Traffic Violation Leads to Drug Arrest 10-17-16

Narrative:

The Dover Police Street Crimes Unit arrested Pierre Downs (39) just one week after being arrested on robbery and weapons charges.  Officers attempted to stop an orange Dodge Charger that was seen driving at a high rate of speed in the area of North New Street at Fulton Street.  The vehicle failed to stop despite officers attempting to pull it over, traveling to Lincoln Street and Forrest Street and stopping for police.  Officers contacted Pierre Downs who was found to be in possession of 1.5 grams of crack cocaine and $1,019 in drug proceeds.  It was also learned that Downs ingested an unknown amount of crack cocaine in an attempt to conceal it from officers and had to be treated at a local hospital as a result.  Downs’ bond from his October 7th arrest was revoked and he was committed to JTVCC on $26,350 secured bond on the following charges:
-Possession with Intent to Deliver Cocaine
-Possession of Drug Paraphernalia
-Resisting Arrest
-Tampering with Physical Evidence
-Disregard Police Officer Signal
-Multiple Traffic Offenses

Arrest Made in Monroe Terrace Shooting 10-17-16

UPDATE:

Detectives identified and arrested 16-year-old Sencier Mansfield in the October 14th shooting on Monroe Terrace.  Mansfield was identified as the suspect during the investigation and was arrested without incident on Saturday evening and charged with
Possession of a Firearm by Person Prohibited (juvenile) and Criminal Mischief.

Narrative:

The Dover Police Department is investigating a late night shooting that damaged a vehicle on Friday.  At approximately 11:51PM, officers responded to the 900 Block of Monroe Terrace for a shots fired call.  No persons were injured, however a 2015 Dodge Dart was struck multiple times.

Burglary at The Greene Turtle 10-13-16

Narrative:

The Dover Police Department is investigating a burglary at The Greene Turtle located at 391 N. DuPont Highway.  At 5:12AM on Wednesday, three unknown suspects, wearing hooded jackets and winter gloves approached the business.  One suspect unlawfully entered the business through the front door and damaged a register and stole a cash drawer, fleeing the area with the other suspects on foot.

Burglary at Route 8 Capriotti’s 10-13-16

Narrative:

The Dover Police Department is investigating a burglary at Capriotti’s that occurred on Tuesday night at 11:54PM.  The incident occurred when three male suspects, wearing dark clothing, used a rock to break the front glass door.  The suspects then stole the cash register and fled the area on foot.

Serious Motor Vehicle Accident 10-11-2016

Narrative:

The Dover Police Department is investigating a serious motor vehicle accident that occurred early Tuesday morning that left two men hospitalized with serious injuries.  At approximately 12:22AM, two 21-year-old men were riding a street legal motorcycle (dirtbike) eastbound on Forrest Avenue, approaching Kenton Road.  A Ford Fusion was attempting a left turn from w/b Forrest Avenue into the Kent Eight Shopping Center, when the motorcycle struck the passenger side of the vehicle, causing the driver and passenger on the motorcycle to be ejected.  Both occupants of the motorcycle are hospitalized with serious injuries at this time.  The driver of the Fusion was uninjured.

It is believed a combination of speed and alcohol of the motorcycle operator were contributing factors in the accident.  Charges are expected at a later time.

 

 

Robbery Suspect Arrested During Search Warrant 10-10-16

Narrative:

The Dover Police Department arrested Pierre Downs for charges relating to a September 23rd robbery on Friday, October 7th.  Officers executed a search warrant at Downs home in the 100 Block of N. Queen Street which led to the arrest of Downs.

Officers originally contacted the victim of the robbery at a nearby hospital when an assault victim arrived for medical treatment.  The victim advised that he was threatened by a group of suspects in the 100 Block of West Loockerman Street and was then struck multiple times by unknown suspects.  The victim, who was beaten unconscious, stated that the suspects also removed his wallet, cash, cellphone, and a firearm from his vehicle.  Downtown surveillance cameras showed the assault and also showed Pierre Downs as the suspect who stole the firearm from the vehicle.

Downs was arrested on October 10th without incident during the search warrant.  The investigation remains open as officials work to identify the other suspects involved.  Three other men were taken into custody during the search warrant and issued criminal summons for drug paraphernalia or possession of marijuana charges.

Downs was committed to JTVCC in default of $40,000 cash and $5,000 secured bonds on the following charges:

Burglary at Dover Express Convenience Store 10-10-16

Narrative:

The Dover Police Department is investigating a burglary at Dover Express that occurred at 2:07AM on Monday morning.  The incident occurred when a male suspect used a tool (possibly a tire iron or similar shaped tool), to break the front window to the business located at 133 Saulsbury Road.  Once inside, the suspect removed a register containing an undisclosed amount of cash and fled north.  The cash register was later located by responding officers in a field just north of the business.  The suspect appears to be a heavyset male wearing dark clothing and white latex gloves.
