The Dover Police Department arrested two men on felony DUI charges in separate incidents on Saturday afternoon. The first incident occurred at approximately 4:49 p.m., when officers were called to the area of S. DuPont Highway and Loockerman Street for a report of a unresponsive driver. When officers arrived, they contacted Richard Smart (64) and observed that he was under the influence of alcohol. Smart refused to perform sobriety tests, therefore a search warrant was obtained and a blood draw was performed at a local hospital.
Smart was released after posting a $7,200 secured bond on the following offenses:
-DUI 6th Offense
-Non-Compliance with Release Conditions
-Driving While Suspended
-Miscellaneous Motor Vehicle Violations
The second incident occurred at approximately 6:28 p.m., when officers were once again dispatched to an unresponsive driver in the parking lot of the Edgehill Shopping Center at 43 S. DuPont Highway. Officer contacted Richard McDonaugh (41) in the driver’s seat of a vehicle. Officers observed that McDonaugh was under the influence of alcohol and he was taken into custody without incident. McDonaugh was committed to SCI on a $5,000 secured bond after being charged with a 5th Offense DUI.
