DOVER POLICE  ANNOUNCES IMPLEMENTATION OF THE POLICE PRIORITY DISPATCH SYSTEM

The Dover Police Department is excited to announce the implementation of the Police Priority Dispatch System™ (PPDS™) to better serve the residents of Dover in emergency situations.

With this new system, emergency dispatchers will follow nationally recognized standards and research-based protocols to identify life-threatening situations and to safely prioritize calls for response. The protocols guide emergency dispatchers through a series of questions they ask callers in order to identify the problems so they can send the correct help.

Emergency dispatchers will also use the questions to provide responders with accurate information so they can more effectively give care once they are on the scene. Additionally, with the PPDS™ emergency dispatchers can provide lifesaving and safety instructions to callers and patients before responders arrive. 

The Priority Dispatch System™ (PDS™) includes ProQA® software and/or card sets, a three-day certification training course for emergency dispatchers, and continual quality improvement (QI) benchmarks and training. All emergency dispatchers who work on the new system are certified by the International Academies of Emergency Dispatch® (IAED) and must recertify every two years, complete 24 hours of continuing dispatch education (CDE) and pass all requirements for IAED recertification.

Proactive quality improvement (QI) benchmarks are an important part of the PDS. Use of this system will allow Dover Police emergency dispatchers to assess the quality of the care they provide their communities, allowing them to make positive adjustments to training and staff in response to these assessments.

“At the IAED, our goal is to help the emergency dispatcher do his or her job better,” said Dr. Jeff Clawson, Chair, Rules Committee for the IAED Medical Council of Standards. “This system increases safety and effectiveness for the first responders and creates better outcomes for callers.”

The constantly evolving PDS will help provide the highest standard of care to the community, allowing Emergency Police Dispatchers to better manage limited resources and increase the accuracy and efficiency of the dispatching process.

The Dover Police Communications team consists of 12 communications operators and a 911 Manager.  Together, they handle over 100,000 calls and dispatch over 35,000 calls for service annually. 

Dover Man Charged with Drug and Firearms Offenses Following Search Warrant

Narrative:

The Dover Police Department executed a search warrant at a home in the Block of West North Street as the result of a narcotics investigation on Wednesday afternoon.  William Davis (40) was arrested without incident and the following items were found inside the home:
-1,535 grams of marijuana
-42.1 grams MDMA
-97 doses of Ecstasy
-.38 caliber revolver

William Davis was released on a $107,200 unsecured bond on the following charges:
-Possession of Firearm During Commission of Felony
-Possession with Intent to Deliver (2x)
-Possession of Controlled Substance (3x)
-Possession of Firearm by Person Prohibited (Drugs)

Dover Man Arrested on Drug and Firearms Offenses

Narrative:

On Tuesday, May 25th, 2021, officers observed Skyler Huggins (31) sitting in a vehicle on Fairway Lakes Drive.  Huggins was wanted on two capias’ at the time.  Officers contacted Huggins and took him into custody without incident.  Cameron Clark (32) was in the back seat of the vehicle and was found to have a loaded .40 caliber handgun with an extended magazine under his seat.  During a search of the vehicle, officers located a small amount of marijuana and information linking Clark to an apartment on Fairway Lakes Drive.  

Officers obtained a search warrant for Clark’s apartment and located an additional 104.3 grams of marijuana, a 9mm pistol, and several rounds of ammunition.

Dover Police Athletic League Announces Three Events

As Covid-19 restrictions are eased in Delaware, the Dover Police Athletic League (P.A.L.) is excited to announce new events for 2021.  Registration for all three events are open with information available at DoverPolice.org/PAL. As regulations continue to be eased, P.A.L. and the Dover Police Department’s Community Policing Unit hope to add additional community outreach events throughout the Dover community.

Dover Youth Police Academy

The Dover Police Department and the Dover Police Athletic League (P.A.L.) are excited to announce their annual youth police academy. The youth academy will be held at the Dover Police Department and consist of two separate classes. 

This is a five-day program that will start from Monday, June 21st, 2021 to Friday, June 25th, 2021 The hours each day will be from 7:30 am-3 pm. Upon completion of the first week, there will be an additional youth academy the following week which will be scheduled from Monday, June 28th, 2021 to Friday, July 2nd. The hours each day will be from 7:30 am-3pm.

Capital School district food service will provide lunches each day for the youth recruits and snacks, drinks, and water will be provided courtesy of our sponsor NCALL and Restoring Central Dover. 

