Dover Woman Arrested For DUI/Assault Following Incident Early Saturday Morning

The Dover Police Department has arrested Ciara Footman, 30, of Dover, following a vehicular assault that occurred early Saturday morning. The investigation began at 1:47 a.m., when Dover Police responded to a vehicular assault that occurred in the parking lot of Wells Fargo, 137 South Bradford Street Dover, DE. Upon arrival, Officers located a 13-year-old female with serious injuries from being struck by a vehicle. A 17-year-old female was also hit by this vehicle. Both victims were transported to Bayhealth Kent Campus for treatment.
The ensuing investigation revealed that Footman engaged in an argument with the victims while in the parking lot. Footman then entered her vehicle and struck the victims with it, before fleeing the area. Footman was located in the vehicle in the 200 block of East Street in Camden, DE by the Delaware State Police and taken into custody without incident.
Footman was transported to the Dover Police Department to be processed and arraigned.
Footman was released after posting a $6,000 secured bail on the following charges:
-Vehicular Assault First Degree DUI Related
-Vehicular Assault Second Degree DUI Related
-Driving a Vehicle Under the Influence
-Leaving the Scene of a Collision Resulting in Injury
-Driving While Suspended or Revoked
Footman is presumed innocent until proven guilty.
