Andrew Owen’s last registered address was 499 Barrister Place, Dover, DE. On 12-5-2013, officers from the Dover Police Sex Offender Monitoring Unit discovered that Owens has not resided at this address since May of 2013, and has not registered a new address. Owen is 5’8″, 172 pounds, brown hair, and green eyes and is listed as a Tier 2 (Moderate risk) offender.
