Dover Man Arrested for 3rd Offense DUI on Sunday Morning

Narrative:

The Dover Police Department charged Jonathan Cannon (39) with a 3rd Offense DUI on Sunday morning.  Officers stopped Cannon in the area of Kings Highway and Park Drive at approximately 2:23 a.m. for a traffic violation.  During the traffic stop, officers detected signs of intoxication and performed field sobriety tests that indicated the suspect was driving while drunk.  Cannon was arrested without incident and released on a $2,502 unsecured bond on the following offenses:
-Failure to Remain in Single Lane
-3rd Offense DUI
-Additional Motor Vehicle Violations

Dover Police Department Obtains Advanced CALEA Accreditation

The Dover Police Department is pleased to announce that it has obtained re-accreditation from the Commission on Accreditation for Law Enforcement Agencies, Inc., (CALEA®). following a November 2021 inspection.  The purpose of CALEA’s Accreditation Programs is to improve the delivery of public safety services, primarily by: maintaining a body of standards, developed by public safety practitioners, covering a wide range of up-to-date public safety initiatives; establishing and administering an accreditation process; and recognizing professional excellence. The body of standards were developed using source materials voluntarily submitted by pre-existing state programs and by many state and local law enforcement agencies nationwide. Those standards were based on case-law, state statutes, administrative mandates, model policies and professional management materials. There are a total of 484 standards.

Narrative:

Man Arrested on Gun Charges After Fight at Royal Farms

Narrative:

The Dover Police Department arrested Marquise Bennett (25) on gun charges on Thursday evening. Officers responded to the parking lot of Royal Farms located at 293 Saulsbury Road for a report of an altercation where a male subject (Bennett) was in possession of a gun. Officers arrived and observed Bennett and a 32-year-old male subject engaged in a physical altercation inside the vestibule of the business. When the men were confronted by the officers, the 32-year-old male threw a 9mm handgun to the ground. Both men were detained without incident at that time.

The investigation into the incident revealed that Bennett and the other male subject were involved in a verbal argument inside of the business. When the male subject exited the store, Bennett followed and brandished a 9mm handgun which was inside of a satchel he was carrying. A physical struggle ensured over control of the gun, causing it to discharge once, and ending in the business’ vestibule. Officers located the handgun, a spent shell casing, and Bennett’s satchel that also contained 19.5 grams of marijuana.

Bennett was committed to SCI on a $79,100 secured bond on the following offenses:
-Possession of Firearm During Commission of Felony
-Possession of Firearm by Person Prohibited
-Reckless Endangering 1st Degree
-Carry Concealed Deadly Weapon

Residential Burglary on Green Blade Drive

Narrative:

The Dover Police Department is investigating a residential burglary that occurred in the 200 Block of Green Blade Drive on Wednesday, May 25th.  Sometime between 9:00 a.m. and 8:00 p.m., an unknown suspect entered the residence through an unsecured window.  Once inside the home, the suspect removed various small items before fleeing.  The resident was not home at the time of the incident. April 16th Shooting Suspect Arrested

Narrative:

The Dover Police Department and United States Marshals First State Fugitive Task Force arrested Robert Knox (26) for the shooting in front of Irish Mike’s on April 16th, 2022.  Knox was developed as a suspect during the investigation and an arrest warrant was obtained.  On May 24th, 2022 at approximately 12:20 p.m., officers arrested Knox after he left an apartment on Plummage Court in Dover without incident.  At the time of his arrest, Knox was found to be in possession of 18.6 grams of marijuana and a large amount of cash.  

Officers then obtained a search warrant for the apartment that Knox and Shaniqua Smith (29) were in.  During the search, officers located 6,106.7 grams of marijuana (13.5 pounds), a 9mm handgun, a .380 caliber handgun, and $54,931 in drug proceeds.

An arrest was also made on May 3rd after a suspect was identified as having a handgun when the shooting occurred.

Knox was committed to SCI on a $321,000 cash bond on the following offenses:
-Assault 1st Degree*
-Possession of Firearm During Commission of Felony*
-Possession of Firearm/Ammo by Person Prohibited (2x)*
-Possession with Intent to Deliver Marijuana
-Possession of Marijuana

Three Arrested on Firearms and Drug Offenses

Narrative:

The Dover Police Department arrested three men on firearms and other charges on Tuesday.  Officers were conducting surveillance for a firearms investigation at 30 S. New Street (New Hope Apartments) when they observed Shaquan Shields (19) leave the area as a passenger in a vehicle.  Shields was wanted on Family Court capiases and officers contacted him when the vehicle stopped in the parking lot of a convenience store in the 200 Block of S. DuPont Highway in Dover at approximately 2:02 p.m.  During the stop, officers located 50.1 grams of marijuana in plain view, next to Shields.  Shields was taken into custody without incident and found to be in possession of a loaded 9mm handgun and 21 bags of heroin.

At approximately 3:50 p.m., officers attempted to contact Devon Randall (19) outside of 30 S. New Street after being observed with a handgun.  When officers approached, Randall fled into the building and into an apartment.  Officers located a loaded 9mm handgun in the path where Randall fled from officers.  Officers then applied for a search warrant for the apartment and were able to take Devon Randall and Zyaier Payne (18) into custody prior to executing the search warrant.  During the search, officers located a loaded .40 caliber handgun and 87.5 grams of marijuana. 

Shaquan Shields was committed to SCI on a $30,700 cash bond on the following offenses:
-Possession of Firearm/Ammo by Person Prohibited (3x)
-Carry Concealed Deadly Weapon
-Possession of Heroin
-Possession of Marijuana
-Drug Paraphernalia
