Two Charged Following Officer Involved Shooting 10-26-16

Location:  Rear Alley in the 400 Block of New Castle Avenue (Capital Green), Dover, DE

Narrative:

As a result of the Street Crimes and Probation and Parole arrest of Jamera Fisher, Fisher was found to be in possession of a loaded handgun, 39 bags (.58 grams) of heroin, prescription drugs, and 9.5 grams of marijuana.  Fisher was committed to the Department of Correction on $90,000 on the following charges:
-Reckless Endangering 1st Degree (4x)
-Possession of Firearm by Person Prohibited (Drug Possession)
-Possession of Firearm During Commission of Felony
-Possession of Heroin
-Possession of Marijuana
-Possession of a Controlled Substance
-Drug Paraphernalia
-Conspiracy 3rd Degree

The passenger in the vehicle, Kylen Ewell (22), was committed to JTVCC in default of $1,100 secured bond on the following charges:
-Possession of Marijuana
-Conspiracy 3rd Degree
-Possession of Heroin
-Possession of Controlled Substance
-Possession of Drug Paraphernalia

The handgun seized from this arrest is the 71st firearm taken off the streets by the Drugs, Vice, and Organized Crime/Street Crimes Unit, with additional seizures from other divisions within the Dover Police Department.  This unit works in close conjunction with Delaware Probation and Parole Officers to proactively address issues in high crime areas in the City of Dover.  The unit recently increased their staffing to seven Dover Police Officers and two Delaware Probation and Parole Officers in May of 2016.  The unit was originally comprised of three Dover Police Officers and two Delaware Probation and Parole Officers.  The Dover Police Department continues to investigate the incident at this time and is working with the Department of Correction and the Delaware Attorney General’s Office to ensure a thorough investigation is completed.  More details will be released as they become available throughout the investigation.

The Dover Police Department is investigating the shooting of a suspect by a Delaware Probation and Parole officer on Tuesday afternoon. Four officers from the Dover Police Department’s Street Crimes Unit and two Probation and Parole Officers were working in the area of New Castle Avenue at approximately 12:22PM when the incident occurred. The unit was in the area acting on a tip that 25-year-old Jamera Fisher (who was wanted on a capias for Failing to Appear) was in the area and in possession of a firearm. The officers checked the area and observed Fisher entering the driver side of a dark-colored sedan with a second male subject in the passenger seat. At this time, the officers attempted to stop the vehicle as the vehicle pulled out and was facing northbound in the alley at the rear of the 400 Block of New Castle Avenue (just north of East Water Street).

One police vehicle was facing southbound, facing the vehicle operated by Fisher, with a second patrol car behind Fisher’s vehicle facing northbound.  Fisher proceeded to ram both occupied patrol vehicles in an attempt to leave the area.  As officers exited their vehicle, Fisher proceeded to aggressively operate his vehicle in the direction of the officers and a Delaware Probation and Parole officer fired four times.  Fisher was struck multiple times as a result and was immediately provided first aid by officers who were on scene.  Fisher is currently in stable condition at Kent General Hospital with two graze wounds to his upper left arm, a graze wound to his neck, and an entry wound into his left side torso according to medical staff at Kent General Hospital.  A loaded handgun was recovered from inside the vehicle at the time of the incident.  The scene was cleared of police activity at 2:55PM.  Criminal charges are pending for Jamera Fisher and will be announced at a later time.

At this time, the incident remains under investigation with the Dover Police Department leading the investigation in the officer involved shooting.  The Dover Police Department and Delaware Department of Correction (Probation and Parole Division) are working together with the Delaware Attorney General’s Office to conduct a thorough and transparent investigation.  Further details regarding this matter will be released as they become available.  Media inquiries should be directed to:
