Dover Man Charged with 1st Degree Rape 5-26-15

Narrative:

Bobbie Harrell, 50, was charged with 1st Degree Rape of a 13 year-old victim.  Police responded to the 300 block of Simon Circle after the mother of the victim notified police that Harrell had sexual contact with her daughter.  Harrell, a relative of the victim, was babysitting for the mother when the rape occurred.  Harrell was charges with the following offenses:
-Rape 1st Degree
-Endangering the Welfare of A Child
-Child Abuse
-Incest
