Dover Police Make Arrest In Treadway Towers Burglaries 4-10-2015

Update:
The Dover Police Department has charged two people and have warrants for a 3rd for the burglary of five businesses within the Treadway Towers Complex.  During the burglaries, two company credit cards were stolen and used at various locations in Dover including Royal Farms, CVS, Walgreens, and Target.  Detectives observed the surveillance video from Target and discovered the following image of a male and female suspect who used a stolen card to make a purchase.

Dover Police released the photos on social media in an attempt to identify the suspects.  Within an hour, the department was flooded with numerous responses identifying the pair in the photo as Matthew Trice (21) and Courtney Oliver (20).  Detectives from the Dover Police Department also identified the pair and positively confirmed the identifications from the tips received.  Shortly after, both Trice and Oliver were taken into custody without incident and were both charged with eighteen crimes in reference to the Treadway Towers Burglaries.  Both Trice and Oliver were charged with the following crimes:
-3rd Degree Burglary (5 counts)
-Conspiracy 2nd Degree (1 count)
-Theft Under $1,500 (3 counts)
-Unlawful Use of Credit Card (4 counts)-Criminal Mischief Under $1,500 (5 counts)

In addition to the arrests of Trice and Oliver, Dover Police are now seeking Corbin Buzzard (19), in connection with the Treadway Towers burglaries.  Buzzard is wanted on the following charges:
-3rd Degree Burglary (5 counts)
-Conspiracy 2nd Degree (1 count)
-Theft Under $1,500 (3 counts)
-Criminal Mischief Under $1,500 (5 counts)

Original Narrative:
The Dover Police Department is investigating five burglaries within the Treadway Towers complex located at 9 East Loockerman Street.  Between 5:00PM on Friday, March 27th and 7:00AM on Monday, March 30th an unknown suspect(s) entered the Treadway Towers complex by unknown means.  Once inside, the forced their way into several businesses by forcing open their main office doors.  The following businesses were broken into:
-Christopher Asay Massage
-Delaware Grange Mutual Insurance Co.
-Tranquil Spirit Massage
-Ancient Way Massage
-The Delaware Boys and Girls Club

Dover Police Announce Charges Against Serial “Rat” Burglar 4-9-15

The Dover Police Department is announcing that charges have been filed in a series of eighteen commercial burglaries that occurred between September 14th, 2014 and February 5, 2015.  During the investigation it was learned that the Prince George’s County Sheriff’s Department had a series of burglaries that were similar in nature to the eighteen committed in Dover.  A meeting was arranged between the various jurisdictions in Maryland and Delaware, where each agency was able to fill a timeline with the burglaries they were investigating and determined that they were dealing with a multi-jurisdictional serial burglar. Within a few days of the meeting, Prince George’s County Sheriff’s Department developed Thomas Jenkins (49) as a suspect after locating a vehicle at the rear of a building that had been burglarized.  The investigative efforts of the Dover Police Department and  Prince George’s County Sheriff’s helped in locating the suspects vehicle, and enabled officers to monitor Jenkins movements over a period of time.  On March 9th, Prince George’s County  Sheriff’s observed Thomas Jenkins at a commercial business, cutting a hole in the roof and entering through it.  When Jenkins fled the business, Prince George’s County Sheriff’s Department quickly took him into custody.  Jenkins was found in possession of .45 caliber handgun that was stolen from a business in Delaware State Police Troop 9 jurisdiction.  A search of Jenkins vehicle revealed an additional .45 caliber handgun stolen from the same business.  As a result of the collective efforts of the Dover Police Department, Prince Georges County Sheriff’s Department, Delaware State Police Department, and others, Thomas Jenkins will be charged in the eighteen commercial burglaries that occurred in Dover, Delaware.  Jenkins is currently being held by Maryland authorities and faces 72 charges from the Dover Police Department including the following:
-Wearing a Disguise During Commission of a Felony (4 counts)
-Third Degree Burglary (18 counts)
-Possession of Burglary Tools (18 counts)
-Theft Under $1,5000 (14 counts)
-Criminal Mischief (18 total counts/2 Felony Level)

Dover Police Safe Streets Team Seizes 130 Bags of Heroin During Probation Check

Incident #: 50-15-8960  Date/Time:  April 8th, 2015 at 11:05PM

Location:  38 North Edgehill Avenue, Dover, Delaware

Narrative:
The Dover Police Department Safe Streets Unit responded to a residence at 38 North Edgehill Avenue to conduct a curfew check on Monte Jackson (30), who is currently serving Level 3 Community Supervision through Delaware Probation and Parole.  During the curfew check, officers found Jackson to be in possession of 130 bags of heroin (1.95 grams), $2,050.00 Cash, numerous narcotic packaging items, a digital scale, and a “scoop spoon.”  Officers also learned that two small children  were inside of the residence at the time of the discovery.  Monte Jackson was committed to James T. Vaughn Correctional Center in default of $10,000 cash bond on the following charges:
-Possession With Intent To Deliver Heroin
-Possession of Drug Paraphernalia
-Possession of a Tier 1 Quantity Heroin
-Endangering the Welfare of a Child (2 counts)
-Violation of Probation

Burglary at China King Restaurant 4-8-14

Incident #: 50-15-8874  Date/Time:  April 8th, 2015 b/t 12:30AM-1:17AM

Location:  China King, 760 Walker Road, Dover, Delaware

Narrative:
The Dover Police Department is investigating a burglary of the China King restaurant at 760 Walker Road.  The incident occurred between 12:30AM and 1:17AM when an unknown suspect entered the business by prying open a rear door.  Once inside the suspect removed an undisclosed amount of cash and rummaged through some items at the front counter, then fled the area.  The suspect is believed to be a male of average height and build, but no further description was available at this time.

Gold Alert Cancelled-Subject Located

Update:
Francis P. Moore Sr. was successfully located by his son-in-law who reported him being missing.  Moore was found in good health and was being cared for by other family.  At this time, the Dover Police Department has cancelled the Gold Alert issued for Moore.

Narrative:

The Dover Police Department is issuing a Gold Alert for a missing 84-year-old man who suffers from dementia and other medical conditions. Francis P. Moore Sr. was supposed to be picked up at the Modern Maturity Center by his son-in-law between 2:30 and 3:00PM.  It was believed that his son took him to the Modern Maturity Center earlier that day.  During the investigation, police learned that the son may have taken Moore to a residence in the 200 block of North Kirkwood Street, however police have been unable to contact anyone in the residence in person or by phone, therefore officers have not been able to confirm the well-being of Moore.  Moore is described a  black male, 5’3″, 140 lbs, dark skin, gray hair, and was last seen wearing a blue jogging suit with black sneakers and a black jacket.  Anyone with any information should contact the Dover Police Department at 302-736-7111.

2.7 Pounds of Marijuana Seized, Two Arrested 4-7-2015

Narrative:
The Dover  Police Department Drugs, Vice, and Organized Crime Unit and the Safe Streets Unit arrested two people in possession of 2.7 pounds of marijuana.  Detectives working a drug investigation contacted Dorothy Cooksey (40) and Calvin Ewing (40) at 55 Loockerman Plaza in Dover and found them in possession of the marijuana.  Both suspects were arrested without incident and charged with the following crimes:
-Possession With Intent to Deliver Marijuana
-Conspiracy 2nd Degree
-Possession of Drug Paraphernalia
-Possession of a Tier 1 Quantity of Marijuana
