Narrative:

The Dover Police Department has issued a Gold Alert for Angelo Lepore (88) of Dover.  Lepore was last seen in the parking lot of Bayhealth Hospital Kent Campus on August 29th, 2021 at approximately 4:10 p.m. after taking his spouse to the hospital for an injury.  Lepore was last seen operating a silver 2007 Pontiac Torrent with Delaware registration: PC6499.  Lepore was wearing a printed green short sleeve shirt, dark pants, black dress shoes, and a black baseball cap with an American flag logo.  Lepore is a white male, 5’6″, approximately 220 pounds, with gray hair and brown eyes.  Lepore suffers from dementia and diabetes and there is concern for his well being.

UPDATE (August 30th, 2021):
The Gold Alert for Leon Battle has been lifted after he was located in Newark, Ohio.  Battle was contacted by an officer after flagging them down for assistance.

Narrative:

The Dover Police Department has issued a Gold Alert for Leon Battle (88) of Dover.  Battle was last seen leaving his home on Townsend Blvd. in a red 2009 Ford Escape (DE REG: DAV116).  He was wearing khaki or gray pants and a red/gray shirt shirt.  Battles is approximately 5’7″ and 170 pounds, bald head, and brown eyes.  He was last seen by a family member on August 26th, 2021 at approximately 8:00 p.m. as he was leaving.  Battle suffers from a dementia which poses a threat to his health and safety if he is not properly monitored.

The Dover Police Department Police Athletic League has been nominated for RISE Community Award Presented by AXON. 

The RISE Awards were developed to help highlight those untold stories of everyday heroes. From the individual officers who put their lives on the line each day, to public safety agencies who work tirelessly to protect and enhance their communities, to community organizations who work hand in hand with public safety leaders to build a better future, AXON hopes to highlight these outstanding partners through this year’s RISE Awards!

There are three RISE Award categories:

  • The RISE Officer award honors three officers who have saved a life or shown exemplary performance in the field. 
  • The RISE Agency award recognizes a department for making great strides in building up their community. 
  • The RISE Community award honors a community program working hand in hand with law enforcement to benefit their local community.

Dover Police Investigating Suspicious Object Set on Fire in Cannon Mills Community

Narrative:

At approximately 12:49 a.m. on Monday, August 30th, the Dover Police Department responded to the traffic circle located at East Sheldrake Circle and Cannon Mill Drive for a reported fire in the area.  As officers and the Dover Fire Department arrived on scene, they located an object on fire in the roadway.  After the fire department extinguished the object, officers observed the item and believed it was possibly a pipe bomb.  Nearby residents were evacuated and the Delaware State Police Explosive Ordnance Disposal (EOD) Unit was notified.  The Delaware State Police EOD Unit was able to render the object safe and determined it was a pipe that was stuffed with rags and wrapped with clothing material.  Additional evidence, including a bottle of lighter fluid, was located nearby and collected by investigating officers.  No injuries resulted from the incident.  Officers were in the area until approximately 3:30 a.m.

Three Arrested at Capital Inn on Drug Charges

Narrative:

The Dover Police Department arrested three suspects on drug charges while assisting Delaware Probation and Parole with a drug investigation on Wednesday night.  At approximately 9:09 p.m., officers checked a room at the Capital Inn where Jerome Miller (36, Dover), Phillip Nelson (42, Smyrna), and Kelly Lawlor (31, Dover) were located.  Durin a search of the room, officers located 17.2 grams of fentanyl and 112 bags of heroin.  

All three suspects were charged with the following offenses:
-Possession of Fentanyl
-Possession with Intent to Deliver Fentanyl
-Possession with Intent to Deliver Heroin
-Conspiracy 2nd Degree
-Drug Paraphernalia

Phillip Nelson was also received a Violation of Probation.

Miller and Nelson were each committed to SCI on $31,500 cash bonds.  Lawlor was released on a $31,500 unsecured bond.

Domestic Related Shooting on Fiddler’s Green

Narrative:

The Dover Police Department is investigating a domestic related shooting that occurred on Wednesday morning on Fiddlers Green.  The Dover Police Department received calls from Gabrielle Clark (21, South Carolina) and a male subject (Clark’s father) at the residence regarding a domestic related matter.  During the call, multiple gunshots were heard.  Clark fled the scene prior to police arrival.  During the domestic related altercation, Clark shot multiple rounds, striking the male’s vehicle.  Clark fled in a silver Nissan Versa with Texas Registration: MKR9410.  Clark is a black female who was wearing a pink/orange shirt.  No further description is available.  Warrants are currently being obtained for three counts of Reckless Endangering 1st Degree and other related offenses.  

During the investigation, W. Reily Brown Elementary School was notified of the incident by police due to the close proximity to the school.  While there was no threat to the school, officers were on scene as a precaution.

Five Arrested During Search Warrant, Three Charged in Pair of Shootings at Whatcoat Apartments

Narrative:

The Dover Police Department arrested five persons during a search warrant on Monday in connection with two shooting incidents that occurred at Whatcoat Apartments.  At approximately 3:28 p.m. officers from the Dover Police Department and U.S. Marshal’s First State Fugitive Task Force executed the search warrant in the 900 Block of Whatcoat Apartments.  As a result of the search warrant, officers recovered a revolver that was concealed in a toilet, a handgun, and assorted ammunition.  


Duwanyae Smith (23,Chestertown, MD) was arrested in connection with a July 24th shooting that injured a 15-year-old. Smith was committed to SCI on a $184,000 cash bond on the following charges from the July 24th incident and the search warrant:
-Possession of a Firearm During Commission of Felony (2x)
-Possession of Firearm/Ammo by Person Prohibited (4x)
-Tampering with Physical Evidence
-Conspiracy 2nd Degree
-Reckless Endangering (2x)

A mugshot of Smith was not available at the time of release.


Three 17-year-old males and a 16-year-old male were also arrested during the search warrant.  Of those offenders, Carnell Hill (16) and Unique Trader (17) were charged in connection with an August 9th shooting on Whatcoat Drive. Three offenders are from Dover and Trader is from the Camden, DE area.

Carnell Hill and Unique Trader were charged with the following offenses relating to the August 9th shooting incident:
-Reckless Endangering 1st Degree (3x)
-Carrying Concealed Deadly Weapon
-Possession of Firearm by Person Prohibited
-Possession of Firearm During Commission of Felony

All of the juveniles (including Hill and Trader) were also charged with the following offenses stemming from the search warrant:
-Possession of Firearm During Commission of Felony
-Possession of Firearm by Person Prohibited (2x)
-Tampering with Physical Evidence
-Conspiracy 2nd Degree

Carnell Hill was committed to Stevenson Juvenile Detention Center on a $26,500 secured bond.  
Unique Trader was committed to Stevenson Juvenile Detention Center on a $49,000 cash bond.
Two 17-year-old offenders were committed to Stevenson Juvenile Detention Center on $26,500 secured bonds.
