Arrest Made In Willis Road Shooting

**UPDATE** The Dover Police Department has arrested Rayquian Horsey, 23, of Dover, for his involvement in the shooting on Willis Road that occurred on September 20th. During the investigation, Horsey was developed as a suspect and a warrant was obtained for his arrest. On Tuesday, September 26th, 2023, Horsey was taken into custody without incident. Horsey was transported to Dover Police Department where he was processed and arraigned.

Horsey was committed to SCI on $22,000 secured bail on the following charges:
-Possession of a Firearm During the Commission of a Felony
-Conspiracy Second Degree

Narrative: The Dover Police Department is investigating a shooting that occurred on Willis Road. The investigation began at 12:21 a.m. on Wednesday when Dover Police received a call for a house that had been damaged by gunfire in the unit block of Willis Road. Officers responded and observed damage on the residence consistent with being shot by gunfire. Investigation revealed that several homes were shot in the area as a result of a shooting and it was determined that this incident occurred between 6:50 p.m. and 7:30 p.m. Tuesday evening. No injures were reported.

Narrative: The Dover Police Department has arrested Dominique Melton, 28, of Wilmington, and John Wyatte, 23, of Dover, on drug and firearm charges following a traffic stop Monday evening. At 9:46 p.m., the Street Crimes Unit and Drugs, Vice and Organized Crime Unit were conducting a firearm investigation involving Melton. Officers conducted a stop on a vehicle in the area of Whatcoat Apartments that Melton was driving and Wyatte was the passenger. Both Melton and Wyatte were taken into custody without incident and a search of the vehicle was conducted. Officers located a Polumer 80 9mm handgun, 13 grams of crack cocaine, 47 pills of ecstacy, .371 grams of heroin, 43.6 grams of marijuana and $336. Both suspects were transported to Dover Police Department where they were processed and arraigned.

Melton was committed to SCI on $54,200 cash bail on the following charges:
-Possession of a Firearm During the Commission of a Felony
-Possession of a Firearm by a Person Prohibited
-Carrying a Concealed Deadly Weapon
-Possession of Crack Cocaine in a Tier 2 Quantity
-Possession with Intent to Deliver Crack Cocaine in a Tier 2 Quantity
-Possession with Intent to Deliver Heroin
-Possession of a Controlled Substance
-Possession of Drug Paraphernalia
-Violation of Probation

Wyatte was committed to SCI on $17,200 secured bail on the following charges:
-Possession with Intent to Deliver Ecstasy in a Tier 2 Quantity
-Possession of Ecstacy in a Tier 2 Quantity
-Possession of a Controlled Substance
-Possession with Intent to Deliver Heroin
-Possession of Drug Paraphernalia

Carr suffers from a condition that may pose a risk to his health and safety if not properly monitored and treated. Carr is described as a black male, 5’9″, 220 pounds, short dark hair and brown eyes. Carr is believed to have been in the area of Bally’s Casino. It is unknown what he was wearing. Attempts to contact him have been negative.

Burton suffers from a condition that may pose a risk to his health and safety if not properly monitored and treated. Burton is described as a black male, 5’6″, 118 pounds, dark hair and brown eyes. Burton was last seen in the area of 500 West Loockerman Street and may be operating a white 2023 Kia Optima with Delaware Registration 384017. It is unknown what he was wearing at the time and attempts to locate him have been negative.

Clayton Man Arrested For Three Burglaries

Narrative: The Dover Police Department has arrested Scott Ottinger, 53, of Clayton, for three burglaries following an incident Friday evening. Dover Police Department was called to Cinnabon, 1051 North DuPont Highway, for the report of a suspect that had broken into the business. Officers responded and upon arrival, Ottinger was taken into custody without incident. Officers were able to speak with employees of the business who advised that on September 7th, 2023, a suspect broke into the business and stole money. Surveillance from the business confirmed that Ottinger was responsible for the burglary on the 7th as well.  Further investigation led Detectives to determine that Ottinger was also responsible for the burglary at the County Eatery that occurred on September 20th. 

Ottinger was transported to Dover Police Department where he was processed and arraigned.

Ottinger was released on $7,700 unsecured bond on the following charges:
-Burglary Third Degree (3x)
-Theft Under $1,500 (3x)
-Criminal Mischief (2x)

The Dover Police Department has issued a Gold Alert for Patricia Hultz,62, of Lincoln, DE. Hultz suffers from a condition that may pose a risk to her health and safety if not properly monitored and treated. Hultz is described as a white female, 5’6″, 250 pounds, with bleached blonde hair and green eyes. Hultz was last seen in the 800 block of Division Street on 9/14/23. It is unknown what she was wearing, however she may be operating a silver Nissan Versa Delaware Registration 429539. Attempts to contact her have been negative.