REGISTRATION IS REQUIRED. The youth academy is open to both boys and girls ages 10-12. A minimum of 5 participants must register by the June 14th deadline. A maximum of 20 participants will be accepted. All participants must complete a liability waiver and a P.A.L. registration form in addition to the event registration. The youth academy attire for Day 1 must be appropriate athletic apparel consisting of a t-shirt, shorts/leggings, socks, and athletic sneakers. There will be a uniform issued to the youth recruits after the completion of Day 1.

There is no cost to attend, but space is limited.

 

P.A.L. Football Combine

The Dover Police Department Police Athletic League (P.A.L.) has partnered with the Dover High school and the Delaware State University Police Department to put on a one day football combine to be held at the Dover High school’s athletic complex. 

The one-day program is scheduled for  Saturday, June 12th, 2021 from 8am-Noon.  Snacks, Gatorade, and water will be provided courtesy of event sponsors Sam’s Club.  The program is open to 5th-8th grade students of all skill levels.  There will be multiple skills competitions with prizes awarded.  

REGISTRATION IS REQUIRED.  A minimum of 25 participants must register by the June 7th deadline.  A maximum of 100 participants will be accepted.  All participants must complete a liability waiver and event registration.  Event registration can be found below.

Athletic attire must be worn.  Football cleats are not required but are highly recommended (no metal cleats).  There is no rain date for this event and transportation is not provided.

 

Outrunning Childhood Cancer (5k Run/Walk)
On Saturday, August 7th, the Outrunning Childhood Cancer 5k Run/Walk will kick off just outside of the Dover Police Department.  A portion of race proceeds will benefit the Ronald McDonald House of Delaware.  Registration and Race Information can be found at the event organizer’s site:

Three Arrested for Sunday Morning Assault and Robbery

Narrative:

The Dover Police Department arrested three men and is seeking additional suspects involved in a robbery and assault that occurred on Sunday morning.  The incident occurred at approximately 2:41 a.m. in a vacant parking lot at Loockerman Street and Queen Street.  A 37-year-old male was assaulted by five male suspects who also stole his keys and wallet.  The victim was transported to Bayhealth Kent General Hospital for injuries to his face and arms.  After reviewing video of the area and a search by patrol officers, thee of the suspects were arrested without incident.  Two others remain at large.

Dover Police Investigating Shooting Incident on South Little Creek Road

Narrative:

The Dover Police Department is investigating a shooting incident that occurred on Saturday, May 22nd.  At approximately 11:53 a.m., officers responded to the area of 1014 S. little Creek Road for a report of a fight.  When officers arrived, they learned that a male and female (Mikahela Ray, 34) were engaged in an argument and the female subject sprayed pepper spray at the male subject and two other persons who were present.  Shortly after, several gunshots were heard in the area.  Ray was arrested at the scene and charged with three counts of Assault 2nd Degree and one count of Disorderly Conduct.  Ray was committed to Baylor Women’s Correctional Center on a $9,250 secured bond.

At approximately 6:16 p.m., the Dover Police Department was notified that a 73-year-old male was at Kent General Hospital with a gunshot wound to the back.  The victim stated that he was in the area of 1014 S. Little Creek Road and observed the altercation that was previously reported.  As the victim was about to leave, he heard multiple shots and felt something hit his back.  The victim stated he felt like a “ball hit him.”  The victim went home and later realized that he was struck by gunfire and went to the hospital where he was being treated for a non-life threatening injury.

Man Charged with Child Abuse of Newborn Baby

Narrative:

The Dover Police Department charged Christopher Miller (33) with Child Abuse 1st and 2nd Degree for an incident involving a newborn child.  On April 22nd, 2021, detectives were notified of a possible child abuse case.  The victim, a baby boy born in March of 2021, was presented to A.I. DuPont/Nemour’s Children’s Hospital by his father, Christopher Miller for a lump/injury to his shoulder.  During a subsequent medical screening, the victim was discovered to have bruising all over his body and was suffering from several fractured bones at various stages of healing.  These injuries included fractured ribs, left humerus, left femur, left tibia, and right tibia.  During the investigation, Christopher Miller was identified as the suspect and a warrant was obtained for his arrest.  Miller turned himself in to the Dover Police Department and was arraigned on May 19th at the Justice of the Peace Court #2 and was released on a $12,000 unsecured bond.  The child victim is in the care of a relative and Miller is not allowed to have contact with the child.
