Burglary at Paradise Tans 3-24-15

Narrative:

The Dover Police Department is investigating an early morning burglary of Paradise Tans located at 554 Garton Road.  At approximately 1:40AM, an unknown suspect broke out a side window using a piece of concrete.  Once inside, the suspect removed the cash register that contained an undisclosed amount of cash and fled the area. It is believed the suspect injured themselves during the burglary as there were small droplets of blood found at the scene.  The investigation is still ongoing and anyone with information is asked to contact the Dover Police Department at (302)736-7111.  Callers may remain anonymous.  Tips can also be submitted to law enforcement through tip lines maintained by Delaware Crime Stoppers at 1-800-TIP-3333 or on-line at www.tipsubmit.com.

Dover Police Earns Re-Accreditation from CALEA 3-24-15

The Dover Police Department is pleased to announce that it has obtained re-accreditation from the Commission on Accreditation for Law Enforcement Agencies, Inc., (CALEA®).   The purpose of CALEA’s Accreditation Programs is to improve the delivery of public safety services, primarily by: maintaining a body of standards, developed by public safety practitioners, covering a wide range of up-to-date public safety initiatives; establishing and administering an accreditation process; and recognizing professional excellence. The body of standards were developed using source materials voluntarily submitted by pre-existing state programs and by many state and local law enforcement agencies nationwide. Those standards were based on case law, state statutes, administrative mandates, model policies and professional management materials. There are a total of 479 standards.

Weekly Shoplifter Arrests 3/12/15-3/19/15

The Dover Police Department responded to 13  shoplifting calls between Noon on March 12th and Noon on March 19th.  Of those 13 shoplifting complaints, three are still under investigation, one was unfounded, one store declined prosecution, and arrests were made/warrants obtained in eight cases. A total of six adults and two juveniles were arrested during this period.

Pedestrian Dies After Being Struck by Vehicle 3-17-15

Location:  North State Street/North of Walker Road (Near Silver Lake Bridge)

Narrative:
The Dover Police Department is investigating a fatal motor vehicle accident where a pedestrian was struck.  The incident occurred at 4:47PM on Monday, March 16th when 19-year-old Brittany Paige (Dundalk, MD), was struck by a vehicle traveling northbound on North State Street at the above mentioned location.  The victim had been jogging on the west side (southbound) of North State Street.  Traffic was stopped facing southbound at the Walker Road intersection, when the victim walked eastbound between stopped vehicles.  Numerous witnesses observed the victim looking at her cell phone with ear buds in her ears as she walked through the stopped traffic, then began to jog across the northbound lanes without looking for oncoming traffic.  The victim was struck by a Mazda sedan which had just turned left from Walker Road onto North State Street.  The victim was rushed to Bayhealth Kent General Hospital where she was later pronounced dead due to the injuries suffered in the accident

59-Year Old Sex Offender Arrested for 4th Degree Rape 3-16-15

Narrative:
Larry Cunningham (59), a Tier 3 Sex Offender, has been arrested for twenty counts of 4th Degree Rape of a 15-year-old female.  Detectives from the Dover Police Department learned of the acts after the 15-year-old delivered a child belonging to Cunningham.  Through investigation, it was learned that Cunningham and the 15-year-old victim engaged in sexual intercourse on at least twenty occasions during a 6-month period, which resulted in her pregnancy.  Cunningham was arrested without incident and charged with twenty counts of 4th Degree Rape and once count of Contact with a Child by a Registered Sex Offender.  Cunningham was arrested and committed to JTVCC in default of $106,000 secured bond.
