Arrest Made After Two Residential Burglaries 6-3-16

Narrative:

Dover Police arrested 33-year-old Brian Jolley for two residential burglaries on Thursday.  At approximately 5:16PM, an 86-year-old victim residing in the 400 Block of East Loockerman Street, was awoke by a strange noise.  When she checked, she observed Jolley in her kitchen.  Jolley fled the residence with multiple liquor bottles.  Responding officers were able to locate and arrest Jolley shortly after the incident occurred.

Officers later responded to a reported burglary in the 200 Block of Bayard Avenue.  It was quickly determined that the burglary occurred between 8:15AM and 6:30PM.  A witness described a suspect that was walking on the property of the home earlier in the day as matching Brian Jolley, who was in custody for the East Loockerman Street Burglary.  The victim advised that alcohol and an electronic tablet were stolen from her residence.  Jolley had the victim’s tablet in his possession at the time of his arrest.

As a result of these two incidents, Jolley was committed to JTVCC in default of $6,000 secured bond on the following charges:
-Burglary 2nd Degree (2x)
-Theft Under $1,500
-Theft Under $1,500 (Victim over 62 years of age)

Man Arrested After Shooting at Vehicle 6-2-16

Narrative:

A domestic argument led to the arrest of Jason Scott (29), of Hartly, after he shot the victim’s vehicle multiple times.  Officers responded to the 1000 Block of S. Bradford Street at 6:46PM for a report of multiple shots fired.  Upon arrival, officers observed a black vehicle with multiple bullet holes in it.  Officers contacted a 34-year-old female who advised that she and Jason Scott were having an argument when she left in her vehicle.  Scott followed her to a friend’s residence on S. Bradford Street and attempted to enter the home to contact her.  Scott then left the home and shot the victim’s vehicle five times before fleeing.  Officers later contacted Scott at his residence and he was taken into custody without incident.  The firearm and additional evidence was also recovered.  Scott was charged with the following offenses (Bond Information not available at time of release):
-Possession of Firearm During Commission of Felony
-Aggravated Menacing (2x)
-Criminal Mischief
-Endangering the Welfare of a Child

Public Comments/Questions Welcomed for Grant Application 6-2-16

On May 16th, the US Department of Justice, Bureau of Justice Assistance, released the approved funding allocations for the annual formula based Edward Byrne Memorial Justice Assistance Grant (JAG) Program for the FY2016 Local Solicitation.  The Dover Police Department was listed as a disparate entity along with the Smyrna Police Department and Kent County, Delaware.  The total amount awarded this year is $59,961.00

As a result, the Dover Police Department will submit a joint application for the funds with the Smyrna Police Department and Kent County.  However, because the Kent County structure does not contain a law enforcement agency, the whole amount will be available for use by the Dover and Smyrna Police Departments.

Following is a breakout of the funding and how each agency will use their portion:

Two Arrested on Weapons/Drug Charges 6-1-16

Narrative:

Two people were arrested on Tuesday morning after the Dover Police Street Crimes Unit, conducted an administrative search with Delaware Probation and Parole officers at an apartment in E Building of Woodmill Apartments.  During the search, officers located a .38 caliber revolver, a .380 semi-automatic handgun (reported as stolen from MD), 292.4 grams of marijuana, and 16.2 grams of cocaine.  Both Joseph Wilson (27) and Monica Lewis (24) were arrested without incident.
Wilson was committed to JTVCC in default of $131,560 secured bond on the following charges:
-Possession of Firearm During Commission of Felony (2x)
-Possession of Firearm by Person Prohibited (2x)
-Possession of Ammunition by Person Prohibited (2x)

Man Arrested on Gun Charges 5-27-16

Narrative:

The Dover Police Department Street Crimes Unit arrested 29-year-old Kevin Wayman Jr. on weapons charges following a traffic stop on Thursday afternoon.  At approximately 12:00PM, officer stopped Wayman in the 100 Block of Cherry Street while operating a silver Toyota Camry.  During the stop officers discovered a 9mm handgun and ammunition inside the vehicle.  Wayman was taken into custody without incident.  Wayman was later committed to JTVCC in default of $27,000 Secured and $5,000 cash bonds on the following charges:
-Carry Concealed Deadly Weapon
-Possession of Firearm/Ammunition by Person Prohibited (2x)
-Violation of Probation

Smyrna Man Arrested for Operating a Meth Lab 5-25-16

Narrative:

The Dover Police Department arrested Christopher Honaker (39), of Smyrna for operating a lab to produce methamphetamine.  While investigating a call to the residence for trespassing, officers located an open door to the residence.  Officer checked inside the home for subjects that were reported to be trespassing when they located Honaker inside the kitchen area.  Officers immediately noticed a strong odor and observed what appeared to be a clandestine laboratory used to make methamphetamine.  Honaker was taken into custody without incident.  The Dover Police Department’s Drugs, Vice, and Organized Crime Unit responded to the residence with DNREC Environmental Control and the Little Creek Fire Department’s HazMat Response Unit.  All of the materials and items inside the home used to make the lab were safely removed and the home was rendered safe by authorities at that time.  Honaker was committed to JTVCC in default of $20,200 secured bond on the following charges:
