Deputy Chief of Police

The Deputy Chief of Police serves as an assistant to the Chief of Police and reports directly to the Chief of Police.  The Deputy Chief’s responsibilities include but are not limited to acting as Chief of Police in the absence of the Chief, is held strictly responsible for the general good order of the department, that all members subordinate to them enforce City of Dover ordinances, state and federal laws, and the policies and regulations  and orders governing the department are strictly enforced.

The Deputy Chief of Police is also responsible for the Special Operations Response Team (S.O.R.T.), Crisis Negotiation Team (C.N.T.), the Operations Division Commander, the Administrative Division Commander, the Inspections & Internal Affairs Unit, and is directly responsible for the promotion process of the department.

Major Dave Spicer serves as the Deputy Chief of the Dover Police Department; a position he has held since May of 2020.
