Narrative:

On Monday June 16, 2014 at 1830 hours the unknown suspect followed the victim to his apartment. Suspect displayed an unknown type handgun and demanded money from the victim. Victim handed over an undisclosed amount of money and the suspect fled the area. Suspect is described as being a black male with a beard, heavyset, approximately 5’11” tall, Anyone with any information is asked to call 302-736-7111.  Callers may remain anonymous. Men Arrested for Possession of Drugs and Weapons

Location: 100 Block of Vera Way Dover, Delaware

Narrative:

On Wednesday June 11, 2014 at 1124 hours the Dover Police Drug, Vice and Organized Crime Unit conducted a search warrant in the 100 block of Vera Way in Dover Delaware. The investigation revealed Turhan Blenman (43) of Dover, Delaware, was selling heroin from his residence. Blenman was found to be in possession of 2.1 grams of heroin and two loaded  firearms inside the residence. Also inside the residence was defendant Steven Huey (34) who was arrested for possession of Drug Paraphernalia. Blenman was processed and then arraigned at Jp#7. Defendant Blenman was committed to James T. Vaughn Correctional Center in default of $171,000.00 secured bond. Defendant Huey was processed and then released after posting bail.

Dover PD Launches New Mobile App

imageedit_5_7286121975.jpgDo you want access to the Dover Police Department to be a tap of a touchscreen away?  Well now there’s an app for that.  On Monday, June 9th, the Dover Police Department officially activated their mobile application for smartphone and tablet users.   The Dover Police Department began using the My Police Department or MyPD phone application as a means to provide notifications and information to the public regarding events, crimes and wanted persons.  MyPD is an app that can be downloaded through iTunes or Google Play.  With it, citizens have access to a number of features, including contacts, feedback and tip forms.  They can also access information from FEMA, the National Weather Service and the National Terror Advisory System, receive “Push Notifications/Alerts” for emergency alerts and much more.  The police app also contains links to information about wanted persons, sex offenders and crime reports.  It also allows the department to solicit help from the public in ongoing investigations or crimes.   The application creates a two-way flow of information. Users can submit police tips, commend officers, contact personnel, and post questions. Police can send push alerts, post information on parking bans, post tweets, and circulate other information through the application.  The application allows users to have full access to the department website, sex offender notifications, crime mapping, and social media outlets in a smooth, flawless transition from the MyPD application.  The Dover Police Department is the 2nd Delaware agency to utilize the MyPD platform, behind New Castle County.  By adding the mobile application to the department’s online resources and social media outlets, the Dover Police Department is now the elite Delaware agency and is among the nation’s leaders in the use of web based programs to expand it’s reach, fight crime, gather intelligence, and increase it’s presence in the community it serves.

How do I Download the App?                                                                                                    The MyPD application is available on both Android and iPhone platforms.  The app can be found by searching “My PD” or “My Police Department” in the app store. Once downloaded, follow the steps of selecting the country and state, and select the Dover Police Department.  The app is 100% free for all users.

Social Media
Despite the growing trend of social media in the world, there is still a large population who do not use social media in their lives.  This mobile application actually allows users to access the departments Facebook, YouTube, and Twitter pages without having an actual account of their own.  This will greatly benefit the Dover Police Department’s ability to reach the citizens it serves and provide real-time emergency updates.  Users have the option to receive all Dover PD “tweets” as a push notification in addition to the push alerts through the app itself.

Crime Mapping                                                                                                                                  The MyPD Dover Police Application will also connect users to the crime mapping RAIDS Online program unveiled by the department late in 2013.  The map can be accessed through the features and settings tab in the lower right hand corner of the app home screen.  When selected, the app will open the RAIDS Online application if it has been downloaded by the user or re-direct them to download the app.  If a user chooses not to download the RAIDS app, they will be re-directed to the RAIDS Online website where the user can search the Dover area.

Increased Communication                                                                                                           The MyPD application allows multiple methods of communication for the public.  Through the app, the public has access to phone and email contacts from every unit within the department from the records unit all the way to the Chief of Police.  Users can submit feedback about the department, submit tips, questions, or concerns (non-emergency), and commend officers or file officer misconduct complaints from the mobile app.  All users have the ability to remain anonymous when submitting any type of information.  911 continues to be the appropriate method to report emergency situations and request emergency response.

Emergency/Disaster Information                                                                                             Perhaps the single most important feature of the MyPD application is the ability for the department to send out “Push Alerts” during serious incidents, emergencies, and natural disasters.  The department can send out messages to all MyPD users that are registered with the Dover Police Department.  This will greatly improve the department’s ability to provide shelter/safety information during natural disasters, traffic alerts, major crime alerts, evacuation orders, and more.  By having the ability to reach thousands of citizens, it allows the department to focus its manpower in other areas as the application will be able to spread information more quickly.

