The Dover Police Department has arrested an airman stationed at Dover Air Force Base for Second Degree Rape.  On November 14th, 2017, officers from the Dover Police Department were contacted by the guardian of a runaway 14-year-old girl who learned her daughter was staying in Dover Country Club Apartments with an unknown person.  Officers responded to the apartment and contacted the victim and Zepplin Taylor-McGinness (21).  The juvenile was returned to the guardian and the Dover Police Department and the Air Force Office of Special Investigations launched a joint investigation into the matter.  During the investigation, it was learned that Taylor-McGinness engaged in sexual acts with the victim on several occasions.  On February 5th, 2018, Dover Police detectives arrested Taylor-McGinness without incident and charged him with four counts of Second Degree Rape and Endangering the Welfare of a Child (harboring a runaway).  Taylor-McGinness was committed to JTVCC in default of a $100,050 secured bond.
