Dover Police Announce Closing Date for 2015 Police Testing Process 3-4-15

The Dover Police Department Planning and Training Unit has announced that the closing date for Police Applicants will be on April 15th, 2015 at 4:00PM.  Any applications received after this time will be filed away for the 2016 hiring process.  Applicant testing will take place on May 2nd and 3rd with times and location to be determined.  Applicants who submit their applications prior to the deadline will receive testing information via U.S. Mail.  To learn more about Dover Police Careers, please visit www.doverpolice.org/careers

Robbery Suspect Arrested 3-4-15

Update:
Matthew Gannon was arrested on Wednesday morning just after 8:00AM by Dover Police Officers.  Gannon was located and taken into custody at the bus station at the corner of Queen Street and Water Street without incident.  Bond information was not available at the time of this update.

Location:  Rear of Dover Library, 35 East Loockerman St., Dover, DE

Narrative:
Dover Police are searching for Matthew Gannon (30) for First Degree Robbery and other charges stemming from a March 1st incident that occurred in the rear parking lot of the Dover Library.  Two female victims and a child (11-month old) of one of the women were in the parking lot, preparing to exit their vehicle, when Gannon approached with a handgun and stated “this is a stick-up.”  Gannon pushed the gun against the side of one of the women, who was still seated in the driver side of the vehicle and removed her wallet from the vehicles center console.  Both victims advised that Gannon, along with an unknown black male, fled towards East Reed Street.  Anyone with information about this incident is asked to contact the Dover Police Department at 302-736-7111 or  call the Delaware Crime Stoppers Tip Line at 1-800-Tip-3333 or go online at www.tipsubmit.com.

Dover Police Winter Storm Preparation 3-4-15

LATEST WINTER STORM UPDATE:

The National Weather Service in Mt. Holly, New Jersey has issued a Winter Storm Warning beginning Wednesday at 11:00PM and lasting through Thursday at 7:00PM with 6″-9″ of snow accumulation being predicted.  The Dover region will see rain throughout the day Wednesday, changing over to snow as the temperature drops at night.

CITY OF DOVER CITIZENS:

  • The City of Dover Police Department will continue normal patrol operations throughout the duration of the storm and has a fleet of 4×4 vehicles prepared to continue to serve the City of Dover.
  • The following streets must be cleared of parked vehicles within 1 hour of the first snowfall: Division Street, Water Street, Governors Avenue, and State Street. Vehicles not moved are subject to ticketing and towing at the owners expense by the City of Dover Police Department.snowsign
  • City of Dover residents must clear their sidewalks of snow within 24 hours after final snowfall. This code is strictly enforced by City of Dover Inspections/Code Enforcement.
  • The City is requesting that residents NOT leave trash cans and other items on the curb/sidewalks to allow room for the plows to clear the roadways without obstacles.
    If possible, do not park on any roadsides to allow plows the ability to properly clear roadways.

The City of Dover Police Department strongly urges motorists to avoid any unnecessary travel once the snow begins to fall. Driving only puts you and public safety workers at risk. This also allows the plow drivers plenty of room on our roadways to properly clear the roads of accumulating snow. If you must travel, please follow the following recommendations:

DRIVING RESTRICTIONS:
Should the Governor call for driving restrictions, the following information will apply:
The following levels are found in Title 20 of the Delaware Code, Subsection 3116(b)(12) (see below reference for exact charge) and may be put in effect by the Governor during a State of Emergency for all or parts of Delaware based on conditions.

Level 1 Driving Warning: Drivers are discouraged from operating a motor vehicle on the state’s roadways, unless there is a significant safety, health or business reason to do so.
Level 2 Driving Restriction: Travel on the roads is restricted to emergency workers, public utilities, healthcare providers including hospital staff, public and private operators of snow removal equipment, private sector food and fuel deliveries, and those industries, companies or organization that have been provided a waiver, including businesses with pressing continuity and operational issues.
Level 3 Driving Ban: Complete ban on driving except for first responders, utility personnel, and public or private snow removal. Businesses and organizations should adjust work schedules so that employees do not need to be on the roads during a Level 3 Driving Ban.

PREPARATION TIPS:

  • Water—at least a 3-day supply; one gallon per person per day
  • Food—at least a 3-day supply of non-perishable, easy-to-prepare food
  • Flashlight
  • Battery-powered or hand-crank radio (NOAA Weather Radio, if possible)
  • Extra batteries
  • First aid kit
  • Medications (7-day supply) and medical items
  • Sanitation and personal hygiene items
  • Cell phone with chargers
  • Family and emergency contact information
  • Extra cash
  • Baby supplies (bottles, formula, baby food, diapers)
  • Pet supplies (collar, leash, ID, food, carrier, bowl)
  • Tools/supplies for securing your home
  • Sand, rock salt or non-clumping kitty litter to make walkways and steps less slippery
  • Warm coats, gloves or mittens, hats, boots and extra blankets and warm clothing for all household members
  • Ample alternate heating methods such as fireplaces or wood or coal-burning stoves
  • Routinely check on elderly family and neighbors
  • Bring ALL Pets INDOORS
  • Turn faucets on a low drip to prevent freezing of household pipes
  • If pipes are frozen, DO NOT use a blow torch or other flame source to thaw them!!!

10929195_825574020817721_1803610606467899371_nWith temperatures below freezing, please remember to bring your pets inside in the cold weather, snow, and ice. Animal Cruelty is a crime in Delaware. If it is too cold outside for you, it’s probably too cold outside for your pets. If you must leave your pets outside, it is required they have adequate shelter, consisting of three sides and a roof, and fresh (unfrozen) water at all times. Wood chips are an excellent idea for bedding and allow for adequate drainage/drying. Blankets/towels will absorb moisture and can worsen the situation for the animal. A plastic covering or an unused thick door mat covering the doghouse entrance works excellent to keep the wind out if you need a makeshift door. Dover Police Animal Control will be conducting checks on animals in the City of Dover to ensure adequate shelter or water laws are followed and seizing animals if violations are found. Animal Cruelty in the City of Dover fines can range up to $100.00 per dog with stiffer penalties for violations of state laws. Traffic Stop In Dover Leads to Large Heroin Arrest

Location:  Martin Luther King Blvd. and River Road Dover, DE

Narrative:

On Tuesday March 3, 2015 at 2:27 PM City of Dover Police Officers assigned to the TAC/ Operation Safe Streets Unit attempted to conduct a traffic stop on a gold Jeep Liberty in the area of Martin Luther King Blvd. and River Road in Dover, DE. The operator of the vehicle refused to stop for police and fled in the direction of the Capital Green Development. The operator/ Defendant Tarae Ingram (26) of Dover drove his vehicle towards the rear of Admiral Tire and began to flee on foot. After a brief foot pursuit officers apprehended defendant Tarae Ingram without further incident. The investigation revealed defendant Tarae Ingram was in possession of 641 separate bags (9.6 grams) of heroin packaged for sale. Defendant Ingram was processed at Dover Police Department and then arraigned at JP#7. Ingram was committed to James T. Vaughn Correctional Center in Smyrna, DE in default of $71,602.00 secured bond.
