Narrative:

On July 15, 2014 at 1634 hours the City of Dover Police Drug, Vice, and Organized Crime Unit contacted defendant Kwmane Stubbs (33) in the parking lot of Bay Court Plaza in Dover Delaware. Defendant Stubbs was the target of a heroin distribution investigation where he previously sold heroin to an undercover Police Officer. When defendant Stubbs was taken into custody an additional 130 bags of heroin packaged for sale was located in his clothing. Stubbs was also wanted by the Court of Common Pleas in Kent County for numerous  capias. Defendant Subbs was arraigned at JP#7 and committed to James T. Vaughn Correctional Center in default of $11,500.00 bond.

Body Found in 2012 Identified (Update to July 1st Story)

Update: After nearly two years, the body of a male subject found in a wooded area of Dover in November of 2012 has been positively identified.  The family of Ian Michael Withrow (DOB: 10-18-80) visited the Dover Police Department on Saturday, July 12th after recognizing the forensic artist model and tattoos that were released by the Delaware withrowOffice of the Chief Medical Examiner and the Dover Police Department on July 1st, 2014.  The family were able to provide details on additional tattoos and information that was not released to the public, leading to the positive identification of Withrow who is from the Felton/Kent County area.  The Dover Police Department would like to thank the Office of the Chief Medical Examiner for their hard work in resolving this case, as well as members of the media and public who shared this story, leading to a positive identification.

Original Story: In November of 2012, the Dover Police Department were called to a wooded area near West Rustic Lane/Crawford Carroll Drive (woods near Sam’s Club) for the discovery of human remains.  Efforts to identify the man to this date have been unsuccessful.  The Delaware Office of the Chief Medical Examiner has worked with a forensic artist from Texas to create a three-dimensional facial reconstruction of the man, and tattoos that were found on him.  The man is believed to have been between 35-45 years of age and had been dead for up to 3 months before the discovery of his remains.  If anybody has any information, you are asked to call the Dover Police Department Criminal Investigations Unit at (302)-736-7111 or Hal Brown, Deputy Director, Office of the Chief Medical Examiner, at (302)-577-3420.  Below is a copy of the press release issued by the  Office of the Chief Medical Examiner, as well as the photos from the facial reconstruction.

TEXAS FORENSIC ARTIST CREATES FACIAL RECONSTRUCTION IN EFFORT TO IDENTIFY MALE BODY FOUND IN DOVER IN 2012

WILMINGTON (June 30, 2014) – In an effort to identify a body found in a wooded area in Dover in November 2012, the Office of the Chief Medical Examiner has received the assistance of a Texas forensic artist in creating a three-dimensional facial reconstruction of the man.

The man’s remains were found Nov. 2, 2012, in a wooded area near West Rustic Lane and Crawford Carroll Drive in Dover. He is believed to be between ages 35 and 45. The Medical Examiner’s Office said the man may have been dead for up to three months. The cause and manner of his death are undetermined.

Hal Brown, deputy director of the Office of the Chief Medical (OCME), said because of the advanced stage of decomposition of the body, typical efforts to identify the man have not been successful.

“Our goal is to identify the man and inform any living family members about his death,” Brown said. “The three-dimensional reconstruction is another tool we are using to accomplish that goal.”

In December 2012, Denton County Sheriff’s Deputy Leslie Willingham, who has hundreds of hours of training in forensic art and is widely recognized as one of the most experienced practitioners in the field, contacted the Delaware OCME to offer her services. This led to a January 2013 CT scan of the skull, performed at Papastavros’ Associates Medical Imaging in Wilmington, and subsequent forensic work in 2013. Papastavro’ Associates provided the service in hopes of assisting in the man’s identification.

During 2014, Deputy Willingham has assisted more than a dozen federal and state agencies with forensic art cases. In the North Texas area, her composite drawings have helped to identify suspects and led to several arrests.

“It’s important to note that a three-dimension facial reconstruction is not a portrait,” Deputy Willingham said. “It is created so that someone who sees the reconstruction might realize that he looks like someone they know. His eyes may be a different color, the shape of his eyes and mouth may be slightly different. They are artistic representations based on the best available scientific information.”

The reconstruction used information that usually is not available. The Medical Examiner’s Office photographed tattoos on the body, which were incorporated into the reconstruction. The man’s hair color is known to be brown, with pattern baldness, and he had a recent haircut. He also had a slight beard on the sides of his jawline, and some of his hair had a reddish tint.

Arrest Made in Burglary Investigation

Narrative

On July 15, 2014 at 1430 hours Officers of the Dover Police Department arrested defendant Ronnie Rust (40) for a residential burglary that occurred within the 100 block of South State Street in Dover. The investigation revealed the defendant unlawfully entered the residence and removed a metal radiator and sold it to a recycling center a short time later. Defendant Rust was arrested and then arraigned at JP#7. Rust was committed to James T. Vaughn Correctional Center in default of $7,000.00 secured bond.

