Location: 800 Block of Woodcrest Drive, Dover, DE
Narrative: The Dover Police Department is investigating a stabbing incident that occurred Monday evening in the 800 block of Woodcrest Drive. Upon arrival, officers contacted a 22-year-old female victim with a stab wound to her head. The victim advised that she was involved in a verbal altercation, along with Precious Dorsey (18) with Marculus Carter (28) and was stabbed by Carter with a steak knife. The female victim was transported to Bayhealth Kent General Hospital where she underwent immediate surgery and is now listed in stable condition. Officers then contacted the suspect, Marculus Carter, who was also found to have a facial laceration. Carter advised that he was stabbed/cut with a steak knife by Precious Dorsey as retaliation for his stabbing of the female victim. Carter was treated at Bayhealth Kent General hospital for his injuries and later released. Dorsey was also found to have an active warrant from New Castle County Police for robbery. Bond information on Carter and Dorsey was not available at the time of release.

Location: South Bradford Street/Reed Street, Dover, DE
Narrative: The Dover Police Department has made an arrest in the early morning robbery of an elderly victim in downtown Dover. On Friday, May 30th at approximately 4:30AM, William Loper (22) approached an elderly male victim in the area of South Bradford Street and West Reed Street, asking for change. As the victim removed cash from his wallet and began counting out change, Loper displayed a sharp instrument described as a knife or screwdriver and snatched the money from the victims hands. Loper then fled with an undisclosed amount of cash. Detectives obtained warrants for Loper and arrested him on Monday, June 2nd at approximately 10:45AM without incident.

If you were at the track this week, you probably noticed several of our officers working. From directing traffic to infield security the Dover Police Department was there. But what you may not have seen is the department connecting with their community by partnering with two charitable programs.
Hunters Helping Soldiers
SSG. Dave Green is a retired veteran of the U.S. Army Airborne Division and came to Dover in 2013 as part of a trip sponsored by the Hunters Helping Soldiersorganization founded by Dover native, Scott Campbell. As part of Dave’s trip he went on a ride along with the Dover Police Department.

After his initial trip, Green, an Oregon resident, was welcomed back by Hunters Helping Soldiers to attend the race weekend at the Dover International Speedway. The Dover Police Department had the opportunity to take part in the pre-race parade lap ahead of the FedEx Autism Speaks 400 as part of the National Law Enforcement Memorial Fund event. Lt. Jason Pires and Lt. Eric Richardson had the thrill of driving two police vehicles around the Monster Mile and included SSG. Green. Green rode shotgun with Lt. Pires in a Dover Police Dodge Charger and got an up close look at why they call the track the Monster Mile. It was a great experience and an honor to represent Delaware Law Enforcement in front of thousands of fans. However, the greater honor was the chance to thank SSG. Green for his service to our country.
Shell Fuel For Success
For the 7th year in a row, the Dover Police Department has taken part in the Shell Fuel for Successprogram as one of just 8 law enforcement agencies in the entire nation. Juvenile Unit Officers Keith Hester and Mike Konnick took the children ranging from 5th-8th grade to the Dover International Speedway to take in the FedEx Autism Speaks 400 courtesy of NASCAR and the Fuel for Success Program. According to the program website, the program is much more than visits to the race tracks. A wide variety of activities are constantly being implemented to reach out to the students, including design, coloring and Eco-essay contests. Student’s self esteem and self confidence is raised by the influence and interaction with the Officers, Education Leaders and Chaperones. Healthy lifestyles and encouragement are promoted by the race driver and all the Police Officers. These mentors also share the exciting world of NASCAR Racing and expose the Middle and High school students to various careers within the racing industries. Students see by example that hard work, following your dreams, and a drug free life style can be very rewarding. Underprivileged students are shown that we care and are given hope to stay focused in school, despite economical misfortune that they can’t control. The children met at the Central Middle School and departed by bus to the speedway and even had a police motorcycle escort to the track. Once they arrived they were greeted by none other than Miles the Monster, the 46-foot tall monument just outside of turn 4 of the speedway. After taking photos, they entered the speedway and were escorted to the Sprint Cup garage/pit road where they met with NASCAR driver Joey Logano. Logano spoke with the kids about his career and making smart choices in life and working hard to become successful. After speaking with the group, he answered questions from several kids and then signed each of the child’s hats that were given to them by Shell/Penzoil. As Logano departed to prepare to take on the Monster Mile, the kids were treated to a pizza lunch and then took their seats in turns 1 and 2 to watch the race. This was the 7th year that the Dover Police Department has participated in this program. Other department’s include Charlotte-Mecklenburg Police, Colton Police, Oakland Police, St. Petersburg Police, Henry County Long Beach Police, Avondale Police, Fort Worth Police, and Phoenix Police. Officer Keith Hester and Mike Konnick are excited to prepare for next years race and expose more of our communities children to the excitement of NASCAR and learn important life lessons from the sports biggest stars.

