Arrest Made for Starting Several Fires at Clearfield Apartments 10-5-2018

Narrative: 

The Dover Police Department arrested 62-year-old Dail Morris on several arson charges following a months long investigation by the Dover Police, Dover Fire Marshal, and Dover Fire Department.  The investigation was the result of several intentionally set fires inside of two buildings belonging to Clearfield Apartments between May and October of 2018.  Morris was charged with several charges related to the following incidents:

  • 05/05/2018 at approximately 2057 a suspect started a fire in a trashcan inside of 100 Haman Drive
  • 08/26/2018 at approximately 2135 a suspect started a fire in a trashcan inside of 100 Haman Drive
  • 08/26/2018 at approximately 2247 a suspect started a fire in a trashcan inside of 100 Haman Drive
  • 08/26/2018 at approximately 2358 a suspect started a fire in the hallway of 110 Haman Drive
  • 09/10/2018 at approximately 2342 hours a suspect started a fire in a dumpster located in the parking lot of 110 Haman Drive
  • 09/11/2018 at approximately 0035 hours a suspect started a fire in a dumpster located in the parking lot of 100 Haman Drive 
  • 09/13/2018 at approximately 2200 hours a suspect started a fire in a dumpster located in the parking lot of 110 Haman Drive
  • 10/3/2018 at approximately 2018 hours a suspect started a fire in a dumpster located in the parking lot of 110 Haman Drive
  • 10/03/2018 at approximately 2051 hours a suspect started a fire inside of the laundry room of 100 Haman Drive
  • 10/04/2018 at approximately 0015 hours a suspect started a fire on a vehicle causing approximately $2600 USC damage to same.

Dail Morris was committed to SCI in default of $28,500 secured bond on the following offenses:
-Arson 1st Degree (2x)
-Arson 2nd Degree
-Reckless Burning (7x)

UPDATE/ARREST MADE: Two Shot When Fight Breaks Out At Large House Party 9-8-2018

UPDATE:

The Dover Police Department arrested 22-year-old Marquis Harris of Dover, DE for the shooting of two people at a party on September 8th.  Detectives developed Harris as a suspect in the incident and on October 2nd, members of the 1st State Fugitive Task Force arrested Harris in the 300 block of East Commerce Street in Smyrna, DE without incident.  Harris was committed to SCI in default of $81,000 cash bond on the following charges:
-Assault 1st Degree (2x)
-Possession of Firearm During Commission of Felony
-Reckless Endangering 1st Degree
-Criminal Mischief

Narrative: 

The Dover Police Department is investigating a shooting that left two people with non-life threatening injuries on Saturday morning.  At approximately 2:22AM, officers responded to the Unit Block of Nicholas Drive for a report of shots fired.  Officers learned that there was a large party at the residence and a large fight broke out in the front yard of the home.  During that time, an unknown black male suspect fired multiple rounds into the crowd.  A 20-year-old female victim and male victim were struck in the back and transported to Bayhealth Kent General Hospital for treatment for their injuries.

Man Wanted for Rape 2nd Degree 10-4-2018

Narrative: 

The Dover Police Department is seeking a suspect wanted for 2nd Degree Rape of a then 6-year-old girl in March of 2011.  The Dover Police Department learned of the allegations made against Juan Carlos Hernandez (DOB: 7-30-85) after the victim disclosed the incident to a school therapist.  Following a forensic interview and a review of other evidence, detectives obtained a warrant for 2nd Degree Rape for Hernandez.  Hernandez’s location is unknown and it is possible that he has returned to Mexico since the incident occurred.

DUI Suspect Found in Possession of Firearm, Assaults Officers 10-1-2018

Narrative: 

A 29-year-old Dover man was arrested for DUI and firearms charges on Sunday morning.  At approximately 3:32AM, officers responded to the area of 298 S. DuPont Highway for a report of a subject passed out behind the wheel.  Officers arrived and contacted Tyrell Joseph (29).  After several attempts to wake Joseph, he responded but refused all sobriety tests and was uncooperative with officers.  Joseph was taken into custody and a tow truck was called to remove his vehicle.  While conducting an inventory of the vehicle, officers located a loaded 9mm handgun in the glove box of the vehicle that was reported stolen from a prior Delaware State Police case.  

