Traffic Stop In Dover Leads to Large Heroin Arrest

Narrative:
On Tuesday March 3, 2015 at 2:27 PM City of Dover Police Officers assigned to the TAC/ Operation Safe Streets Unit attempted to conduct a traffic stop on a gold Jeep Liberty in the area of Martin Luther King Blvd. and River Road in Dover, DE. The operator of the vehicle refused to stop for police and fled in the direction of the Capital Green Development. The operator/ Defendant Tarae Ingram (26) of Dover drove his vehicle towards the rear of Admiral Tire and began to flee on foot. After a brief foot pursuit officers apprehended defendant Tarae Ingram without further incident. The investigation revealed defendant Tarae Ingram was in possession of 641 separate bags (9.6 grams) of heroin packaged for sale. Defendant Ingram was processed at Dover Police Department and then arraigned at JP#7. Ingram was committed to James T. Vaughn Correctional Center in Smyrna, DE in default of $71,602.00 secured bond.
