Arrest Made Following Robbery and Kidnapping 6-5-26
The Dover Police Department has arrested 36-year-old Binbido Jean-Raymond Pierre, homeless of Dover, following a robbery investigation that led officers to a separate barricade and kidnapping incident on Thursday evening.
On June 4, 2026, at approximately 9:13 p.m., Dover Police responded to Wawa, located at 2800 N. DuPont Highway, for a reported robbery. The investigation revealed that a 32-year-old male employee was assisting a customer when Pierre approached the checkout area and requested a carton of cigarettes. While the employee was retrieving the cigarettes, Pierre lifted his shirt and displayed what appeared to be a weapon, described as a black shiny object. Pierre then demanded the cigarettes, causing the employee to fear for his safety. The employee complied, and Pierre left with a carton of cigarettes valued at approximately $104.
After the robbery, Pierre remained on the property acting disorderly before leaving the area prior to police arrival. Officers reviewed surveillance footage and began efforts to identify the suspect.
Later that evening, at approximately 11:23 p.m., Dover Police responded to the Holiday Inn Express, located at 1780 N. DuPont Highway, for a report of a disorderly subject who was possibly armed. Witnesses reported that Pierre became disorderly with hotel staff, physically pushed a 22-year-old male employee, and threatened to kill him while displaying a black object.
When officers arrived, Pierre fled on foot to the adjacent First State Inn at 1760 N. DuPont Highway. Officers quickly determined that Pierre had entered a motel room without permission and barricaded himself inside a bathroom occupied by a 33-year-old male, prompting a response by the Dover Police Special Operations Response Team (SORT) and Crisis Negotiation Team (CNT). During negotiations, officers learned that Pierre was armed with at least one knife and was preventing the victim from leaving the bathroom. The victim reported that Pierre threatened to kill him if he attempted to leave, causing him to remain in the room against his will.
Through continued communication, officers convinced Pierre to release the victim unharmed and surrender without further incident. The investigation determined that Pierre had unlawfully entered the motel room, threatened multiple individuals, and held the male victim against his will while armed with knives.
As a result of the investigations, Pierre was charged with:
- Robbery First Degree
- Burglary First Degree
- Kidnapping Second Degree
- Possession of a Deadly Weapon During the Commission of a Felony
- Offensive Touching
- Two counts of Terroristic Threatening
Pierre was committed to SCI on a $123,600 secured bond. A mugshot was not available at the time of release.