Elderly Woman Robbed Thursday Afternoon 6-13-14

Location: 200 Block of North Governor’s Avenue Dover, Delaware

Narrative:
The Dover Police Department is investigating an afternoon robbery that occurred in the 200 block of North Governor’s Avenue on Thursday.  A 71-year-old female victim stated she was sitting on her porch when a black male suspect approached her demanding money and personal belongings.  The victim refused to comply, and the suspect pushed the victim and grabbed a blue leather purse that was in the victims hands.  The purse contained numerous personal items and an undisclosed amount of cash.  The suspect is described as a black male in his 20’s, tall and thin, wearing a blue hat and a gray hooded sweatshirt.  The victim advised she has seen the suspect in the neighborhood before but does not know who he is.    Anyone with any information is asked to call 302-736-7111.  Callers may remain anonymous. Dover Police Arrest Trevor Jenkins After Lengthy Standoff 6-12-2014

Location: Unit Block of Edgewood Road (Kent Acres) Dover, Delaware

Narrative:
The Dover Police Department has arrested Trevor Jenkins (24) after a lengthy standoff at a residence in the unit block of Edgewood Road in the Kent Acres development in Dover.  The Dover Police Department, in conjunction with the US Marshall’s Fugitive Task Force, learned that Jenkins was inside a residence on Edgewood Road and responded to the location at approximately 10:30AM.  Jenkins was wanted by Dover PD for resisting arrest and by the Kent County Superior Court for Failure to Appear for the verdict in a trial on April 24th of 2014.  That case stemmed from weapons/firearms charges from a 2013 case handled by the Dover Police Department.  Details of that case can be found at the end of this release.  Once officers arrived at the residence on Edgewood Road, Jenkins hid in the attic of the residence, refusing officers orders to surrender.  After several hours of unsuccessful attempts to lure Jenkins from the attic, officers deployed gas into the attic of the home.  After a brief period, officers made entry into the home and Jenkins surrendered without further incident.  Jenkins is now in custody of the Dover Police Department and is awaiting new charges from today’s incident along with the Superior Court capias and previous Resisting Arrest charge.  During the incident, homes adjacent to the residence where Jenkins was hiding were evacuated for precautionary reasons.  Bond information was not available at the time of this release.  Agencies involved in today’s arrest were the Dover Police Department, Delaware State Police, and the US Marshall’s Fugitive Task Force.  The Dover Police Department thanks each agency for their assistance in the successful apprehension of Trevor Jenkins.

Incident #: 50-13-013585         Date/Time: May 24, 2013

Location: 100 Block South New Street, Dover

Narrative:  Trevor Jenkins (23) was convicted on several weapons related charges in Kent County Superior Court on Thursday, April 25th.  However, Jenkins was not present as he failed to appear for the jury’s verdict.  A bench warrant was issued by the Kent County Superior Court for $100,000 cash for Trevor Jenkins as a result of his failure to appear.

The verdict stems from a 2013 case where Jenkins was arrested by the Dover Police Department.  On May 24, 2013, officers became alerted to a possible conflict in the area of South New Street and South Queen Street.  Officers began to monitor the situation by utilizing the downtown surveillance cameras.  While watching the cameras, officers observed Jenkins enter a silver vehicle and later exit, tucking an unknown object into his right rear pocket and jump a fence in the 100 block of South New Street, eventually crossing to South Queen Street.  Officers then observed another subject that was with Jenkins, remove what they believed to be a firearm from the trunk of the same silver vehicle.  Dover Police Officers responded to the area and confronted the subjects, who then fled.  After a lengthy foot pursuit, Jenkins was captured and found to be in possession of a .38 caliber Taurus revolver in his right rear pants pocket.  Jenkins was prohibited from possessing a firearm due to a felony conviction of 2nd degree Robbery in August of 2008.

Jenkins was convicted on Thursday of the following charges despite his absence:

  • Possession of a Deadly Weapon by Person Prohibited
  • Possession of a Firearm/Ammunition by Person Prohibited
  • Resisting Arrest

Narrative:

On Monday June 9, 2014 at 1434 hours Dover Police Operation Safe Streets/ TAC Unit responded to the rear of 986 Whatcoat Drive for a Loitering/ Drug complaint. Upon arrival officers contacted defendants Russell Ewell and Apalonio Patten. Officers detected an odor of PCP coming from inside the defendant’s vehicle. A search of the defendant’s vehicle revealed 2.5 grams of PCP and a cigarette that was soaked in PCP. Both defendants were taken into custody without incident. Both defendants were processed and then released after posting bond.

Burglary at Town Point Apartments

Location: 820 Carvel Dr “B Building” Dover, Delaware

Narrative:

Between the above dates and times and unknown suspect entered the victims apartment through an unsecured window. Once inside the residence the suspect removed the victims purse from her bedroom, and cut the phone cord. Suspect fled the residence into an unknown direction.
