Reminder of Sex Offender Ordinance for Halloween Festivities

The Dover Police Department Sex Offender Enforcement Unit would like to remind all offenders living within the City of Dover of the new ordinance that was passed this year in regards to Halloween/Holiday festivities.  The Dover Police Department will have extra officers on duty to ensure that offenders comply with the new ordinance, and be on the lookout for suspicious/unsafe activity. If there are any questions or concerns, or you would like to report a non-compliant offender, please notify the Dover Police Department at 302-736-7111.

70-7  Registered Sex Offenders

e)  Prohibited activities for sexual offenders.

(1)  It is unlawful for any sexual offender to participate in a holiday event or practice involving children under 18 years of age, such as distributing candy or other items to children on Valentine’s Day, Halloween, Christmas, or any other holiday or event. Participation is to be defined as attendance at, or taking part of, or cooperation with an event.

(2)  It is unlawful for any sexual offender to wear costumes for the primary purpose of entertaining, attracting, or encouraging interaction with children.

(3)Any person designated a sexual offender shall be required on October thirty-first of each year or any other day upon which Halloween is celebrated to:

a.  Avoid all Halloween related contact with children;

b.  Post a sign at his/her residence stating, “No candy or treats at this residence.” Such signs shall be in letters at least two inches high and shall be legible from the street or road adjacent to the residence;

c.  Except for lighting provided on a year round basis by a sexual offender or the owner or manager of a multi-family residential unit for the purpose of security or walkway or hallway illumination, all outside residential lighting shall be off during the evening hours after 5:00 p.m., and no exterior holiday decorations shall be exhibited on the sexual offender’s residence or on the property upon which the residence is located.

(4)  Holiday events or practices in which the sexual offender is the parent or guardian of the child or children involved, and where no non-familial children are present, are exempt from this section.

Dover Police Release Victim’s Names Involved in October 26th Fatal Accident

Narrative:
On Saturday, October 26, 2013 at 6:00AM, Dover Police responded to a severe motor vehicle accident that occurred on McKee Road, north Of College Road.  Two vehicles, a Lincoln Town Car operated by Renaldo Reddick (33 years old)  and a Hyundai Santa Fe operated by Chelsea Coker (22 years old), were involved in a head on collision that
was a result of the Lincoln Town Car crossing over into the opposite lane.  Both drivers suffered fatal injuries as a result of the collision and were pronounced deceased on scene.  Speed and driver inattention appear to be factors in the investigation, which is still on-going.  The roadway was closed for approximately 4 hours as a result of the accident.

Burglary at China King Restaurant

Narrative:                                                                                                                                      On Saturday, October 26, 2013 approximately 6:00 a.m. to 6:05 a.m. an unknown male suspect used a small rock to shatter the glass at the front door of the business to make entry.  Once inside the suspect located the cash register and removed cash and fled the business.  Anyone having information about this crime should call the Dover Police Department at 302-736-7111.

Man arrested with handgun and rifle

Narrative:                                                                                                                                       On Sunday, October 27, 2013 at 12:36 a.m. Dover Police officers responded to the rear of the Hollywood Diner for a domestic dispute with a male, female and a small child.  The adults were arguing in a white pick-up truck.  One officer made contact with the female on the passenger’s side of the truck.  Another officer made contact with the male and requested his identification.  The male was seated in the truck and reached underneath the driver’s seat.  The officer told the male to remove his hand from under the seat.  The male hesitated then he was ordered at gunpoint to remove his hand.  The male was removed from the vehicle and a Smith and Wesson 40 caliber firearm was found under the driver’s seat.  A search of the vehicle revealed a magazine with ammunition and a 22 caliber rifle concealed under a blanket.  The male was identified as James Holmes (pictured below).

Burglary at Pine Grove Apartments

Narrative:                                                                                                                                      On Friday October 25, 2013 Dover Police responded to Pine Grove Apartments to investigate a burglary at apartment H-11.  The investigation revealed an unknown subject cut a screen and gained entry to the apartment.  Once inside the apartment the unknown subject removed three flat screen televisions, a HP laptop, multiple DVD’s, shoes and watches.  There are no suspects at this time.  The investigation is still ongoing and anyone with information is asked to contact Dover Police Department at 302-736-7111.

Double Fatality Motor Vehicle Accident 10-26-13

UPDATE: Arrest Made In Target Burglary

Location: Target, 148 John Hunn Brown Road, Dover

Narrative:  At approximately 12:58 AM on October 25th, an unknown suspect unlawfully entered the Target Department Store located at 148 John Hunn Brown Road by unknown means.  Once inside, the suspect damaged several glass cases containing numerous Apple brand electronic devices and stole several items from the case.  The suspect then fled out a rear fire escape door.  While officers checked the immediate area, a silver Mercury Sable matching the suspect vehicle description, was observed in an alley way.  When the suspect observed the officer approaching, the vehicle fled in reverse, stopping in a yard, then fleeing the vehicle on foot.  Officers were unable to locate the suspect, but recovered several of the stolen items.  Upon further investigation, detectives were able to develop Lorenzo Jones (31) as a suspect in the burglary.  Jones, who is also an employee of Target, was arrested at the store, when he reported for his scheduled shift.  Bond information is currently pending.
