Narrative:

The Dover Police Department has issued a Gold Alert for Ara Isis Rayne Warren, 24, of Dover, DE. Warren suffers from a condition that may pose a risk to her health and safety if not properly monitored and treated. Warren is described as a black female, 5’3″, 180 pounds, with brown hair and brown eyes. Warren was last seen in the unit Block of Greenway Square on June 3rd, 2023 at 1:00 p.m. At the time, she was operating a 2009 Volkewagon Convertible with Delaware Registration 742634, wearing a McDonald’s Shirt and jeans. Attempts to contact her have been negative.

Shooting on Barrister Place

Narrative: The Dover Police Department is investigating a shooting that occurred in the 400 block of Barrister Place, leaving a 19-year-old male of dover injured Sunday evening. The investigation began when Dover Police received a call for shots fired in Barrister Place at 11:13 p.m. Officers responded and could not locate any victims on the scene. While on scene, the victim showed up to Bayhealth Kent Campus in a private motor vehicle with a gun shot wound to his upper body as a result of the above shooting. He was treated for non-life threatening injuries. Further examination of the scene revealed that a vehicle had also been struck by gunfire during this shooting causing damage to a rear window. 

There are no leads and no suspect description available at this time. No other injuries were reported.

Dover Police Investigate Officer Involved Shooting On Sussex Avenue

Narrative:

The Dover Police Department is investigating an Officer-involved shooting that occurred on the 400 block of Sussex Avenue.  Shortly after 8:37 p.m., on Sunday, June 11, 2023, the Dover Police Department Emergency Communications Center dispatched Officers to a trespassing complaint where it was reported that a female was refusing to leave a residence.  First arriving Officers observed a disturbance between an adult female and an adult male, in the middle of the block, in proximity to the dispatched address.  The male was in possession of a handgun and discharged the weapon in the presence of police.  The suspect, a 37 year old Dover resident, did not comply with officer commands following the weapons discharge. 

In the rapidly evolving incident, in response to an imminent threat to life, the suspect was shot by police.  Officers immediately rendered aid to the suspect and called for emergency medical assistance.  The suspect was transported to Bay Health Kent Campus, in serious condition, for further treatment of his injury.  A handgun was recovered from the ground directly next to where the suspect was located.  Additional responding units were able to determine that there were no other victims and no additional threat to public safety.

The Officer involved in the shooting is a 2 ½ year veteran of the Dover Police Department and is a member of the Patrol Division.  Consistent with standard policy for all officer-involved shootings, the Officer has been placed on administrative leave, with pay, pending the outcome of the investigation.  The Dover Police Department will continue to investigate this incident in coordination with the Delaware Department of Justice – Division of Civil Rights and Public Trust and will provide additional details as they become available.

Five Arrested On Firearm Charges

Narrative: The Dover Police Department has arrested 5 individuals on firearms charges following a contact Wednesday evening. The investigation began at 4:00 p.m. when members of the Drugs, Vice, and Organized Crime Unit, along with the Street Crimes Unit and Delaware Probation and Parole, observed a 17-year-old of Dover who was wanted by Dover Police in the area of 200 West Reed Street. Officers responded to the area and contacted the 17-year-old male, and four other individuals who were identified as follows: Khalil Smith, 18, Daniel Fears, 25, 16-year-old male, and a 17-year-old male, all of Dover. All of the subjects were taken into custody without incident. The 17-year-old male that had warrants from Dover Police Department was found in possession of a loaded .22 caliber handgun inside of his waistband. The 16-year-old male was found in possession of a loaded 9mm handgun in his waistband that was later determined to be stolen. A search of the surrounding area revealed a third firearm, a 9mm handgun, which was located in the area of Fears, Smith and the other 17-year-old of Dover. All of the suspects were transported to Dover Police Department where they were processed and arraigned.

