conducting a firearms investigation after it was learned that they 17-year-old was in possession of a handgun after it was reported that the suspect had “flashed” the gun on the property of the Parkway Academy/The Depot.  The juvenile is not an active student of the school.  The juvenile suspect was located in the 100 Block of South Queen Street and fled on foot when uniformed officers approached.  During the foot pursuit, the juvenile suspect was clutching his waistband and eventually fell down.  A teal 9mm handgun was located where the suspect fell.  The suspect got up and continued to run but was located a short time later near the Dover Fire Department between South Governors Avenue and South Bradford Street.   The juvenile suspect was committed to a juvenile detention center on a $17,100 secured bond on the following charges: -Carry Concealed Deadly Weapon -Possession of Firearm/Ammo by Person Prohibited (2x) -Possession of Deadly Weapon in School Zone -Illegal Gang Participation -Resisting Arrest

Traffic Stop Leads to Firearms Arrest

Narrative:

The Dover Police Department arrested Zhamir Cooper-Watson (27, Smyrna) on firearms charges during a traffic stop on Sunday evening.  At approximately 10:08 p.m., officers stopper Cooper-Watson for driving without his headlights on in the area of Forrest Avenue and Kenton Road.  During the stop, Cooper-Watson was seen moving rapidly in the driver seat as if concealing something.  Officers inquired if Cooper-Watson had anything in the vehicle that was illegal and he admitted to having a firearm in the trunk.  Officers located handgun and three magazines inside of a backpack in the trunk.  Officers then located a 9mm handgun under the driver’s seat of the vehicle.  Cooper-Watson was taken into custody without incident and released on an O.R. bond on two counts of Carrying a Concealed Deadly Weapon. Suspect Arrested for Rape/Robbery

Narrative:

The Dover Police Department arrested a 27-year-old Dover man in connection with a rape that occurred early Sunday morning.  At approximately 2:13 a.m., officers responded to the parking lot of the Dover Library to check on the welfare of a 46-year-old female.  The victim told police that she was sleeping near the entrance of the library when she was woken up by a black male suspect who stole her phones and a knife.  The victim told police she tried screaming for help but the suspect made threats against her life if she did not stop.  The suspect proceeded to rape the victim and fled the area on foot.  Officers were able to obtain video footage that captured the incident and used it to obtain a description of the suspect.  While searching for the suspect, Dover officers located Tywon Mack (27) in the lobby of the Bayhealth Kent Campus emergency room.  Mack was wearing the same clothing as seen in the video of the incident and was found to be in possession of some of the victim’s property as well.  Mack was taken into custody and committed to SCI on a $180,000 cash bond on the following offenses:
-Rape 1st Degree (3x)
-Robbery 1st Degree

UPDATE (Subject Located):Gold Alert Issued for Dover Woman After Fleeing from Hospital

UPDATE (May 17th, 2022): The Gold Alert for Dashiane Johnson has been cancelled. Johnson was located in the Newark, Delaware are in good health.

Narrative:

The Dover Police Department has issued a Gold Alert for a 23-year-old Dover woman. Dashiane Johnson was last seen fleeing from Bayhealth Kent Campus. Johnson was being treated for a condition at a different facility but was transferred to Bayhealth for treatment of a medical related issue Johnson is a black female, 5’6″, 140 pounds, with long dark-colored braids with red in them. Johnson was last seen wearing blue hospital patient scrubs. It is unknown where Johnson may be going. Johnson was the subject of a Gold Alert on May 12th after she made statements to family that were concerning for her safety.

Unoccupied Vehicle Shot in Capitol Green

Narrative:

The Dover Police Department has issued a Gold Alert for a 23-year-old Dover woman. Dashiane Johnson was last seen by family while leaving her residence in the 400 Block of Collins Drive at 3:31 p.m. on Thursday, May 12, 2022. Johnson made statements to family that are concerning for her safety prior to leaving. Johnson is a black female, 5’6″, 140 pounds, with long dark-colored braids. Johnson was last seen wearing a black button-up jacket, white t-shirt, and blue pajama pants. It is unknown where Johnson may be going.
