Narrative: The Dover Police Department arrested Marlon Martinez (19) on several weapons offenses. The Dover Police Department Street Crimes Unit, Drugs, Vice, and Organized Crime Unit and Delaware Probation and Parole made the arrest on Wednesday, March 18th at 7:02 p.m. in the 200 Block of Northdown Drive on a felony warrant previously issued for Possession of Ammunition by a Person Prohibited. Martinez attempted to flee from officers on foot but was apprehended by pursuing officers.

After taking Martinez into custody, officers found a Country Arms RAS47 firearm concealed in his pants. That firearm was loaded with 7.62 caliber ammunition. Officers then obtained a search warrant for Martinez’ residence in the 200 Block of Northdown Drive. During this search warrant, officers located additional firearms and twelve different calibers of ammunition in the home.

Martinez was committed to SCI on a $107,000 cash bond on the following offenses:
-Possession of Firearm by Person Prohibited
-Possession of Ammunition by Person Prohibited (12x)
-Carry Concealed Deadly Weapon
-Resisting Arrest
-Large Capacity Magazine

Narrative: The Dover Police Department is investigating an early morning burglary at M&N Smoke Shop on White Oak Road. Officers responded to the area at approximately 5:59 A.M. for an alarm. Upon arrival officers observed that the front glass to the business had been shattered. Surveillance footage showed that three unknown suspects forced entry into the business and took an undetermined amount of merchandise from the business after damaging a display case.

Original Narrative: The Dover Police Department has issued a Gold Alert for Eliseyah Morales(15), of Dover. Morales was last seen at approximately 5:32 p.m. in the 400 Block of Harmony Lane in Dover, DE. Attempts to contact or locate her have been unsuccessful, and there is a concern for her safety and well-being. Morales is described as a black female, 5″6″, 110 pounds. She was last seen wearing all black clothing, a leopard print bag, Jordan brand shoes, and long braided hair. Morales resides in the Dover, DE area. Narrative: The Dover Police Department is investigating a fatal motor vehicle collision involving a pedestrian. The incident occurred shortly after 4:00a.m. on Monday, March 9th, 2026 when Victoria Bynes (54 year-old female) was crossing westbound across North DuPont Highway. While Bynes was crossing the highway on foot, a gray Chevrolet Equinox operated by a 29-year-old female was traveling in the left northbound lane of North DuPont Highway. The Equinox struck Bynes in the left travel lane and continued northbound, returning to the scene shortly after the collision. Bynes was wearing dark non-reflective clothing at the time. Responding officers and emergency medical personnel performed immediate life saving measures, however Bynes succumbed to her injuries shortly after.

The collision remains under active investigation by the Dover Police Department Collision Reconstruction Unit and are continuing to review all available evidence, including witness statements, scene evidence, and any potential video footage related to the incident.

At this time, no charges have been filed. However, the investigation is ongoing, and the case will be reviewed in its entirety upon completion. Any potential charges will be determined based on the findings of the investigation and in consultation with the Delaware Department of Justice.

Narrative: The Dover Police Department has issued a Gold Alert for Jerome Barlow(41), of Dover. Barlow was last seen at approximately 7:19 p.m. in the area of Dover Behavioral Health, 721 Horsepond Road Dover, DE. Attempts to contact or locate him have been unsuccessful, and there is a concern for his safety and well-being. Barlow is described as a black male, 6″1″, 180 pounds. Narrative: The Dover Police Department is investigating a shooting that damaged a home and a vehicle on Friday evening. The investigation began at 7:41 p.m., when Dover Police were called to Hitching Post Drive for the report of shots fired. Upon arrival, Officers located evidence that a shooting had occurred. The ensuing investigation revealed that an occupied home in the unit block of Hitching Post Drive and an unoccupied vehicle had been shot. Thankfully, no injuries occurred as a result of this incident.

There are no leads to release at this time.
