Arrest Made, Second Suspect Sought, in Sunday Morning Robbery 7-30-2019

Narrative: 

The Dover Police Department arrested one suspect and is seeking a second from an early morning robbery on Sunday, July 28th.  At approximately 5:42AM, a 35-year-old male was in the area of West Loockerman Street and S. Governors Avenue when he was approached by two male suspects who assaulted him and choked him to the point of losing consciousness.  The suspects stole a cell phone from the victim and fled the area.  Officers located Ezekiel Sullivan (26) in the downtown area after he was identified as a suspect based on area surveillance cameras and arrested him without incident.  Deshaun Harris (41) is currently wanted after also being identified by downtown surveillance cameras.

Ezekiel Sullivan was committed to SCI in default of $25,000 secured bond on the following offenses:
-Robbery 1st Degree
-Assault 2nd Degree
-Conspiracy 2nd Degree

Deshaun Harris is currently wanted on the same charges.

Man Arrested for Two Robberies in Same Day 7-28-2019

Narrative: 

The Dover Police Department arrested Michael Hill (38) twice on Saturday, July 27th, 2019 after committing two separate robberies.  

The first incident occurred at approximately 7:44AM when Hill entered the Holy Cross Church at 631 S. State Street and was stealing money from a collection container inside the church.  When approached by a 68-year-old male from the church, Hill threw him to the ground and fled with an undisclosed amount of cash.  Responding officers located Hill in the area of S. Governors Avenue and Water Street on a bicycle.  When Hill was contacted, he fled on foot.  Officers successfully took Hill into custody without incident.  The money that was stolen was found on Hill and returned to the church.  

Hill was then released on an O.R. Bond on the following charges:
-Robbery 2nd Degree
-Resisting Arrest
-Criminal Impersonation
-Disorderly Conduct

 

At approximately 2:48PM, officers responded to the area of S. New Street and Reed Street for a report of a robbery.  A 34-year-old male was found with an injury to his eye and reported to police that a male suspect had struck him in the eye with a blunt object (possibly a bottle) and demanded money from him.  As a female acquaintance attempted to help the male victim into her car, the suspect continued to demand money and lunge at the female with the object in a threatening manner.  When officers obtained the description of the suspect, it matched the earlier description of Michael Hill.  The victims in the 2nd robbery were able to positively identify Hill as the suspect.  Officers located Hill a short time later in the area of Reed Street and arrested him without incident.  

Hill was then committed to SCI in default of $8,900 cash bond on the following charges:
-Robbery 1st Degree
-Assault 2nd Degree
-Possession of Deadly Weapon During Commission of Felony
-Aggravated Menacing

Residential Burglary at Barrister Place 7-25-2019

The Dover Police Department is investigating a residential burglary that occurred in the 400 Block of Barrister Place.  The incident occurred sometime between July 20th-July 24th, 2019 when the resident was not at the home.  During this time, an unknown suspect(s)entered the home through a rear sliding door and stole the following items:
-Sectional Couch
-Leather Recliner
-55″ Television
-32″ Television
-XBOX Game Console

Save-A-Lot Armed Robbery 7-25-2019

Narrative: 

The Dover Police Department is investigating an armed robbery that occurred at the Save-A-Lot grocery store on Wednesday night.  At approximately 8:50PM, a suspect entered the business displaying a black handgun and demanded cash from an employee.  The employee complied and the suspect fled with an undisclosed amount of cash.  The suspect was last seen running across S. Bay Road and into the parking lot of the Blue Hen Corporate Center in a northeast direction.  

The suspect was described as a black male in his twenties, wearing an opaque face mask, sark blue Polo brand hooded sweatshirt (red Polo horse on chest), dark pants, and black shoes with a white sole.

Fingerprints Lead to Arrest in Residential Burglary 7-24-2019

Narrative: 

The Dover Police Department has arrested Julian Lark (28) for a residential burglary that occurred in the Unit Block of N. New Street.  The incident occurred sometime between 10:00AM on July 18th, 2019 and 2:00AM on July 19th, 2019, when a suspect entered an apartment by removing a window air conditioning unit and stole a television.  Detectives obtained fingerprints from the scene at the time and analysis revealed that the prints belonged to Julian Lark.  Lark was arrested on Tuesday, July 23rd, 2019 after being seen by the Dover Police Street Crimes Unit in the area of New and Reed Streets.

Lark was released on an O.R. Bond on the following charges:
-Burglary 2nd Degree
-Theft Under $1,500

Robbery Suspect Arrested with Assistance from DPD K9 7-23-2019

Narrative: 

The Dover Police Department arrested an armed robbery suspect with the assistance of a police K9 on Monday night.  At approximately 10:06PM, Shaquan Shields (17), approached a 48-year-old male victim at a bus stop at the intersection of Loockerman Street and Federal Street.  Shields produced a black handgun and demanded the victim’s money and cellphone.  Shields was observed riding a blue bicycle by responding officers in the area of New Street and Loockerman Street.  Shields then fled the area.  Dover Police K9 (Gerome) then tracked and apprehended the suspect who was found hiding in the rear parking lot of a business in the area of South Governors Avenue and North Street.  

Shields was treated and released for minor injuries from the K9 apprehension and was later charged with the following offenses: 
-Robbery 1st Degree
-Possession of Deadly Weapon During Commission of Felony
-Resisting Arrest
-Local Fugitive

Carjacking/Shooting on S. New Street 7-23-2019

Narrative: 

The Dover Police Department is investigating a carjacking and shooting that occurred on Sunday morning.  At approximately 12:45AM on Sunday, July 21st, a 32-year-old male victim advised that he was standing near a white 2010 Hyundai Sonata in the area of S. New Street and Reed Street.  The victim was approached by an unknown black male suspect who was armed with a handgun and demanded the victim walk away from the car.  The suspect then fired multiple shots before fleeing in the vehicle.  The victim was struck by one round that hit his left ear, then entered his neck/shoulder area and was lodged in his torso.  The victim is in stable condition and is being treated at a Delaware hospital at this time.

Vehicular Homicide Arrest 7-23-2019

Location:  East Water Street, East of New Castle Avenue, Dover, DE

Narrative: 

The Dover Police Department has arrested 32-year-old Simone Fassett in connection with a Vehicular Homicide that occurred on Friday, July 19th.  At approximately 9:02PM, Fassett struck Antron Raisin (35) and another male victim with a 2009 Nissan Murano following a dispute between both victim’s and Fassett’s boyfriend, Andre Singletary.  During the dispute, Singletary had also displayed a large knife and threatened one of the victims.  

Fassett then struck both victim’s with her vehicle and fled the scene. 

Antron Raisin later succumbed to his injuries while receiving treatment at a nearby hospital.  The second victim in this case was treated and released with non-life threatening injuries. 

Detectives located the vehicle on July 20th, 2019 at a family member’s residence in Rock Hall, Maryland and arrested Simone Fassett without incident.

Andre Singletary was also arrested for his role in the dispute without incident.  

Simone Fassett was committed to Baylor Women’s Correctional Institution in default of $20,000 secured bond on the following offenses:
-Vehicular Homicide 2nd Degree
-Assault 2nd Degree

Andre Singletary was committed to SCI in default of $35,000 secured bond on the following offenses:
-Possession of Deadly Weapon During Commission of Felony
-Aggravated Menacing
-Reckless Endangering 1st Degree