Man Robbed Near His Home

Narrative

On Monday July 14, 2014 a 28 year old victim received a ride from two acquaintances to cash his paycheck at a local business in Dover. Upon arriving back to the victim’s neighborhood defendant Leroy Harris (31) punched the victim in the face and stole an undisclosed amount of money from the victim. Defendant Harris got back into defendant David Donnelly’s (28) vehicle and they fled north bound on SR1. A general broadcast was made to neighboring police jurisdictions and an Officer of the Smyrna Police Department observed the suspects. Defendant Harris and Defendant Donnelly were stopped and taken into custody without incident. Defendant Donnelly was arraigned at JP#7 and committed to James T. Vaughn Correctional Center in default of $5,000.00 secured bond. Defendant Harris was arraigned at JP#7 and committed to James T. Vaughn Correctional Center in default of $5,500.00 secured bond.

Dover Police and Target Hosting National Night Out

The Dover Police Department will once again bring the National  Night Out to the Target parking lot on Tuesday, August 5th from 6-8pm.  The event brings the Dover Police Department, along with several emergency agencies and military personnel to one place where the public can bring their families to meet and greet local heroes and see the equipment used in their jobs while forming a positive relationship with the community.  In addition to appearances and demonstrations by these agencies, Night Out will feature fun activities for all ages along with food and beverages for all while supplies last.  The Dover Police Department and Target Department Store look forward to continuing the National Night Out tradition and their relationship to improve the Dover community through events such as this and the Heroes and Helpers Christmas program.  The National Night Out  gives us the opportunity to show our citizens what we do, the vehicles and equipment we use, and really gives people that attend a sense of pride in their emergency responders.  It is an opportunity for communities nationwide to promote police-community partnerships, crime prevention, and neighborhood camaraderie. While the one night is certainly not an answer to crime, drugs and violence, National Night Out represents the kind of spirit, energy and determination to help make neighborhoods a safer place year round. The night celebrates safety and crime prevention successes and works to expand and strengthen programs for the next 364 days.  The event gives us the ability to connect with people on a personal level, in a positive environment outside of the typical situations people tend to interact with us.  Kids can try on gear that officers wear, sit on a police motorcycle, put out a fire with the Dover Fire Department, and much more.  We are excited to put on this event once again and look forward to many families visiting us on August 5th.

Three Arrested for Weapons Charges During Traffic Stop 7-14-14

Narrative
Three people are facing weapons charges after an early morning traffic stop led to the discovery of two firearms, one of which was stolen.  While on patrol, a Dover Police officer observed a vehicle traveling north on DuPont Highway in the area of Rustic Lane operating with tags that expired in April of 2014.  The officer attempted to stop the vehicle, but it continued to travel northbound, bypassing several areas to stop safely, finally pulling over in the parking lot of a business near Kentwood Drive.  Upon stopping, a subject exited the right rear passenger seat and fled the area, but three other subject remained in the vehicle.  The officer contacted those subjects and discovered that the driver, Lateef Dickerson, was intoxicated.  During the investigation, officers discovered two firearms inside the vehicle.  One weapon was a .38 caliber Taurus revolver that was reported stolen to Troop 9 of the Delaware State Police.  The other was a 9mm Ruger.  Both weapons were loaded at the time of the discovery.  The three remaining occupants of the vehicle were all taken into custody without further incident.  The investigation into the subject who fled is still ongoing at this time.

Two Men Arrested After Attempted Robbery of Man Downtown

Location: Kings Highway/Division Street, Dover, Delaware

Narrative:
Two men are in custody and facing charges of 2nd degree attempted robbery after assaulting a man and attempting to take his money on Friday afternoon.  Shortly after noon on Friday, police responded to the area of Kings Highway and Division Street for an attempted armed robbery.  Upon arrival, a male victim advised that two suspects had assaulted him by punching him in the face and then rummaged through his pockets/clothing seeking money.  The suspect then fled without anything.  A short time later, police observed Maurice Butler (22) and Shaquille Drummond (18).  Drummond was taken into custody immediately without incident.  Butler fled from Dover officers towards the area of Central Middle School, running through the woods and eventually being captured inside of the Silver Lake Park.  The victim did not sustain any serious injuries.  Bond information was nto available at the time of release.

Narrative:
DeShaun Harris (29), has been arrested by the US Marshall’s Fugitive Task Force after failing to re-register his address.  Harris was unable to be found by local authorities and was arrested on Thursday, July 10th at approximately 12:00PM in the King’s Cliff Mobile Home Park, located off of South Bay Road in Dover.  Harris also had numerous capias’ for his arrest from various courts.  Harris was arraigned at Justice of the Peace Court 7 and is being held at James T. Vaugn Correctional Center in lieu of $7,400.00 secured bond.
