Narrative:

On Saturday May 30, 2015, the Dover Police responded to the Celebrity Style Vintage Boutique, located at 32 W. Loockerman Street, Suite 101B, for a burglary that occurred at the business.  Through investigation it was determined that an unknown person forced their way into the victims’ business through a door.  While inside of the business the suspect rummaged through items then forced open the cash registered and removed a small amount of money.  After doing this the suspect then fled in an unknown direction.

Dover Police Investigate a Burglary on Madison Court

Narrative:

On Sunday May 31, 2015, the Dover Police responded to the 100 Block of Madison Court for a burglary that occurred at a residence.  Through investigation it was determined that an unknown person forced their way into the victims’ home through a window.  While inside of the residence the suspect damaged the victims’ television and stole a .380 caliber handgun and various electronics, then fled in an unknown direction.

Narrative:

On June 1, 2015, members of the Dover Police Department Safe Streets Unit with Probation and Parole and the Dover Police K9 Unit arrested Damir Hughes-Warren without incident after a traffic stop.  Officers from the Dover Police Department had been actively looking for Hughes-Warren after he was able to elude police during a car chase on May 27, 2015.  At the time of the vehicle pursuit Hughes-Warren was wanted on numerous felony theft/shoplifting charges from the Delaware State Police as well as domestic violence charges and shoplifting charges from the Dover Police Department.  Hughes-Warren was taken into custody and arrested in the area of South Little Creek Road and Roberta Avenue and was committed to the James T. Vaughn Correctional Center in default of a $33,190.00 cash bond.

On June 4, 2015 at approximately 6:00 am members from the Delaware Fugitive Task Force and Maryland State Apprehension Team arrested Rakim Strickland in the Hollingsworth Apartment Complex in Elkton, MD.  Strickland was taken into custody without incident and is awaiting extradition back to Delaware to answer for the charges stemming from the May 15, 2015, shooting of an 18 year old male in the Capital Green Housing complex.

On Tuesday, June 2, 2015, at approximately 11:02 pm, the Dover Police responded to a complaint of a robbery that occurred in the parking of building J of Woodmill Apartments, which is located at 1300 S. Farmview Driver, Dover.  Upon arrival officers contacted the victim who stated that while he was getting out of his car he was approached by an unknown male who displayed what appeared to be a firearm and demanded money.  Then, while holding the victim at gunpoint, the suspect searched the victims pockets and removed credit cards, keys, and a small amount of money.  After doing this the suspect then got into an unknown style car and fled the area.

Dover Police Make Arrest in Stabbing

Narrative:

On Saturday, May 30, 2015, officers from the Dover Police Department responded to a fight in progress in Lot#10 of the Dover Downs International Speedway.  The investigation into the fight revealed that the victim was standing with a group of people in the campground of Lot#10 as Christopher Martin rode by on his motorcycle.  Someone from the group that the victim was standing with threw a beer car at Martin.  Martin became upset about this and confronted the group and an argument ensued.  During the argument Martin produced a box cutter style knife and cut the victim on his upper left arm, causing a severe laceration.  The victim was transported to Kent General Hospital via ambulance, where he was treated for his injuries and released.  Officers recovered the weapon at the scene.

Dover Police Investigate a Shooting at Elks Lodge on Kirkwood Street

Narrative:

On Monday, June 1, 2015, the Dover Police responded to Kent General Hospital for a male victim that was shot in the leg.  Through investigation it was determined that while the victim was standing outside of the Elks Lodge located at 217 N. Kirkwood Street, an unknown make and model sedan drove southbound on Kirkwood Street at which time an unknown person from inside of the vehicle fired approximately 3 rounds in the direction of the victim and other people that were outside of the Elks Lodge at the time.  The victim was struck in the leg by one of the bullets fired and was driven to Kent General Hospital by one of his family members.

Dover Street Crimes Unit and Probation Parole Seize Firearm During Traffic Stop

Narrative:

On Tuesday, June 2, 2015, officers from the Street Crimes Unit and Probation and Parole conducted a traffic stop on a vehicle in the 200 Block of Frear Drive, Dover.  Upon stopping the vehicle officers contacted the driver, Melissa Thompkins, who was found to have an active capias from the Kent County Court of Common Pleas, and the passenger, Frederick Tolson, who was found to have an active capias from Kent County Family Court.  Tolson was also found to have an active warrant on file at the Dover Police Department for Assault 3rd.  After Thompkins and Tolson were taken into custody the officers searched the vehicle and found a 9mm caliber handgun concealed underneath the steering wheel in a holster.

Melissa Thompkins was arrested and released on $2,600.00 unsecured bond.  Frederick Tolson was arrested and committed to the James T.
