Dover Police Investigate Homicide on North New Street 4-26-15

Narrative:

The Dover Police Department Criminal Investigations Unit is investigating the shooting death of a 29-year-old man early Sunday morning. At approximately 3:54AM, witnesses reported hearing a single gun shot in the area of the unit block of North New Street.  A short time later, witnesses observed the body of David L. Clark lying on the ground with an apparent gunshot wound to his upper body.  There are no further details to be released at this time.

Residential Burglary Village Drive 4-23-15

Narrative:
The Dover Police Department Criminal Investigations Unit is investigating an afternoon residential burglary that occurred on Tuesday, April 21st.  An unknown suspect entered the residence between 1-1:25PM through an unsecured front door.  Once inside, they used a backpack found inside the residence to steal a Playstation 4 and a game.  The victim returned home during the burglary and the suspect fled out the back door with the property.  The victim described the suspect as  a black male suspect, 5’9″, 180 pounds, short hair cut, wearing a yellow windbreaker style jacket and black pants.  The investigation is still ongoing and anyone with information is asked to contact the Dover Police Department at (302)736-7111.  Callers may remain anonymous.  Tips can also be submitted to law enforcement through tip lines maintained by Delaware Crime Stoppers at 1-800-TIP-3333 or on-line at www.tipsubmit.com.

Pizza Delivery Person Assaulted and Robbed 4-20-15

Narrative:

The Dover Police Department is investigating the robbery of a Domino’s pizza delivery man that occurred in the unit block of Mitscher Road on Saturday night.  While attempting to deliver pizza to a residence, an unknown black male suspect struck the victim with an unknown object and took the food, and fled in an unknown direction.  The suspect was described as a black male, wearing a light colored sweatshirt, a light colored shirt around his face, black pants, and medium to long length black hair.  The investigation is still ongoing and anyone with information is asked to contact the Dover Police Department at (302)736-7111.  Callers may remain anonymous.  Tips can also be submitted to law enforcement through tip lines maintained by Delaware Crime Stoppers at 1-800-TIP-3333 or on-line at www.tipsubmit.com.

Dover Police Combine Efforts With Dover Fire Department and Delaware State Police To Bring Successful Conclusion to Barricaded Subject 4-19-2015

Narrative:

At approximately 2:47AM, officers from the Dover Police Department responded to the unit block of Primrose Drive for a call of a possible burglary in progress.  While investigating the call, officers found that the noise that startled the caller was coming from a nearby residence.  As officers approached the residence, they heard a loud noise that was thought to be a gun shot.  After hearing what they believed to be a gunshot, officers observed smoke coming from the residence and notified the Dover Fire Department.  Once the Dover Fire Department arrived on scene, entry was made into the residence and firefighters extinguished a small kitchen fire.  While checking the remainder of the residence, Cliffton Stevens (39) charged the firefighters and chased them out of the residence, throwing objects at them.  Officers and firefighters observed that Stevens had multiple self-inflicted injuries to his body.  Officers attempted to take Stevens into custody due to his manic behavior,  however he was able to retreat into the residence and barricade both doorways.  The Dover Police Department Crisis Negotiation Team (CNT) and Special Operations Response Team (SORT) responded to the scene.  For over four hours, officers made numerous efforts to contact Stevens to negotiate a safe exit; including the use of various forms of telephone communications, LRAD (Long Range Acoustic Device), and other tools.  During this time, it was learned that Stevens suffered from a mental condition that was responsible for his behavior.  Despite the efforts, Stevens refused to answer and communicate with police.  Officers from the Dover Police Special Operations Response Team, with assistance from officers of the Delaware State Police, made a strategic entry into the residence.  Despite Stevens violently struggling with officers, police were successful in the safe rescue of Stevens from the residence.  He was immediately transported to a local hospital for treatment for his condition and his self-inflicted injuries.  During the ordeal, area residences were evacuated and held in the community pool house parking lot for their safety.  The Dover Police Department would like to thank the Dover Fire Department and Delaware State Police for their response and efforts in aiding Stevens and protecting the surrounding neighbors.

This incident is not related to any incident involving the Delaware State University as some media outlets have reported.