Fears was committed to SCI on $57,000 cash bail on the following charges:
-Possession of a Firearm During the Commission of a Felony
-Possession of a Firearm by a Person Prohibited
-Illegal Gang Participation

Smith was committed to SCI on $62,000 cash bail on the following charges:
-Possession of a Firearm During the Commission of a Felony
-Possession of a Firearm by a Person Prohibited (x2)
-Illegal Gang Participation

The 17-year-old initially wanted by Dover Police was committed to Stevenson House on $29,200 secured bail on the following charges:
-Possession of a Firearm During the Commission of a Felony
-Possession of a Firearm by a Person Prohibited (x2)
-Carrying a Concealed Deadly Weapon
-Illegal Gang Participation
-Assault 3rd Degree (Initial Warrant Charges)
-Offensive Touching (Initial Warrant Charges)

The second 17-year-old of Dover was committed to Stevenson House on $46,000 secured bail on the following charges:
-Possession of a Firearm During the Commission of a Felony
-Possession of a Firearm by a Person Prohibited (x3)
-Carrying a Concealed Deadly Weapon
-Illegal Gang Participation

The 16-year-old was committed to Stevenson House on $42,000 secured bail on the following charges:
–Possession of a Firearm During the Commission of a Felony
-Possession of a Firearm by a Person Prohibited
-Carrying a Concealed Deadly Weapon
-Receiving a Stolen Firearm
-Illegal Gang Participation

 

UPDATE (Suspect Arrested) Shots Fired on Loockerman Street Leads to Building Damage

**UPDATE** On May 16th, 2023 the Dover Police Department began investigating a shots fired complaint that resulted in a building being damaged on W Loockerman Street in Dover. (See original release below) Detectives released photographs of the suspect on social media platforms and the suspect was identified as Roger Barlow, 29, of Magnolia. 

On 06/05/2023 members of the U.S. Marshals First State Fugitive Task Force took Barlow into custody at a residence in the 100 block of Terry Drive, Magnolia, DE. Barlow was transported to Dover Police Department where he was processed and arraigned.

Barlow was committed to SCI on $22,000 secured bail on the following charges:
-Possession of a Firearm During the Commission of a Felony
-Reckless Endangering First Degree
-Criminal Mischief Over $1000

Narrative: The Dover Police Department is investigating a shots fired complaint that occurred early Tuesday morning. The investigation began at 12:27 a.m., when Officers responded to the area of W Loockerman Street and South Bradford Street for the report of shots fired. Officers arrived on scene and located shell casings in the area. There were no victims and no damage reported at this time. On May 16th at 8:30 a.m., Dover Police was notified by CenDel Foundation, 101 W Loockerman Street Dover, DE, that a window was damaged as a result of the above described shooting. Officers were able to review downtown surveillance footage which revealed the suspect is a heavy set black male wearing a white t-shirt and black shorts. (See attached photographs).

Dover Man Arrested Following Drug and Firearm Investigation

Narrative:

The Dover Police Department has arrested Chad Henderson, 40, of Dover, on weapons and drug dealing charges following a drug and firearm investigation. Members of the Street Crimes Unit had been conducting a drug/firearm investigation into Henderson when he was contacted in the unit block of Stevenson Drive at 11:05 p.m.. Henderson was taken into custody without incident and found in possession of a loaded .38 special revolver with an obliterated serial number and 9.1 grams of cocaine. Henderson was transported to Dover Police Department where he was processed and arraigned.

Henderson was committed to SCI on $105,500 cash bail on the following charges:
-Possession of a Firearm During the Commission of a Felony
-Possession of a Firearm By a Person Prohibited (x3)
-Possession With the Intent to Deliver a Controlled Substance

Narrative:

The Dover Police Department has arrested Orlando Batson, 32, of Dover, for drug and firearm charges following a stop Monday afternoon. The investigation began when members of the Drugs, Vice and Organized Crime Unit, along with the Street Crimes Unit, observed Batson downtown in the area of South New Street and West Reed Street. Officers are familiar with Batson, and knew he currently had a warrant for his arrest. Officers contacted Batson inside of a vehicle and he was taken into custody without incident. A search of the vehicle revealed a loaded Ruger 9mm handgun with an obliterated serial number and 1.1 grams of crack cocaine. Batson was transported to Dover Police Department where he was processed and arraigned.

Batson was committed to SCI on $52,000 cash bail on the following charges:
-Possession of a Firearm By a Person Prohibited (x2)
-Possession of Ammunition by a Person Prohibited
-Possession of a Firearm with an Obliterated Serial Number
-Possession of a Controlled Substance
-Possession of Drug Paraphernalia
