Narrative:

The Dover Police Department is investigating an armed robbery that occurred in the parking lot of Dover Downs Hotel and Casino.  A 39-year-old victim was exiting the casino and about to enter his vehicle, when a male suspect displayed a black handgun and demanded money from the victim.  The victim gave the suspect an undisclosed amount of cash, and the suspect fled in a black 4-door sedan.   The suspect was described as a white male, wearing a black hooded sweatshirt, and blue jeans.  He was also described as being 5’7″-9″ with dark hair.

Man Arrested with Loaded Handgun 6-8-15

Narrative:

Dover police officers arrested a Dover man with a handgun on Sunday morning.  While on patrol in the area, officers observed Rondree Campbell (23), attempting to conceal himself on the side of a building with another male.  Finding the behavior suspicious, officers contacted the subjects and found Campbell to be intoxicated.  Campbell admitted to drinking and during a search of Campbell, he resisted and briefly struggled with the officers.  Once Campbell was taken into custody, officers located a loaded 40 caliber Smith & Wesson handgun on his person.

Rondree Campbell was committed to JTVCC in default of $15,570 secured bond after being charged with the following crimes:
-Possession of Firearm by Person Prohibited
-Possession of Ammunition by Person Prohibited
-Carry Concealed Deadly Weapon
-Resisting Arrest

Dover Man Arrested for Rape of 17-Year-Old 6-8-15

Narrative:

The Dover Police Department has arrested 30-year-old Lamar A. Trower for 4th Degree Rape and Unlawful Sexual Conduct Against a Child by a Sex Offender.  The department learned that Trower had sexual intercourse with a 17-year-old female on a date prior to June 6th.  Trower was later arrested without incident and was committed to JTVCC in default of $80,000 secured bond.

Three Wounded in Two Shootings Saturday Morning 6-6-15

Narrative:

The Dover Police Department is investigating a Saturday morning shooting that occurred in the parking lot of the Dover Downs Hotel and Casino.  At approximately 1:47AM, several officers responded to a large fight at the establishment.  Upon arrival, officers observed a large crowd, with several subjects fighting, following a private “All White Clothing” party at the casino.  During the incident, a 26-year-old male victim was shot twice in the torso by an unknown black male suspect.  The victim was transported to Bayhealth Kent General Hospital and is in stable, but serious condition.

Narrative:

Just one hour after investigating the shooting of a man at the Dover Downs Hotel and Casino, Dover Police responded to a shooting that left two people wounded at the IHOP restaurant on S. Little Creek Road.  The incident occurred at approximately 2:55AM, when a fight occurred in the parking lot of the restaurant.  Dover Police Detectives believe that the subjects involved in the fight were previously at the Dover Downs Casino for a private party, prior to arriving at IHOP.  During the fight, multiple shots were fired, striking a 33-year-old male and a 23-year-old female.  The female was treated and released from Bayhealth Kent General Hospital, and the male is in stable, but serious condition.  Detectives are investigating the possibility of both shootings being related.

Dover Police Release Statement Regarding Missing DAFB Airman 6-5-15

The Dover Police Department began an investigation after a relative of Ceasar Rack reported him missing on Monday, June 1st. Rack is an airman stationed at the Dover Air Force Base.  Through its investigation, the department did not believe there were any signs of foul play and that Rack voluntarily left the Dover area.  On Friday, June 5th, the Dover Police Department discovered through its investigation that Ceasar Rack was near his hometown in Sacramento, California and made a withdrawal from his bank, near his parents home, within the past 24 hours.  Rack has refused to answer all attempts to contact him by phone.  At this time the Dover Police Department is considering the case closed as the subject was located and is believed to have left the Dover Air Force Base voluntarily.  There will be no further comment from the department in this matter.
