Narrative:

On Monday June 9, 2014 at 1434 hours Dover Police Operation Safe Streets/ TAC Unit responded to the rear of 986 Whatcoat Drive for a Loitering/ Drug complaint. Upon arrival officers contacted defendants Russell Ewell and Apalonio Patten. Officers detected an odor of PCP coming from inside the defendant’s vehicle. A search of the defendant’s vehicle revealed 2.5 grams of PCP and a cigarette that was soaked in PCP. Both defendants were taken into custody without incident. Both defendants were processed and then released after posting bond.
