Narrative:

On Tuesday, June 2, 2015, at approximately 11:02 pm, the Dover Police responded to a complaint of a robbery that occurred in the parking of building J of Woodmill Apartments, which is located at 1300 S. Farmview Driver, Dover.  Upon arrival officers contacted the victim who stated that while he was getting out of his car he was approached by an unknown male who displayed what appeared to be a firearm and demanded money.  Then, while holding the victim at gunpoint, the suspect searched the victims pockets and removed credit cards, keys, and a small amount of money.  After doing this the suspect then got into an unknown style car and fled the area.

Three Juveniles Arrested for Breaking Into a Camper at the Speedway

Narrative:

On Saturday May 30, 2015, the Dover Police responded to a complaint of a burglary that occurred in Lot#1o located at the Dover Downs International Speedway.  Upon arrival officers contacted the victim who advised that at approximately 12:15 am that he discovered that an unknown person went into his unsecured camper that he was staying in for the weekend and removed money, a passport, glasses and prescription pills.

A short time later, officers from the Dover Police Department made contact with three juveniles in Lot#10 who were acting suspicious.  One of the juveniles was found to have a screw driver in his pocket with another having a pill bottle and change in his pocket.  The officers were able to link the pill bottle to the burglary at the camper.  The three juveniles were subsequently arrested and it was discovered that all them were contacted earlier in the evening in Lot#10 and ordered to leave.  The investigation is still ongoing and anyone with information is asked to contact the Dover Police Department at (302)736-7111.  Callers may remain anonymous.  Tips can also be submitted to law enforcement through tip lines maintained by Delaware Crime Stoppers at 1-800-TIP-3333 or on-line at www.tipsubmit.com.

Dover Police Investigate a Shooting Complaint Where a House was Struck by a Bullet

Narrative:

On Friday, May 29, 2015 the Dover Police Department responded a residence in the 100 Block of Irma Street in Dover for a report of a bullet fired into a residence.  The investigation revealed that an unknown suspect fired a bullet that traveled thru the front window across the room and lodged into the rear door jam of the residence.  Based on the physical evidence at the scene the shot appeared to have come from the area of Simon Circle and Reese Street.  The victim stated that neither he nor his wife heard any gunshots at the house.

Dover Police Patrol Unit Stops Burglary in Progress

Narrative:

On May 31, 2015, at approximately 12:55 am, officers from the Dover Police Department Patrol Unit were on patrol in the area of Redners Super Mart located in the Green Tree Shopping Center.  While in the parking of the shopping center the officers saw a person, later identified as David Perrera, walk up to the front door of the business wearing a dark hooded sweatshirt.  The officers then heard a loud popping sound, followed by the sound of glass breaking.  After this happened Perrea retreated to the parking lot of the shopping center, where he was taken into custody by the officers, carrying a hammer and work gloves.

Dover Street Crimes and Probation Parole Seize over 1,000 bags of Heroin During Traffic Stop

Narrative:

On June 1, 2015 at approximately 1:17 pm the Dover Police Street Crimes Unit with Delaware Probation and Parole conducted a traffic stop in the area of N. Dupont Hwy and Lakeview Drive.  During the traffic stop officers contacted, Brian Poore, who was the driver, along with Julie Ganley, who was a passenger in the vehicle.  While talking to Poore one of the officers detected the odor of marijuana coming from inside of the vehicle.  Because of this the officers conducted a search of the vehicle and located a smoking device containing burnt marijuana, 1,153 bags of heroin (17.295 grams), hypodermic needles, a digital scale, and $3,394.00.

As a result Brian Poore was arrested and committed to the James T. Two Men Arrested on Drug Charges 5-28-15

Narrative:

On May 27th, the Dover Police Department Drugs, Vice, and Organized Crime Unit executed a search warrant in room 234 of the Capital Inn, located at 1426 North DuPont Highway.  Once inside, officers took Pedro Santiago (54) and Luis Santos (37) into custody.  A search of the room led to the discovery of 8.5 grams of heroin, 68 methadone pills, 3 amphetamine pills, and hypodermic needles.  Various pieces of drug paraphernalia consistent with heroin distribution was also discovered.

Pedro Santiago was committed to JTVCC on $32,000 secured bond on the following charges:
-Possession with intent to deliver heroin
-Possession of a Tier 5 quantity of heroin
-Possession of Drug Paraphernalia
-Possession of a controlled substance without Rx

Dover Police Prepared For NASCAR Race Weekend 5-26-15

Once again, NASCAR race week is upon us here in Dover, Delaware. The City of Dover Police Department welcomes fans to the 2015 NASCAR Race Series at the Dover International Speedway from Friday, May 29th through Sunday, May 31st.   The biannual event is rolling into Dover this week and can bring over 100,000 people to the capital city.  As with any other large event, race weekend can provide numerous challenges for our department, the citizens of Dover, and the fans coming in.  The Dover Police Department in coordination  DelDOT’s Transportation Management Center (TMC) and the Delaware State Police will monitor traffic in and around the Dover vicinity to ensure safe travel for all motorists.  The Dover Police Department would like to offer the following tips/advice to help make life a little easier this week for our citizens and visitors to the Dover area.

TRAFFIC:

  • Most race related traffic will begin to arrive Wednesday and continue through the weekend.  The increased volume will cause minor delays in the area of the Dover Downs main entrance, US Rt 13/Leipsic Road, and Route 1/Scarborough Road areas.  Please allow extra time for your morning commute to avoid delays.
  • TAKE IT SLOW:  When traveling the Route 13 corridor, please obey all posted speed limits and traffic laws.  Not only does volume increase on our roadways but pedestrian traffic is substantially higher than normal.
  • Use alternate routes prior to the race start and at the conclusion of each race to avoid the traffic congestion that occurs when the races let out.  Route 9, Route 1, Route 8, and Route 15 are great alternatives to avoid the race traffic.

  • BE AWARE of police/traffic officials directing traffic and follow their commands to reach your destination safely.

 RACE FAN SAFETY/SECURITY:

  • Please do not drink and drive or cross roadways when impaired.
  • Cross roadways at intersections or where police officials are directing traffic in order to cross safely.
  • Please obey all police/traffic officials directions.
  • Only travel in the passenger compartment of vehicles with seat belts on and not truck beds, bumpers, tailgates, etc.
  • Do not operate golf carts, ATV’s, and other non-registered vehicles on roadways
  • Secure all property (bikes, golf carts, coolers, etc) prior to leaving your camp sites
  • Remove keys and secure golf carts to a fixed object when possible to avoid theft.
  • Lock all campers/RV’s and secure tent zippers with locks if possible

CITY OF DOVER OPEN CONTAINER ORDINANCE:

  • Public place means any place to which the general public has access and a right to resort for business, entertainment, or other lawful purposes, but does not necessarily mean a place devoted solely to the use of the public. It shall also include the front or immediate area of any store, shop, restaurant, tavern, or other place of business and also public grounds, areas, or parks.

    (b) Public places. Except when permitted by federal, state, county or municipal law, it is unlawful for any person to consume, or possess with the intent to consume, any alcoholic liquor in or upon any street, alley, highway, public way, public building or public place within the city.

    (c)Underage persons. Whoever, being under the age of 21 years, has alcoholic liquor in his possession at any time, or consumes or is found to have consumed alcoholic liquor, shall be fined as provided for in Appendix F—Fees and Fines.  Fines not paid within 14 days of the day the fine was issued, including the day the fine was issued, shall be automatically doubled in amount.
