Two Arrested On Drug Charges Following Traffic Violation 5-8-2019

Narrative: 

The Dover police Department arrested two suspects on drug charges following a traffic stop on Tuesday.  At approximately 11:58AM, officers stopped a vehicle in the area of South New Street and Reed Street.  The officers contacted Markeeva Williams-Moore (Driver) and Charles Seabrooks (passenger) and smelled a strong odor of marijuana coming from the vehicle.  When asked to exit, Seabrooks fled on foot while Williams-Moore was detained without incident.  As Seabrooks fled, he threw a chair into the path of one officer, causing minor injuries.  Seabrooks was apprehended a short time later with the assistance of a Taser.  Seabrooks was found in possession of $990 in drug proceeds, 28.8 grams of marijuana, and 10.1 grams of crack cocaine.  Officers then found an additional $562 in drug proceeds, 65 bags (.455 grams) of heroin, 4.7 grams of marijuana, and 1.7 grams of crack cocaine inside the vehicle and in Williams-Moore’s purse.  

Charles Seabrooks was committed to SCI in default of $32,000 bond on the following charges:

-Possession of Crack Cocaine
-Assault 2nd Degree (Law Enforcement)
-Possession with Intent to Deliver Heroin
-Possession of Heroin
-Possession of Marijuana
-Drug Paraphernalia
-Conspiracy 2nd Degree

-Possession with Intent to Deliver Crack Cocaine

Dover Police Investigating Shots Fired at Barrister Place 5-6-2019

Narrative: 

Dover Police are investigating a an incident where shots were fired at a residence on Friday morning.  At approximately 3:12AM, officers responded to the 400 Block of Barrister Place for a report of shots fired.  At the time, officers could not locate any signs of a shooting in the area.  Approximately 30 minutes after the incident, officers were called by the homeowner who advised that his residence had been struck by several shots.  No one was injured in the incident.  Officers recovered several shell casings outside the residence as well.

Narrative: 

The Dover Police Department arrested two men on drug charges on Friday evening.  Officers stopped a vehicle occupied by Devon Cannon (29) and Russell Burton (28) after a computer check revealed it was flagged for “Unauthorized Use of a Motor Vehicle

While conducting a search of the vehicle, officers located 252 bags of heroin.

Both Cannon and Burton were released on O.R. bonds on the following charges:

Burglary on S. Little Creek Road 5-6-2019

Narrative: 

Dover Police are investigating a burglary that occurred in the 1100 Block of S. Little Creek Road.  between April 30th, 2019 and May 3rd, 2019, an unknown suspect made entry into the building  by breaking a window.  Once inside, the suspect stole a flat screen television and fled the area.

Dover Police Investigating Robbery in Simon Circle Neighborhood 5-6-2019

Narrative: 

Dover Police are investigating a robbery that occurred in the Simon Circle neighborhood on Sunday night.  At approximately 9:24PM, a 16-year-old male was walking to a family member’s residence in the 800 Block of West North Street from the Royal Farms convenience store.  The victim was approached by 3 juvenile black male suspects.  The suspects punched/kicked the suspect and one suspect held a knife to the victim, causing minor cuts to his face, chest, and arms.  The victim was transported to a nearby hospital for treatment for his wounds.  The suspects fled with an undisclosed amount of cash they removed from the victim.

Dover Police Seeking Identity of Macy’s Robbery Suspects 5-6-2019

Narrative: 

On May 5th, 2019 at approximately 1:33PM, officers responded to Macy’s at the Dover Mall for what was reported as a shoplifting.  Upon arrival, officers learned that a male loss prevention employee observed a group of four black female suspects concealing clothing items in several plastic bags.  The suspects were accompanies by two young children.  The employee attempted to contact and retrieve the items once the suspects passed all points of purchase.  When the employee grabbed one of the bags, two of the female suspects sprayed him with pepper spray.  All the suspects then fled the area.  The use of force (pepper spray) makes this incident a robbery case.

Dover Police Investigate Shooting at Allure Nightclub 5-4-2019

Narrative: 

Dover Police are investigating a shooting that left a 21-year-old man with non-life threatening injuries.  At approximately 1:37AM, officers from the Dover Police Department were called to Allure Nightclub for a report of a large fight and a subject armed with a handgun.  When officers arrived and were arresting a subject with a gun, another fight began in another section of the parking lot.  During that fight, multiple shots were fired, and an onlooker was struck in the hip area.  The victim was transported to Bayhealth Kent General Hospital where he was being treated for non-life threatening injuries and was in stable condition.  The suspect was described as a black male with dreads, 5’10-11″, skinny build, with a red shirt.