Officers attempted to search Joseph and he continued to resist officers’ efforts and was spitting at and kicking several officers.  

Joseph was committed to SCI in default of $14,750 secured bond on the following offenses:

Dover Woman Arrested on Drug Charges During Vehicle Stop 10-1-2018

Narrative: 

The Dover Police Department arrested Tierra Johnson (30) on drug charges on Friday night.  Officers stopped a vehicle that Johnson was operating and detected a strong odor of marijuana coming from the vehicle.  A search of the vehicle led to the discovery of 103.2 grams of marijuana, packaging materials, a digital scale, and$1,178 in suspected drug proceeds.   Johnson was committed to Baylor Women’s Correctional Center on a $15,500 secured bond and had her bond revoked on pending drug related charges.

Johnson was charged with Possession with Intent to Deliver Marijuana and Drug Paraphernalia.

Dover Police and Delaware Probation and Parole Operation Leads to Seizure of 7,500 Bags of Heroin, 30.4 Grams of Ecstasy, and Firearm 10-1-2018

Narrative: 

The Dover Police Department’s Drugs, Vice, and Organized Crime Unit, Street Crimes Unit, and Delaware Probation and Parole arrested three people on drug and firearms charges as the result of a drug investigation.

Officers contacted Jeremy Thompson (28) in the parking lot of McDonald’s located at 915 S. DuPont Highway as he was completing a transaction for MDMA (ecstasy) to Robert Burkhamer (32).  Both Thompson and Burkhamer were arrested without incident.  Thompson was also found in possession of a 9mm handgun, 7.155 grams of heroin, and 1.55 grams of MDMA in the vehicle he was operating.

Following Thompson’s arrest, Dover Police assisted Delaware Probation and Parole with an Administrative Search of a room at the Super 8 hotel (348 N. DuPont Highway), where Thompson was staying with Jasmine Carter (24).  During a search of the room, officers located the an additional 45.7 grams of heroin and 28.85 grams of MDMA.  The total weight of heroin from the investigation was 52.862 grams or approximately 7,500 bags.

As a result of the investigation, Jeremy Thompson was committed to SCI in default of $345,500 secured bond on the following offenses:
-Possession with Intent to Deliver Heroin
-Possession of Heroin (Tier 5 Qty)
-Possession with Intent to Deliver MDMA
-Possession of MDMA (Tier 5 Qty)
-Possession of Firearm by Person Prohibited (2x)
-Possession of Firearm and Drugs
-Conspiracy 2nd Degree
-Possession of Firearm During Commission of Felony

Dover Police Barricade Incident at Cedar Chase Apartments 9-29-2018

Narrative: 

The Dover Police Department responded to Building B in Cedar Chase Apartments at approximately 11:02AM on Saturday, September 29th for a domestic related incident.  Officers contacted a female victim who advised that her boyfriend had held a knife to her and made threats to kill her.  The victim was able to flee the apartment and notify police.  When officers attempted to contact the boyfriend, Kaaba Chambers (41) inside the apartment, it was learned that the main door was heavily barricaded.  The Dover Police Special Operations Team and Crisis Negotiation Team were called to the scene.  For approximately 3 hours, officers attempted to contact Chambers utilizing several methods including a loud speaker, a tactical phone that was deployed inside the apartment, through social media, and through family members.  The Delaware State Police also assisted by deploying robots into the home to assist Dover officers in seeing the home via remote camera. Most of the home was able to be checked using that device with the exception of a bathroom. At approximately 2:53PM, officers began making entry into the apartment.  After complications caused by the barricaded entryways, officers made entry and discovered Chambers deceased in a bathroom.  Chambers death was the result of an apparent suicide, however the official cause of death will be determined by the State of Delaware Office of the Medical Examiner.