Location: North New Street/Division Street, Dover, DE
Narrative: The Dover Police Department responded to a robbery/shooting in the area of North New Street and Division Street late Sunday night. According to the male victim, he was confronted by an unknown black male suspect who displayed a black handgun and demanded money. The victim grabbed the gun and struggled with the suspect over control of it. The suspect began firing numerous times, and struck the victim in the right leg, causing injury. The victim fled into a nearby residence and contacted 911. The suspect fled with an unknown amount of cash and the victim was transported to Kent general Hospital where he was treated and released for the leg wound. The victim has been uncooperative with police efforts in the investigation at this time.

Location: 200 Block of N/E Kings Highway, Dover, DE
Narrative: The Dover Police Department responded to a report of a suspicious device that was discovered inside a home in the 200 Block of N/E Kings Highway today. After seeing the device the department determined it may possibly contain explosives and immediately notified the Delaware State Police Explosive Ordnance Disposal Unit and began to evacuate surrounding residences and closed the Silver Lake Park. The DSP E.O.D. team arrived on scene shortly after being notified and investigated the item and determined it was an inert training device, more specifically, a deactivated mortar round. Several other disabled grenades and other items were found throughout the house and are believed to be a part of a collection. The devices were discovered when an acquaintance of the owner was packing items so the owner could move out of the house. The acquaintance discovered the items inside of a closet in the residence. At this time, no charges are pending against the owner of the devices. The scene was declared safe and all units cleared the area at approximately 3:00PM. The Dover Police Department would like to extend their thanks to the Delaware State Police E.O.D. Team, the Dover Fire Department, and Kent County EMS for their assistance.
The Dover Police Department is currently on scene in the area of Kings Highway, between Division Street and US Rt 13, for a suspicious package. The package may contain explosive material. The Delaware State Police Explosive Ordnance Disposal Unit is on their way to the area to assist. Homes and offices within the area of concern are being evacuated at this time, and the roadways have been shut down. Silver Lake Park is also closed until further notice. Further details will be released shortly.
The Dover Police Department is issuing a warning about recent phone scams that several citizens have reported. The most recent scam involved phone calls from persons falsely identifying themselves as members of the Kent County Sheriff’s Office and/or Delaware Courts. The callers have been telling recipients that they missed jury duty and must pay a fine over the phone/wire transfer immediately to avoid or cancel a warrant for their arrest. The Kent County Sheriff’s Office has reported at least half a dozen such calls that they are aware of. No court representative will phone your home asking for money. If you are called, do not give out any personal or financial information and immediately report the incident to authorities.Be on alert and report calls. If you are unsure of a call/letter from the Delaware Court system or Kent County Sheriff’s Office, you should contact the appropriate courthouse on this website: Delaware Courts (Jury) . There are several other similar phone/email scams that have been reported to the Dover Police Department as well. Many of these calls are from overseas and once money is sent, there is little that can be done for the victims.
